INCIDENT LOG
Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.
Oct. 15: Deputies took charge of Derrick L. Wilson, 27, of Cheney, who was arrested on Spokane's South Hill for first-degree escape after being released by the Superior Court to his parents' custody for an eye examination.
A caller reported a gun and scope were stolen from his pickup truck parked at the Lincoln boat launch.
A report originating north of Davenport of a hunter whose criminal record prohibited him from having a firearm was referred to a state Fish and Wildlife officer.
A pickup truck with about nine occupants having firearms was spotted on private property in the vicinity of Harker Canyon and Lane roads without authorization from the landowner.
A Prospector Crossing Road area resident reported three chickens were killed in an incident that appeared to have involved dogs in that area.
A caller reported she almost was run off Hawk Creek Road by a logging truck working state land in that area.
A headstone thought to be from the Mondovi Cemetery was found propped against a road sign at the intersection of Mondovi and Bald Ridge roads.
A llama was reported loose on the east side of Creston.
A deputy advised a Seven Bays Road resident to extinguish an illegal fire involving yard waste and other garbage.
A caller reported a trespassing incident on Bozeel Road North near Egypt Loop Road. A man and two juveniles were spotted inside a locked gate on the property.
A collision involving four to five vehicles and a deer was reported on SR 2 near its intersection with SR 231 west of Reardan. It appeared one vehicle struck the deer, then was rear-ended by the other vehicles, all of which were pulled over to the side of the highway.
Wilbur Police were advised of a caller who reported hearing someone yelling for help in the 700 block of SE Pope Avenue.
A man attending an Alcoholics Anonymous meeting inside a church in the 600 block of Alder in Wilbur reported his truck was broken into and several items taken, including a GPS unit, stereo equipment and a bottle each of oxycodone and morphine.
Reardan Police investigated the theft of an iPod and two cell phones at Reardan High School. A suspect was identified and the items returned.
Oct. 16: A caller reported a hunter shot a doe in the Sand Flats area and scared her horse.
A Hawk Creek Road resident reported a cougar in her backyard.
A broken window was reported at Christ Lutheran Church in Egypt, about 16 miles north of Davenport, where beer bottles also were found "all over the area."
A deputy responded to a report of a possibly homeless man who spent the night outside Coleman Oil in Sprague and was asking for cigarettes from passers-by.
A deputy was sent to deal with a possible burglary involving a homeless man who entered a camper parked in front of the Edwall Grain Growers facility "to get out of the wind." After being spotted attempting to get into several sheds and outbuildings, the man was escorted to the county line.
Deputies investigated a report from a Davenport area man that while he was in the hospital recently, items were removed from his residence without his permission.
A Davenport area man reported a possible scam involving Craigslist.
Concerned about possible explosions from biodiesel fuels stored inside, local and county law enforcement officers evacuated about 40 nearby homes while firefighters battled a silo blaze at the Odessa Union Warehouse in Odessa. Railroad traffic also was halted as it became apparent that the structure could fall onto the tracks.
Reardan Police facilitated an explanation of proper driving technique for a student involved in a reckless driving incident.
A Reardan woman received a fraudulent phone call from a man claiming to be her grandson jailed in Mexico City and asking for $2,500.
Oct. 17: Trespassing hunters were reported on property adjacent to Peterson Mende Road in the Marlin area. A vehicle was driven through a pasture, affecting cattle there. A separate call reported other hunters on property off Bald Ridge Road without the owner's permission.
Deputies and the prosecuting attorney's office launched an investigation into possible witness tampering involving a jail inmate using the pay phone there.
A deputy contacted a possible suspect after dispatchers were advised of a harassment incident involving a resident of the Egypt Loop Road area.
A woman advised dispatchers that she believed someone was building something on private property near SR 231 north of Reardan after hearing pounding sounds from there.
Describing a possible identity theft incident, a Reardan area man told deputies that when trying to file his taxes with the Internal Revenue Service he was told they already had been filed and a refund already sent.
A caller reported damage to four metal tube gates, valued at $150 each, at the northern entry to Egypt Loop Road after someone apparently drove over them and tore them down.
Odessa Police looked into a report that a man was seen carrying gas cans in the area of 6th Avenue and Alder Street in the early morning hours.
Oct. 18: A caller reported a cougar killed goats on his property and asked for assistance from a state Fish and Wildlife officer.
Students at Odessa School completed an earthquake preparedness drill.
Reardan emergency personnel assisted a 75-year-old woman who had fallen.
A 5-gallon gas can with paper towels wrapped around it was discovered outside the District Court building in Davenport.
Expressing concern about hunters in the Green Canyon area near Davenport, a woman reportedly shot off her own pistol whenever she heard other gunshots nearby.
Oct. 19: A vehicle occupied by hunters backed into a rental vehicle at a residence north of Davenport off SR 25 and caused "major damage" to a door.
Dispatchers were told of people "road hunting" on property on Bald Ridge Road that had been posted with "no hunting" signs.
A Davenport woman reported that someone fraudulently used her credit card to purchase about $347 worth of headphones from an online Wal-Mart site and requested they be shipped to New York. Alerted in time, the credit card company was able to cancel the purchase.
Three locks were cut at the Macabee Cemetery near Sprague.
The driver of a pickup truck he had reported stolen from outside the Reardan Red Rooster restaurant later found it, but was advised by a responding deputy about laws involving impaired driving due to alcohol consumption.
Despite a caller's report that a group of juveniles were involved in a marijuana-oriented gathering at a trailer on Bisson Road east of Reardan, a responding deputy could not substantiate it.
Reardan Police assisted Lincoln Hospital and mental health personnel with a woman who had attempted to take her own life.
Oct. 20: Davenport ambulance personnel assisted a man who suffered chest pain and high blood pressure.
A report of suspicious activity at the Two Rivers Texaco facility was referred to Stevens County authorities.
Almira and Wilbur emergency personnel assisted a woman who experienced severe pain in her chest and ribs.
For a few hours, Davenport ambulance personnel were made available to handle Harrington calls while that community's EMTs were unavailable.
Eastern Washington Gateway workers repaired a malfunctioning railroad crossing at Mondovi.
Davenport Family Foods personnel reported a boxer dog continuously trying to enter the store. The phone number on the dog's tag was disconnected.
A deputy facilitated the transfer of a truck between residents of Miles Road and Fruitland, respectively, after its sale was voided when the original buyer was jailed in Benton County. The truck was in the possession of a woman (not the buyer) who initially was reluctant to return it until it was listed as stolen property.
A responding deputy determined that a report of animal abuse involving a dog in the 300 block of NE Adams Street in Creston was without merit.
Occupants of two vehicles spotted on the south side of the Odessa Union elevators in Davenport were observed picking up grain from the ground.
Almira and Wilbur emergency personnel responded to a one-vehicle rollover collision took place at Kramer and Old Coulee roads. The driver reportedly suffered a "severe head injury" and was transported by ambulance to Coulee Community Hospital in Grand Coulee. For a time, MedStar air ambulance crews were on alert.
Reardan Police responded to a report that $2,000 worth of tools and the bins they were in had been taken from a garage in the 300 block of North Aspen Street.
National Park Service personnel handled a report of a large bonfire on a beach at Thursday Bay.
Oct. 21: A woman told dispatchers that a pickup truck tailgated her vehicle and almost rear-ended her while traveling on SR 174 near Wilbur.
A caller reported a trespassing hunter had shot a 2-point buck while on her Underwood Canyon area property without permission.
A caller advised dispatchers he had to remove hunters who were camping on his property on Rocklyn Road at the gravel pit.
A collision involving a vehicle and deer was reported on SR 25 about 15 miles north of Davenport.
Alcohol is believed to have been involved in a one-vehicle rollover collision on Hawk Creek Road just south of Indian Creek Road. The driver, who may have injured his shoulder, was placed in custody for driving while under the influence.
Personal items, clothing and a cell phone were found in a backpack found in an alley between the old Cottonwood Inn restaurant and the WSU Extension office in Davenport. A deputy took it to the sheriff's office for "safekeeping."
A Davenport caller advised dispatchers that a front tire on her vehicle may have been slashed while parked in the 700 block of Marshall Street.

Criminal Disposition
Alex Wayne Pfeifer, 22, of Odessa, pleaded guilty Oct. 16 to second-degree burglary and second-degree theft in connection with the Dec. 22, 2011, break-in at Odessa Drug, during which prescription drugs were taken. Sentenced to 12 months and one day in prison, he also must pay $800 court costs and share restitution to be determined with other individuals once they complete their court experience.
Civil Judgment
In an unlawful detainer matter filed in July, petitioner Ben Fischen LLC on Oct. 18 was awarded restitution of premises at 603 Lincoln Street in Davenport and $8,809 in unpaid rent and miscellaneous charges from Timothy and Barbara Kannas.
New Criminal Cases
Derrick Leon Wilson, 27, of Cheney, is charged with first-degree escape and is being held on $100,000 bond for violating conditions of his criminal conviction in 2007 for first-degree child molestation. Released into his parents' custody for an eye appointment, he disappeared on Oct. 10 while his mother was handling paperwork at Spokane Eye Clinic. He was returned to custody on Oct. 14.
Micah Rae Davison, 21, of Odessa, is charged with possession of methamphetamine in connection with an Oct. 12 incident in Odessa.
Tracy Alan Terry, 58, of Spokane Valley, is charged with possession of more than 40 grams of marijuana after a deputy stopped him for an improper pass in Davenport and noticed the odor of marijuana inside the vehicle.

Civil Matter
The court on Oct. 22 awarded an anti-harassment protection order sought by Mark A. Jackson and Nigelle L. Chase against Raymond Schmitt, effective through Dec. 22. All parties are of Sprague. The petitioners alleged the respondent, their landlord, came into the residence without warning, invaded their privacy, threw garbage in the yard and watered the porch. The respondent countered that his tenants had broken the terms of their lease in part by painting the house without his consent and storing garbage in a shop building he claimed was not included in the lease. The court gave him 72 hours to move equipment into the shop and his agent, Ben Yow, was authorized to shut off water at the residence and retrieve keys from the evicted petitioners.
