    DAVENPORT —Lincoln County’s August 6 primary election results were finalized as of Monday, August 19. The county experienced a voter turnout of 48.22%, with 4,058 ballots counted out of 8,416 registered voters. For County Commissioner District No. 1, Jo M. Gilchrist (Republican Party) received 97.38% of the vote, and Scott M. Hutsell (Republican Party) won County Commissioner District No. 2 with 95.53%.     PORCUPINE BAY — The National Weather Service has proposed raising its fees for camping, launching boats and other services at Lake Roosevelt National Recreation Area.
