INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Oct. 3: A moose was seen running across SR 2 just east of Reardan.

A deputy was unable to find juveniles who had been observed throwing rocks in the vicinity of Pioneer Plaza in downtown Davenport.

A vehicle rollover accident took place in the vicinity of Waukon and Horlacher roads.

A report that an ATV was being driven in a reckless manner, almost resulting in a collision with another vehicle, came from the vicinity of Wild Turkey Lane.

An Almira man reported that items he left outside his Seventh Street residence as part of a yard sale were missing. Included were four rims/wheels and a homemade wood stove.

A Grand Coulee woman reported a speeding vehicle in the Lakeview Terrace mobile home park, putting children at risk.

Two BB guns and a screwdriver, all valued at about $200, were reported missing from a residential yard in the 600 block of Ross Street in Davenport.

Deputies investigated a report of stolen medication in the 500 block of Maxwell Street in Davenport.

A woman living in the Downs area told dispatchers that a man she chatted with on the internet had threatened to "come and kill her."

Deputies responded to a report of suspicious, possibly drug-oriented, activity in the 700 block of Sinclair Street in Davenport.

A caller said a German shepherd dog continued to chase people in the 600 block of Lincoln Street in Davenport.

A collision involving a vehicle and a dog was reported near Broadway and Elm in Reardan.

Avista Utilities and Reardan firefighters were notified of a possible power pole fire on SR 231.

Oct. 4: A Sprague woman reported several dogs were loose around town.

A semi-truck blocked traffic for a time on Waukon Road between Cloverdale Road and the elevators.

A Sprague caller reported receiving several harassing phone calls.

Oct. 5: A portion of Davenport lost power after a transformer near the city shop blew out.

Oct. 6: A Lincoln resident reported someone was outside his home making threats.

An air conditioner was pushed through a window at the Lincoln County Public Works Sprague shop and some gas was taken from a truck inside.

Deputies investigated a report that a juvenile had chewing tobacco in Davenport.

Odessa Police took a report that three dogs from the same residence in the 300 block of East Marjorie Avenue were at-large.

JAIL BOOKINGS

Oct. 4: Gerald D. Andrews, 38, Wellpinit, arrested by Lincoln County Sheriff's Office (LCSO) for failing to appear for driving while under the influence and while license suspended.

Oct. 6: Jeremy S. Dreher, 40, Spokane, arrested by LCSO for failing to appear for driving while under the influence.

Corey D. Sampson, 37, Davenport, confined by the court pending sentencing after pleading guilty to third-degree child rape, first- and second-degree child incest, and third-degree child molestation.

New filings - Sept. 29: Brade D. Barbre, of Creston, and Toni Lynn Barbre, of Tacoma, married Jan. 21, 1996, in Redwood City, Calif., separated December 2010, one dependent child of the marriage. Also, 57 involving persons living outside Lincoln County.

Criminal Case Update

A sex offender evaluation and pre-sentence investigation have been ordered for Corey Degan Sampson, 37, of Davenport, who on Oct. 6 changed his plea to guilty to third-degree child rape, first- and second-degree child incest, and third-degree child molestation. He is being housed in the county jail until a sentencing hearing on Nov. 1. The charges involve sexual activity with a girl who was 14 years of age or younger between August and December 2010 and during February of this year.

New Criminal Case

Peter J. Gallo, 20, of Cathedral City, Calif., is charged with attempting to elude a pursuing police vehicle and reckless driving in connection with an Aug. 26 incident involving the Washington State Patrol on I-90. According to the court record, the WSP reports the vehicle failed to stop even after the use of spike strips.

New Civil Cases

Claiming co-defendant Barry L. Newman, of Creston, was intoxicated at the time of a Nov. 8, 2008, accident, petitioner Edith Funk-Zuber seeks compensation for neck and shoulder injuries she claims originated from the rear-end collision, but were diagnosed about a week later at a Spokane hospital.

Alleging negligence against Steven L. Siegel, petitioner Curtis J. Weber seeks compensation for physical and emotional injuries resulting from a May 8, 2009, collision on First Avenue in Odessa.
