INCIDENT LOG

Monday, May 5: Arriving in the 100 block of South Maple in Reardan, Davenport ambulance personnel and Reardan EMTs assisted a woman experiencing severe back pain.

A caller's report of a tanker driver who threw lit cigarettes from his window while traveling west on I-90 in Lincoln County was referred to the Washington State Patrol.

A Davenport resident reported constantly barking dogs in the 300 block of Main Street.

Deputies investigated damage to a unit in the Lakeview Terrace mobile home park near Grand Coulee.

Sprague ambulance personnel worked the scene on SR 23 of a rollover collision involving a semi-trailer carrying a load of railroad ties.

Deputies detained a 14-year-old boy after receiving a report that someone may have been about to set a house on fire in the 400 block of West Glover in Harrington.

Tuesday, May 6: Washington State Patrol was advised of a man slumped over the steering wheel of a flatbed pickup truck on SR 2 in Lincoln County.

A rollover collision involving a wheat truck took place near Kiner and Thrall roads.

A woman reported she was screamed at by a man standing on adjacent property along SR 231 north of Reardan. At some point during the encounter, gunshots reportedly were fired, but no one was hurt.

A 2-year-old girl was bitten by a dog in the 500 block of Washington Street in Davenport. She suffered a scratch under her eye and on the corner of her mouth and was taken by her father to be examined by a doctor.

A deputy responded to a report of a burglary in process at a residence in the 900 block of Fifteenth Street in Davenport.

No one was reported hurt as a result of a one-vehicle rollover collision on SR 2 near Fitzpatrick Road west of Davenport.

Reardan firefighters extinguished a small fire in the 100 block of South Maple.

Wednesday, May 7: Deputies responded to a northeast Davenport residence after receiving information that a man had threatened suicide. A man was taken into custody on sex-related charges.

A Sprague area farmer reported that someone tried to steal a battery from a tractor parked in a field adjacent to SR 23.

A Davenport man told deputies his residence in the 300 block of Washington Street had been ransacked and "almost everything stolen out of it."

Creston School District personnel expressed concern about an unnamed student who made "very graphic" comments about killing animals in a violent way.

A Sprague resident reported someone tampered with a truck parked in the 100 block of West Alder Street.

A caller reported that someone attempted to enter the back door of a residence in the Cayuse Cove area. A responding deputy was unable to locate anything.

A beer truck sideswiped a power pole at the Big Bend Golf and Country Club in Wilbur, knocking it over.

Wilbur Police investigated the theft of about $12,000 worth of items relating to an irrigation business from the 400 block of SE May.

Odessa Police investigated a rash of harassing phone calls and text messages being received by a local woman.

Thursday, May 8: Gasoline and gas containers were reported missing from a vehicle parked on property in the 600 block of West Country Road in the Almira area.

A woman told dispatchers that two 11-foot-long kayaks were taken from where she and her husband had left them at Twin Lakes north of Coffeepot.

Friday, May 9: A Sprague woman phoned in her concern after she saw two men in a vehicle pull up in front of her driveway in the 300 block of South "D" Street and point at an old tractor there.

A Creston man reported the theft of 150 gallons of diesel fuel, valued at about $550, from a tractor in a field adjacent to Ramsey Road East.

A Deer Meadows resident reported receiving harassing phone calls.

Deputies worked a Davenport city code violation in the 1000 block of Sixth Street.

Two 7-year-old girls were observed throwing rocks onto the cover of the Davenport swimming pool.

A Harrington woman told dispatchers that someone had damaged her laptop computer.

A cell phone and charger were found behind Lightning Nuggets in the 600 block of Logan Street in Davenport.

A 91-year-old Davenport woman was taken to Lincoln Hospital after experiencing the shakes, possibly because of a bladder infection.

A Wilbur man became concerned after he couldn't find his 83-year-old mother, who eventually returned to her home in the 500 block of SW College.

Saturday, May 10: Loose horses with wire cuts were observed in the vicinity of Waukon and Magnuson roads in the Reardan area.

A railroad agent and deputies searched for a man and his dog that were barricaded in the engine room of a Burlington Northern train en route to Sprague. He is believed to have left the train in the vicinity of Doerschlag Road near I-90.

Possibly as a result of a burglary, extensive damage was reported to a bathroom door inside a residence on Max Harder Road near Sprague.

An individual wearing a hoodie was observed trying to break into the Third Street side of Odessa School.

Sunday, May 11: A Davenport man reported gold coins valued at about $5,000 had been stolen from his residence in the 1000 block of Thirteenth Street.

County juvenile authorities were called in to assist a 14-year-old Harrington boy who reportedly had threatened to take his own life.

A woman was arrested after she and a man, both intoxicated, were discovered lying beside a vehicle parked in the middle of Crescent Road near Farwell Road.

Lumber spilled from a vehicle involved in a rollover collision on SR 23.

A caller expressed concern after encountering a man in a pickup truck on Sterett Road near Davenport who tried to sell $16,000 worth of equipment, including a diesel generator and pressure washer.

Dispatchers took reports of people using explosives and shooting guns on property near Miles Road north of Davenport.

An Edwall area caller reported receiving threatening phone messages.

A sign fell on power lines in the vicinity of Davenport Union Warehouse at Tenth and Jefferson streets.

A warning was issued after illegal burning took place in the 900 block of Sinclair Street in Davenport.

A caller said he was fired by Two Rivers Casino after reporting drug activity there and that he had received threats against him.

A collision involving a vehicle and deer took place on SR 2 near the Telford rest area.

JAIL BOOKINGS

May 7: Daniel R. Abell, 54, Davenport, arrested by Lincoln County Sheriff's Office (LCSO) for third-degree rape of a child and third-degree child molestation.

May 8: Katherine C. Collins, 60, homeless, confined 60 days by the court for second-degree attempted burglary.

Charlie J. Craig, 20, Nespelem, arrested by LCSO for failing to appear for minor in possession.

May 10: Steve E. Pettis, 50, Cheney, arrested by LCSO on an out-of-county warrant for fourth-degree assault (domestic violence).

May 11: Kimberly J. Roger, 44, Spokane, arrested by LCSO for driving while under the influence.

Criminal Sentencings

Katherine Cecile Collins, 59, of Harrington, pleaded guilty May 6 to second-degree attempted burglary (amended through plea negotiations from residential burglary) in connection with an Oct. 26, 2013, incident at a residence in the 200 block of South First in Harrington. She must serve 60 days jail or electronic monitoring and pay $800 court assessments.

Marcus Richard Tomayko, 22, of Reardan, pleaded guilty May 6 to three counts of theft of a firearm (reduced through plea negotiations from five counts), along with second-degree burglary in connection with incidents between Nov. 29 and Dec. 2 of last year. His sentence includes 45 days jail (credit for time served), 12 months probation, $800 court assessments (plus attorney fees to be determined), possible restitution, and completion of substance abuse evaluation and treatment.

Civil Judgment

Charles Douglas Potts, doing business as Banks Lake Pub, Wilbur, must pay $361.07 in unpaid worker compensation taxes to the Washington State Department of Labor and Industries.

New Criminal Case

Daniel Ray Abell, 54, Davenport, is charged with first-degree rape of a child, first- and second-degree incest and first-degree child molestation in connection with incidents involving two individuals over a period of about 16 years.

New Juvenile Offender Cases

A 14-year-old Harrington boy is charged with fourth-degree assault and third-degree malicious mischief in connection with May 5 incident in which a residential door was damaged and a young girl was allegedly assaulted.

A 15-year-old Davenport boy is charged with furnishing liquor to minors, minor in possession and third-degree theft in connection with the April 14 theft of $20 worth of liquor from the Davenport Safeway store and subsequent intoxications of two students, one having to be transported to a Spokane hospital when he became "unresponsive" after arriving home from school.
