    DAVENPORT — It’s official: a majority of city residents would prefer that J.J. Kowalkowski be the Mayor of Davenport over 8-year incumbent Brad Sweet. The challenger, a former city employee who works grounds at the School District, had an insurmountable 218 votes to Sweet’s 189 after a mostly final count Tuesday, Nov. 14.     DAVENPORT — After a few months of legal back-and-forth, the city and Lincoln County have reached a franchise agreement for broadband internet in the city.     SPRAGUE – Drugs and/or alcohol were factors in two unrelated crashes that left one person dead and three injured Saturday and Sunday. At about 12:28 p.m. Saturday, a driver was injured and his passenger killed when their vehicle overturned in the median of Interstate 90.
