    ODESSA — It has been a relatively dry and mild winter so far, but last weekend carried weather more familiar to the region for this time of year. Between 3-7 inches of snow fell in Eastern Washington and Lincoln County, depending on where one is located, Saturday, Dec. 9 and Sunday morning, Dec. 10.     DAVENPORT — The school district will officially ask voters to approve two levies in the February Special Election. The school board approved putting a replacement educational programs and operations (EP&O) levy and replacement capital projects levy before the voters at a regular meeting Monday, Nov. 27.
