INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Dec. 23: A deputy dealt with an injured deer that was involved in a collision with a vehicle on SR 231 at Little Falls Road overnight.

Two flat screen TVs were taken during a residential burglary in the Hanson Harbor area.

Thinking she was heading into a driveway, a driver steered her vehicle into a snow bank and ended up in a ditch near Lincoln Sand and Gravel's pit on SR 2 west of Davenport.

Dec. 24: A caller described computer spam and virus problems with a deputy.

Deputies investigated a possible case of animal neglect involving 30 horses on property in the Sprague area.

A six-inch tree blocked traffic on Devils Gap Road just east of SR 231 north of Reardan.

Someone broke out the back windows, causing about $300 damage to a Chevrolet Blazer that was stuck in deep snow on Leffel Road near the old Catholic cemetery.

A man was taken into custody and received a mental health evaluation at Lincoln Hospital after becoming combative while running in front of Morgan Street in traffic near the Twelfth Street intersection in Davenport.

A man reported the theft of antiques from an abandoned residence on Deife Road.

A collision involving a vehicle and deer took place on SR 174 near Grand Coulee.

Ambulance calls included a Harrington man who had fallen and possibly hurt his head and wrist, a Creston woman who complained of chest pains and an Odessa man who slipped on ice and suffered back pain.

Davenport firefighters and Avista Utilities personnel responded to a report that a natural gas line had been hit at a state Department of Transportation building in Davenport.

A Reardan officer assisted a man in getting his vehicle unstuck at Lake Street and Broadway Avenue.

Dec. 25: A deputy checked out a report that a woman's car had just missed a head-on collision with another vehicle traveling on SR 2 just west of Davenport.

Dec. 26: A caller reported that hunters had left a vehicle parked in the middle of Old Sunset Highway behind the SR 2 scales and walked down the road with loaded weapons. A responding deputy wasn't able to find the individuals or vehicle.

Dec. 27: Davenport ambulance personnel assisted an 80-year-old man who was having a dizzy spell while at the Reardan US Bank.

A Reardan woman reported receiving a $2,300 check for an item she wanted to sell online for $80.

A Davenport boy told dispatchers that threats had been made against his safety.

Dec. 28: A deputy became involved in a dispute between neighbors over an access road from SR 231 north of Reardan.

Deputies responded to check out a Hume Road East residence after a caretaker accidentally tripped an alarm in the garage.

Deputies investigated an unspecified malicious mischief incident in Davenport.

A credit union manager became concerned after an Almira woman made several withdrawals totaling about $5,500, explaining she was about to receive a $3 million prize from Publishers Clearing House.

Davenport Lanes and Café personnel used coffee to warm up a "very drunk" man who had been "out in the weather." The man turned out to be wanted on a Spokane County warrant and was transported to jail there.

Dec. 29: A woman told dispatchers about a mule with a halter at the gate of her Tamarack Canyon Road property.

A caller advised that windows had been broken out of six or seven vehicles parked in the 30000 block of Woodland Lane North in Davenport.

A man told dispatchers that a "vicious" dog left behind at his rural Wilbur residence by a relative who had recently moved out tried to bite his young son.

Deputies assisted a 65-year-old woman who may have suffered a stroke while at the Davenport Safeway store.

Dec. 30: Emergency personnel responded to an apartment in the 500 block of Ross Street in Davenport to assist a 66-year-old woman with possible heart problems.

Responding to a vehicle slide-off on SR 2 west of Davenport, a deputy found evidence of an open alcohol container inside and also issued a citation for driving too fast for conditions.

Deputies investigated an incident involving stolen checks and a bank card after a Davenport woman filed a report.

Deputies assisted a Seven Bays woman who may have been involved in a domestic situation.

Davenport deputies checked out a report of illegal burning of electrical wire in the 1000 block of Main Street.

JAIL BOOKINGS

Dec. 26: Evert K. Costello, 50, Odessa, confined by the court four days for fourth-degree assault.

Dec. 27: Megan R. Schlimmer, 33, Odessa, confined by the court two days for first-degree negligent driving.

Jonathan W. Ankney, 26, Nespelem, arrested by Lincoln County Sheriff's Office (LCSO) for failing to appear for driving while license suspended.

Dec. 28: Jacob D. Schmidt, 22, Odessa, confined by the court for second-degree burglary.

Dec. 29: Gary D. Ray, 55, Jonesboro, Ark., arrested by LCSO for failing to appear for driving while under the influence and while license suspended.

Criminal Disposition

Concluding two separate cases against Jacob Donald Schmidt, 22, of Odessa, the court accepted guilty pleas to second-degree burglary and third-degree theft on Dec. 21. Charges of second-degree theft and taking a motor vehicle without the owner's permission were dismissed as a result of plea negotiations. For the Dec. 26, 2011, burglary of Odessa Drug, Schmidt must serve 45 days jail (with credit for time served), pay $800 court costs and share payment of $3,190.32 restitution with one and possibly three others involved in breaking out a glass door and taking prescription medication. For his involvement in the Sept. 18, 2012, theft of car batteries from Odessa's NAPA store, he must pay an additional $700 in court costs and share payment of $660 restitution with one or two others believed to have been involved in the incident, which also included the forging of checks and the taking of a Moses Lake man's vehicle.

Civil Judgments

A transcript of an Oct. 9, 2012, Lincoln County District Court judgment against Jeffrey W. Hill awarding $11,407.46 to petitioner Automated Accounts, Inc., was filed with the Superior Court on Dec. 21.

Blayne T. and Amy Jo Foley, doing business as Foley Masonry Construction, of Davenport, must pay $2,857.44 in taxes due between May 1 and Aug. 31, 2012, to the Washington State Department of Revenue.

New Criminal Cases

Gene Elgin Seagrave, 41, Davenport, is charged with intimidating a public servant in connection with a Dec. 5, 2012, encounter with a state Department of Licensing employee at the Davenport Memorial Hall. At his request, he was not at a Dec. 18 hearing during which his attorney, Michael Beegle, announced he would pursue an insanity defense and obtained a court order for a psychiatric examination to determine whether Seagrave was competent to assist in his own defense and whether he was sane at the time of the alleged offense. According to a deputy's report in the court file, the state worker claimed Seagrave had made "bizarre statements" about the sheriff's office and the Vatican, claiming diplomatic immunity from the pope and that the sheriff's office had killed his wife. The "visibly shaken" clerk said she believed he had a weapon in his coat pocket as he demanded a driver's license and jumped up on tables and chairs. She told the deputy that she issued the license (for which Seagrave paid $20), applying the department's policy when being robbed or threatened.

Miranda Rose Jack, 28, a homeless person, is charged with taking a motor vehicle without the owner's permission in connection with a Dec. 22 incident during which her mother's vehicle was driven away from Trader's Express in Davenport. The prosecutor's filing did not include a charge of fourth-degree assault (domestic violence), on which she also was booked by deputies at the time of her arrest.
