Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.
Monday, Sept. 16: In the aftermath of the previous night's strong windstorm - A tree was removed by county Public Works employees from where it had fallen across Cayuse Cove and Pineridge roads. A similar report was received from Lynn Road off Hawk Creek Road. Trees were also reported down along a road on Jones Bay, preventing fishermen from coming off the water. A possible traffic hazard involving damaged trees was reported on SR 231 in Edwall. Wood was removed from both lanes of SR 28 at Spinning Road.
Gateway Railroad crews repaired a malfunction at the Sunset Highway crossing.
A caller claimed his property adjacent to Moore Road North had been sold without his knowledge by a real estate firm and that he wasn't being permitted to return there.
A man told dispatchers he saw a deer with an arrow penetrating its back walking north of Wilbur near Sherman and Williams roads.
Dispatchers recorded a claim of harassment involving individuals in the vicinity of Olson Road near Davenport.
A Davenport woman said her 15-year-old daughter received text messages from someone she did not know who asked her for pictures of herself.
A collision involving a vehicle and a cow took place on SR 25 about 19 miles north of Davenport. The driver, complaining his back was hurting, was checked out by Davenport ambulance personnel.
Tuesday, Sept. 17: Trucks delivering dirt to be used for cleaning up an aqua ammonia spill at Crop Production Services in Harrington were reportedly traveling with unsecured back gates, dropping rocks and dirt on the city streets.
Deputies responded to a report that a girl traveling in a vehicle on SR 2 near Coulee Hite Road suddenly "freaked out" and threw a cell phone and other items out of the window before getting out and walking east along the highway, possibly headed to a Reardan address.
Deputies investigated a reported assault involving two women at a residence on Stagecoach Lane.
A houseboat from Seven Bays Marina was found beached on the National Park Service side of the mouth of the Spokane River.
Wednesday, Sept. 18: A caller told dispatchers that a newer Cadillac had driven into the Fort Spokane campground in the early morning hours, but never came out.
A tree was reported down on Phar Road in the Harker Canyon area. Another tree blocked both lanes of Porcupine Bay Road, requiring a resident to park a vehicle and walk home.
Davenport ambulance personnel and Reardan EMTs assisted a man who was sweating and had difficulty breathing.
Seven mailboxes inside the Sprague Post Office were reportedly broken into.
A vehicle parked in the middle of the road at Park and Marshall streets in Davenport was reported to be blocking traffic.
A man riding a bicycle reported a dog chased him in the vicinity of Della and Raymond streets in Wilbur, but a responding officer determined that the man may have taunted the dog on several occasions.
Odessa Police investigated a woman's report that someone shined a light into a window at a residence in the 500 block of South Division.
Thursday, Sept. 19: An apartment manager in Creston told deputies she found large amounts of marijuana and drug paraphernalia in a unit to which she had served an eviction notice three days before.
A man who fell and hit his head at Davenport Family Foods was taken to Lincoln Hospital for examination.
A deputy advised a resident in the vicinity of Third and Washington streets in Davenport about the city's noise ordinance after complaints were filed about barking dogs there.
Wilbur firefighters responded to a fire contained to an oven in a residence in the 400 block of SE Pope Street.
A stop sign was damaged in a hit-and-run collision at 1st Avenue and Birch Street in Odessa. When contacted, the driver said he wasn't aware of damage and had tried to straighten the sign.
Observing that a driver and passenger switched seats, the Reardan Police officer making the traffic stop at Riffe and SR 2 requested assistance from a nearby Washington State Patrol trooper. One of the occupants was placed into custody for possession of a controlled substance.
Friday, Sept. 20: Wilbur ambulance personnel assisted a woman with chest pain.
Power lines and a tree were reported across Oregon Street in Edwall.
Almira School personnel confiscated a 7½-inch survival knife from a boy who told them he was "just showing it off." A responding deputy determined that the boy wasn't seeking revenge on anyone and had the knife in his locker.
A caller said a girl continuously threw rocks and garbage at their car parked at Lakeview Terrace mobile home park near Grand Coulee.
A caller expressed her concern that a tree at Davenport's skate park may have poisonous berries that could harm children who gather there.
A Davenport football player received assistance after he began vomiting while walking home after possibly suffering a concussion during the game.
With Deutschesfest underway, dispatchers took a report of six to seven juveniles observed on railroad tracks near the Odessa grain elevator drinking and throwing rocks at an eastbound train.
Wilbur ambulance personnel transported a woman who may have suffered a heart attack at the North Basin Medical Clinic.
Wilbur Police began a narcotics investigation after a traffic stop on SR 2 east of town.
Odessa Police responded to a trespassing incident involving six campers behind the Odessa Inn.
Saturday, Sept. 21: Odessa ambulance personnel assisted a man, possibly intoxicated, who had passed out in the roadway at 1st and Marjorie near the grain elevators.
After an Almira woman told dispatchers she felt threatened by a route driver who rapidly asked questions of her and began to yell, a responding deputy determined that no threats had been made but that the two should "stay away from each other until (the dispute) can be worked out internally."
At least $2,000 worth of items was reported stolen from the collapsed building in the 200 block of West 1st in Sprague. Access appeared to be gained through a fence by the grain elevator and into the building's rear door.
A deputy assisted an Odessa officer and a Washington State Patrol trooper with a person described as screaming in the vicinity of Odessa Creek and SR 21.
Odessa Police returned a 2-year-old child wandering alone in the vicinity of 4th and Douglas to parents.
Sunday, Sept. 22: A man was arrested for unlawful possession of a firearm after the driver of a pickup truck reported being chased by him in the Creston area.
A man reportedly had a woman on the ground at the intersection of 1st and May in Odessa, prompting a response from Odessa Police.
Valves were reported turned off at the Odessa sewer treatment facility for about eight hours, with some damage sustained.
A woman asked for police assistance after she said a vendor in the Old Town Hall in Odessa spilled coffee on her merchandise and initially refused to provide insurance information.
Odessa Police investigated threats allegedly made against a local woman.
Liquor and four beer coolers, valued at about $2,225, were reported stolen from a residence in the 200 block of East 1st Avenue in Odessa.

Criminal Sentencing
Trevor David Manson, 25, of Spokane, pleaded guilty Sept. 17 to making a false or misleading statement to a public servant (amended through plea negotiations from possession with intent to manufacture and/or deliver marijuana). The charge involves a May traffic stop on I-90 by the Washington State Patrol. After a "drug dog" detected possible evidence, a search of the vehicle Manson occupied turned up about a pound of marijuana and equipment used in a grow operation. He had denied having marijuana when asked by the officer. His sentence included payment of $700 court costs.
Civil Judgment
Michael W. and Sherri L. Frederick, doing business as Chiefs Bar and Grill in Odessa, must pay $613.87 in unpaid worker compensation taxes to the Washington State Department of Labor and Industries.
New Criminal Cases
Stephen Lawrence Murphy, 34, of Davenport, and Nathan Earl Eldred, 36, of Wellpinit, are both charged with residential burglary and second-degree burglary in connection with a Feb. 14 break-in at a residence on SR 25 north of Davenport. Lawnmowers, other equipment and tools were reported stolen.
Kristina Ilene Goetz, 33, of Odessa, is charged with second-degree assault (domestic violence) in connection with a Sept. 12 incident at a Laney Bros. Road residence from which a man was hospitalized for a broken rib after being pushed, kicked and punched. A no-contact order is in place.
New Juvenile Offender Cases
A 15-year-old Davenport boy is charged with second-degree burglary and second-degree theft in connection with an August break-in at Trinity Bible Fellowship in Davenport during which two television sets were taken. An 18-year-old Davenport man also is charged in Superior Court in connection with this matter.
A 17-year-old Davenport boy is charged with fourth-degree assault (with sexual motivation) in connection with incidents between Aug. 20 and Sept. 14 at a Davenport residence that involved alleged inappropriate touching of another boy who was living there. After a deputy's investigation, foreign exchange students who were living in the home were placed with other families outside Lincoln County and, according to a statement in the court record, are "not allowed to return to Davenport."
New Civil Cases
Performance Contracting, Inc., of Tigard, Ore., seeks an administrative law review of a Washington State Department of Labor and Industries determination that a rules violation had occurred during November 2011 construction on a Davenport school building, leaving one of its employees at risk of a fall while he performed duct work.
Seeking relief from the court, Greg C. Buchmann, Buchmann Farms, Inc., and Kimberly Buchmann, of Davenport, filed a claim that respondents Christine D. Buchmann and Ryan Buchmann have denied access to Dale Olson Trust land on which a shop building is located and also "have taken active steps to obstruct (Greg) from handling Buchmann Farms business."
Mary Nelena Maruszak seeks partition of respondent Brett John Maruszak's U.S. Air Force retirement benefits. The couple's dissolution of marriage was granted in August 2011.
