INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

June 25: Dispatchers took a report of a truck that passed another vehicle on the shoulder, cutting it off, at the Spokane County line on SR 2. Damage was reported by the driver of the second vehicle.

A moose was reported on the loose within the City of Sprague.

A truck, occupied only by a dog, rolled into a yard on South Dayton Street in Sprague. A responding deputy speculated the dog may have kicked the truck into neutral.

A llama was reported loose near SR 231 and Denny Station Road.

A caller reported continuous speeding violations involving a vehicle that she said passes her every day between Wilbur and Grand Coulee Dam.

Smoke rolled into the canyon from what was determined to be a small controlled burn near SR 21 and Eftner Road, according to a Wilbur Police report.

Odessa Police investigated a fraud report involving unauthorized credit card purchases totaling $1,100.

Reardan Police responded to a report that items had been stolen from a North Aspen residence.

June 26: A railroad crossing arm malfunctioned at the Birch Street crossing in Odessa.

A deputy warned an Adams Street resident in Davenport that his dogs were too noisy and needed to be licensed as well.

A deputy advised solicitors of a requirement by the City of Davenport to have licenses from the city.

Dogs were observed chasing a colt around its pen on property in the vicinity of North A Street in Sprague.

Dispatchers were advised by an Almira property owner of an attempt to remove cupboards and cabinets from a vacant mobile home on South Fifth Street.

June 27: An abandoned fifth-wheel vehicle was reportedly occupied by 30 feral cats in the 30000 block of Moore Road.

A man wearing red clothes seen walking on SR 2 about two miles west of Davenport was determined by deputies to have been recently released from a hospital or jail and headed to the Omak area.

Sprague firefighters were summoned to a fire involving a detached garage in the 100 block of West Third Street.

Deputies weren't able to locate a possible domestic violence situation in the river area north of Davenport that was relayed to Lincoln County from Ferry County dispatchers.

A collision involving a bicycle and motor vehicle occurred in front of the Lincoln County Alcohol/Drug Center in downtown Davenport. The bicyclist eventually agreed to be transported by private vehicle to Lincoln Hospital.

Odessa Police investigated a reported theft of an engagement ring from a South Alder residence.

June 28: Dispatchers took reports of several vehicles driving very fast on Fourth Street in Almira.

A Davenport area resident reported that an old gas pump valued at $1,200 was taken from a barn on Valley Road.

A Davenport woman asked for assistance from deputies in preventing her mother from driving.

Davenport ambulance personnel were sent to a vehicle accident scene about four miles from the end of the pavement on Hawk Creek Road near Whitney Road.

Loose steering in a flatbed pickup truck that had just been purchased was the cause of bad lane travel noticed on SR 2 west of Davenport.

A Davenport man told dispatchers his cell phone received text messages addressed to a woman about marijuana.

June 29: The theft of a phone from an unlocked locker basket was reported by a young patron at the Davenport Water Park.

Residents of Sand Flats Road near Davenport expressed concern about sounds of gunshots or fireworks they had heard.

Two vehicles collided on SR 231 south of Edwall. One of the drivers who complained of chest pains was transported by ambulance to Sacred Heart Medical Center in Spokane.

An individual was taken into custody after deputies and a National Park Service officer responded to a domestic violence incident at a Hawk Creek Road residence.

Deputies advised party participants at a residence in the 1000 block of Jefferson Street in Davenport to hold down the noise and profanity after dispatchers received a complaint from a caller.

June 30: A strong ammonia odor was reported in the 200 block of B Street in Sprague, near the McGregor's facility.

A woman trying to round up loose horses on Knapp Road near Mohler was advised by a deputy not to ride her 4-wheeler on a county road.

A collision involving a motorcycle and car took place on SR 2 just west of Davenport, from which an ambulance crew was dispatched.

A collision involving a vehicle and deer was reported on SR 2 east of Wilbur.

July 1: Deputies responded to a reported assault at a Harrington tavern.

A major water line break resulted in all of the City of Harrington being without water for a time.

A cow stuck up to its neck in a watering hole near Kellenberger Road was posing a traffic hazard for I-90 motorists who were stopping to watch.

Davenport ambulance personnel assisted a driver who appeared disoriented after a vehicle almost went into a ditch on SR 2 near Ziemer Road, overcorrect and wrecked.

Dispatchers took a report of possible harassment at a residence near Sprague.

A Davenport caller reported her left front tire had been slashed while the vehicle was parked in the 700 block of Marshall Street.

A young boy was bitten by a pregnant English bulldog at a residence in the 300 block of West Third Street in Sprague.

Solar lights on property adjacent to Fifth Street in Davenport were broken.

The driver of a vehicle that was observed crossing lines and traveling at various speeds on SR 2 near the weigh station agreed to pull off at Waukon Road and get some sleep.

Criminal Dispositions

Justin Cole Mills, 23, Davenport, pleaded guilty June 12 to third-degree theft (amended through plea negotiations from second-degree theft) in connection with the April 30 taking of metal railroad materials owned by Eastern Washington Gateway Railroad. His sentence included 44 days confinement, with all credited as served, and $700 court costs.

Having been convicted by a jury on June 14 of two counts of second-degree burglary, Scott V. Cannon, 40, Davenport, was sentenced June 26 to 40 months in prison and must pay $800 court costs. He also waived his right to appeal the conviction. He also pleaded guilty June 12 to second-degree possession of stolen property.

The court agreed on June 26 to convert 21 days of jail time imposed on Jonathan R. Wood, 23, Spokane, as a result of a violation of his Jan. 31 sentence for third-degree theft, so that he may participate in a 12-month treatment program.

Mark Alan Gregory, 51, Davenport, was sentenced June 26 to 20 months prison and 20 months probation after he pleaded guilty Feb. 14 to delivery of methamphetamine. A bench warrant was issued for his arrest after he failed to appear in court for sentencing scheduled on April 17.

Richard Daniel McRae, 29, pleaded guilty June 26 to conspiracy to deliver methamphetamine. He must serve 270 days jail or electronic home monitoring and pay $800 court costs.

Juvenile Offender Dispositions

Andrew Michael Mattern, 16, of Reardan, pleaded guilty June 19 to possession of a dangerous weapon on school grounds in connection with an incident between March 15 and April 1 at Reardan High School involving a knife with an 8-inch blade. His sentence included one day of community supervision and six days detention (all credited as served).

A deferred disposition was granted after a 17-year-old Odessa girl pleaded guilty June 19 to unlawful use of drug paraphernalia. A charge of possession of marijuana was dismissed as a result of plea negotiations. She must complete nine months of community supervision and 25 hours community service.

Civil Judgments

Edward G. Pace, Edwall, must return $551.45 in overpaid unemployment benefits to the Washington State Employment Security Department.

Michelle Gunstrom, Sprague, must return $725.98 in overpaid unemployment benefits to the Washington State Employment Security Department.

Alan T. Tikka, Davenport, must return $10,961.66 in overpaid unemployment benefits to the Washington State Employment Security Department.

Frances L. Albertson, Grand Coulee, must return $1,160.35 in overpaid unemployment benefits to the Washington State Employment Security Department.

An April 10 Lincoln County District Court judgment awarding $12,736.05 from Gwen Beck of Reardan and Shannon Beck of Bothell, Wash., to petitioners Evergreen Professional Recovery of Redmond, Wash., was filed with the Superior Court.

New Criminal Cases

Buster Johnson, 48, Winlock, Wash., and Rodney Heath Wilson, 46, of Moses Lake, are both charged with second-degree theft in connection with the May 30 theft of about 1,000 gallons of aviation fuel valued at $4,500 from Wilbur-Ellis at the Odessa municipal airport. Wilson was additionally charged with another count of second-degree theft in connection with 775 gallons of fuel stolen from Greg's Crop Care at the Wilbur airport on May 22.

Ardythe Marie McGough, 64, Davenport, is charged with possession of methamphetamine and hydrocodone in connection with a June 5 incident.

Jay Patrick Morgan, 55, Sprague, is charged with second-degree assault and fourth-degree assault in connection with a June 10 incident involving two victims, one of whom was struck in the head with a bottle or brick.

New Juvenile Offender Matter

A 15-year-old Davenport boy is charged with second-degree burglary and third-degree malicious mischief in connection with a June 9 incident at Davenport Elementary School.

New Civil Case

In an unlawful detainer matter involving property at 109 NE Anne Street in Wilbur, petitioners Eric and JoAnne Cochran and Sam Stewart seek five months of back rent totaling $2,250, payment of $225.04 in utility bills owed to the Town of Wilbur, and $1,000 attorney fees from respondents Trevor and Angelia Benson.
