INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Feb. 20: Davenport emergency personnel assisted a 46-year-old man who suffered a seizure.

A caller reported a road restriction violation by a semi-truck traveling on Sterling Valley Road.

Feb. 21: A woman reported hearing strange noises inside her house on Ross Street in Davenport, but responding deputies could find no indication of anything wrong.

Dispatchers took a report of possible harassment involving residents of the Knapp Road area.

Feb. 22: Malfunctions were reported at a railroad crossing in Harrington.

A tree blocked all of Hampton Road East, just off SR 231 North.

Deputies responded to a report of a burglar alarm activated at a Seven Bays residence and found no signs of forced entry or anything disturbed inside.

No one was reported hurt after a pickup truck went off SR 231 and into a ditch.

A caller reported finding a loose horse in the 32000 block of Hume Road East near SR 25.

A Spring Canyon Road resident told dispatchers a pistol was missing from his bedroom.

A burglary was reported at Sky High Storage in Odessa, with locks cut on at least three units.

Feb. 23: A Sprague caller reported that a vehicle nearly ran over her 2-year-old son on West Third Street.

A Davenport woman reported her juvenile daughter had run away.

Two Creston residents told dispatchers that someone had opened up credit and debit card accounts in their name and without their permission.

A man indicated that someone had taken a bottle of medication from his home.

Deputies encountered a hitchhiker on Ziemer Road at SR 2 who was described as "unsure about how he got there."

Reardan firefighters determined that a large controlled burn north of the town was handled appropriately by the property owner. Local police had received several reports of smoke and flames.

Reardan Police investigated a narcotics incident.

Fuel was reported leaking from a pump at Colvilles, Inc., in Reardan.

Feb. 24: A rollover accident with a vehicle ending up in a ditch was reported on SR 2 west of Wilbur.

A woman gave dispatchers a wallet she found in a restroom at the Davenport Food Mart.

Davenport Family Foods personnel requested assistance with a woman they believe was shoplifting.

Deputies investigated a trespassing incident at a Maxwell Street residence in Davenport.

Inside what appeared to be an unoccupied vehicle at the end of Zwainz Road near Reardan, a man encountered a woman who seemed unresponsive but when awakened later, said she was "just trying to get some sleep."

A vehicle ended up in a ditch on Stromberger Road about 1½ miles south of Doerschlag Road near Sprague and stuck halfway through a barbed wire fence. A man was taken into custody for driving while under the influence.

Wilbur Police investigated a theft report at the school.

Feb. 25: Avista Utilities was notified of a power pole leaning near Eighth and Boxcar in Sprague.

Deputies investigated a break-in at a residence in the 400 block of Logan Street in Davenport. The front door was wide open and although items didn't seem to be taken, some had been moved around.

The theft of firewood from a pile outside a River Rue residence near Wilbur was reported.

Odessa Police responded to a report of a woman throwing eggs at a man's front porch in the 200 block of East Marjorie Avenue. A later report was received that a man had egged a woman's car parked a block away.

Feb. 26: A woman who said she was "hearing voices" was transported from Harrington to Lincoln Hospital in Davenport.

Feb. 21: Tanyia M. Wynecoop, 41, Omak, arrested by Lincoln County Sheriff's Office (LCSO) for failing to appear for driving while under the influence and while license suspended.

Dennis E. Durbin, 35, Coulee City, arrested by LCSO for failing to appear for first-degree malicious mischief.

Feb. 22: Steven L. Conner, 21, Battle Ground, Wash., held under contract with City of Cheney for minor in possession.

Feb. 23: Starla R. Clemens, 33, Gig Harbor, Wash., held under contract with Washington State Department of Corrections.

Omeka L. Washington, 37, Tacoma, held under contract with Washington State Department of Corrections.

Andrew L. Schoessler, 30, Davenport, confined two days by the court for driving while under the influence.

Kyle W. Hinshaw, 22, Auburn, Wash., held under contract with City of Cheney.

Tyler J. Howells, 19, Spokane, held under contract with City of Cheney.

Joseph M. Zamora, 30, Moses Lake, held for Benton County for failing to comply with the court.

Feb. 24: Raymond C. Schmitt, 70, Sprague, arrested by LCSO for driving while under the influence.

New Criminal Case

Robert Paul Buckingham, 27, Odessa, is charged with four counts of third-degree rape of a child in connection with incidents involving a 14-year-old girl from June to September of last year.

Civil Judgments

Dale M. Bly, of Creston, must pay $8,817.32 in credit card debt as a result of a default judgment favoring Citibank, the petitioner.

John T. Rhoades, of Sprague, must return $574.57 in overpaid benefits to the Washington State Department of Employment Security.

Karen E. Hoebelheinrich, of Davenport, must return $3, 144.42 in overpaid benefits to the Washington State Department of Employment Security.
