INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Jan. 30: A caller reported that a boulder blocked the northbound lane of SR 231 north of Reardan at the canyon entrance. Water also was reported over the roadway in that area, with a depth of about a foot at one location.

A vehicle went off the roadway at Wood and Charles road after its driver reportedly fell asleep.

Road restrictions were in force on all county roads in the Davenport, Sprague and Odessa areas, except for Harrington Tokio Road. In the Wilbur area, restrictions also were placed on all county roads from SR 174 to Sherman Draw Road and north of SR 2, and south of SR 2 from Sherman Draw Road to SR 21, as well as on Miles Creston Road, which remained open. Neil Canyon Road is closed for the winter.

A deputy responded to a theft report from Davenport High School.

A collision involving a private vehicle and a county Public Works vehicle was reported on Telford Road North.

Davenport Food Mart reported receiving an insufficient funds check for $150.

Officers responded to a residence on East Second Avenue in Odessa where a party involving alcohol and underage individuals was reportedly in progress.

Jan. 31: A general fire alarm at Davenport Elementary School turned out to be false.

A malfunctioning railroad crossing device was reported at SR 231 and Larrabee Road in Edwall.

A pickup truck went off a slick SR 2 at Ziemer Road after attempting to pass three other vehicles at once, losing control before clearing the third car. The truck went into a ditch.

A Mill Canyon resident advised of a telephone scam involving calls from a bank card service that requested personal information.

A suspicious vehicle described as a dark colored Dodge short-bed was spotted around a park and a church in Wilbur.

Reardan Police responded to a report of a car horn that sounded continuously for at least 15 minutes from a location east of Aspen Street.

Feb. 1: Restrictions remained in place on all county roads in the Sprague district except Harrington Tokio Road.

Repeated incidents of reckless driving were reported on Williams Road, putting children in danger as they waited for their Reardan-Edwall school bus to arrive.

Emergency personnel assisted an elderly woman who fell and couldn't get up again at the Cottonwood Apartments in Davenport.

A two-vehicle collision was reported at SR 2 and Rambo Road.

A break-in involving two locations at the Lincoln County Fairgrounds in Davenport was reported.

Creston firefighters responded to a chimney fire in the 200 block of SW Railroad Street.

An icy roadway was blamed for a rollover accident on SR 2 at Miles Creston Road.

Wilbur Police investigated a domestic assault report from a residence on SE County Road.

Odessa Police investigated a collision involving a vehicle and bicycle on East First Avenue at South Second Street. No injuries or damage was reported.

Feb. 2: Deputies contacted a man who left his driver's license at Davenport Family Foods.

A burglary was reported at a house in the 30000 block of Zwainz Road. Several rooms had been gone through and a firearm was missing from a closet.

Deputies took a report from a Davenport woman of a possible scam someone was playing on her.

A loose dog was observed running up to people at Serene Meadows in Davenport, growling at them before it left.

Two persons were injured in a one-vehicle collision on SR 2 west of the Lincoln County Transfer Station.

Wilbur Police responded to a woman's report of harassment over a possible business deal involving her residence.

The lock on the back door of a vehicle was cut during a prowling incident reported outside Costlow Services in Odessa.

Feb. 3: Deputies investigated an illegal dumping incident on the south hill of Odessa near the water tower.

Responding to a report of a possibly intoxicated driver traveling "all over the roadway" on SR 2 near Reardan, officers encountered an elderly driver who was trying to avoid the spray of the center of the roadway.

Scott's Tire Service in Davenport reported receiving a check that had been written on a closed account.

A deputy's assistance was requested to persuade a Sprague resident to move a freezer and refrigerator that had become a dangerous place to play for neighborhood children.

A woman was taken into custody by deputies who responded to a domestic assault report from a residence in the 400 block of Fifth Street in Davenport. She was transported to Lincoln Hospital for treatment to a cut on her wrist from glass from a broken window. A door also was broken off of its hinges.

A Davenport woman told dispatchers she had seen someone looking into a bedroom window at her residence in the 700 block of Thirteenth Street. Responding deputies found no tracks in the frost or snow outside the window, which they determined was about eight feet from the ground, and nothing appeared to have been disturbed.

Odessa Police tracked a black Ford Explorer with a loud exhaust racing around the community. On a non-related matter, a running vehicle was found inside a locked building at First Avenue and Birch Street.

Feb. 4: A 13-year-old Davenport boy was transported by ambulance to a Spokane hospital after taking a .22 caliber bullet to the face as a result of an accident on property about 10 miles south of Wilbur. The victim and another boy were shooting at rabbits and one shot ricocheted off old metal pipe, striking him. According to Sheriff Wade Magers, a family friend, the boy's prognosis is good; he is expected to return to school this week while waiting for medical personnel to schedule surgery to remove the bullet from where it lodged in the back of his head.

A Davenport woman requested assistance with an adult daughter described as in "an outrage."

A caller advised that a man had fired shots into the ground in an attempt to break up a fight between his dogs and others in the neighborhood in the 36000 block of Sky Vista Lane in the Creston area.

After taking a possible intoxicated driver report, deputies determined no alcohol was inside a Dodge Caravan traveling on SR 2 near Janett Road. Its driver was advised to stop in Davenport and take a nap if she was unable to continue safely.

An Almira resident reported that his horses were missing from property in the 200 block of B Street.

Gerald A. Conover, 70, Wilbur, arrested by Lincoln County Sheriff's Office (LCSO) on two counts of possessing depictions of minors engaged in sexually explicit conduct.

Eric P. Alger, 23, homeless, held under contract with the Washington State Department of Corrections.

Gregory A. Reynolds, 36, Moses Lake, confined by the court four months for first-degree malicious mischief.

Feb. 1: Joshua D. Fleming, 31, Spokane, held under contract with the Washington State Department of Corrections.

Criminal Dispositions

Jonathan R. Wood, 23, of Spokane, pleaded guilty Jan. 31 to third-degree theft (amended through plea negotiations from identity theft and forgery). He was sentenced to 90 days confinement and must pay $700 court costs and undetermined restitution and attorney fees. An alcohol and drug evaluation also was ordered. The charge involved the writing of at least $650 in checks on another individual's account in early October of last year.

Gregory Allen Reynolds, 36, of Moses Lake, pleaded guilty Jan. 24 to first-degree malicious mischief (a controlled substances violated was removed as a result of plea negotiations). He was sentenced to four months in jail and must pay $800 court costs and undetermined restitution. The charge involved the removal of copper wire from a utility pole along Napier Road near Odessa in June of last year, resulting in a power outage affecting Avista and Inland Power and Light customers in the Odessa area. The defendant also suffered electrical burns to his hands and feet, for which he was treated at Odessa Memorial Hospital.

Juvenile Disposition

A King County disposition involving Andrew Michael Mattern, 15, of Reardan, was transferred to Lincoln County for supervision. The defendant pleaded guilty Jan. 6 to assaulting two juvenile detention facility officers while confined there in August of last year.

Civil Judgments

Leane R. Austin, of Wenatchee, must pay Capital One Bank USA $7,616.05 in a judgment involving credit card debt.

A Sept. 13, 2011, Lincoln County District Court judgment filed as a tax warrant with the Superior Court orders Angela J. McKean (Robbins) to pay $7.147.33 to Automated Accounts, Inc., of Spokane.

The court restored firearms possession rights to Anthony Lee Hamilton of Davenport and Heather Rose Shaffer, of Bozeman, Mont.

The court ordered Thomas J. and Julie R. Bjornberg, doing business as Grafix Edge Promotions in Reardan, to pay $2,151.93 in tax obligations for the second and third quarters of 2011 to the Washington State Department of Revenue.

RJT Rentals, LLC, won an unlawful detainer judgment of $3,212.50 from Sean O'Conell and Patricia Carina Tunes. Their tenancy at premises at 30060 Zwainz Road North in Reardan was terminated.

New Criminal Case

Carrie Ann Hunton, 40, of Davenport, is charged with residential burglary in connection with a Feb. 4 incident at a residence in the 400 block of Fifth Street in Davenport, to which deputies responded for a domestic violence situation. They found windows had been broken out, a door broken down and learned from other residents that a woman dressed in a robe and bleeding from the wrist had been seen running barefoot down the street after the incident.

New Civil Cases

Don's Painting LLC, of Chelan County, Wash., seeks $7,615.04 it says is owed by Halme Builders, Inc., of Davenport, general contractors on the Wenatchee River Park restroom project. The petitioner also asks for payment of interest and court costs.

Ramona Campobasso seeks unpaid rent from Randy Jackson, along with restitution of premises at Lakeview Terrace Mobile Home Park in Grand Coulee, in an unlawful detainer matter.
