    DAVENPORT — A trial featuring a second-degree rape charge was dismissed last week after most people summoned for jury duty failed to appear. It’s an instance that’s becoming a Lincoln County trend, local officials say, and it has many within the county concerned. Damion Michael Pegram was charged with second-degree rape and agreed to have his case go to trial, which was scheduled to begin Wednesday, Oct. 18.     DAVENPORT — The city and Lincoln County are close to an agreement on a telecommunications franchise for broadband internet, city administrator Steve Goemmel reported at council’s regular meeting Wednesday, Oct. 25.     The Interstate 405 and state Highway 167 toll lane experiment is losing money. Now, the state Transportation Commission is considering increasing tolls by up to 80% to $18 each way on I-405. The increase will cost an I-405 commuter, using the lanes at peak toll periods, around $720 per month or $8,640 per year.
