Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Sept. 22: A report of possible poaching occurring in the Bald Ridge area northeast of Davenport was referred to the Washington State Department of Fish and Wildlife.

Deputies checked out a report that between 20 and 30 cats were living on property in the 1100 block of Adams Street in Davenport, finding no evidence to support it.

A deputy located a plastic turkey reported missing from a yard in the 400 block of Ross Street in Davenport.

Lincoln Hospital personnel treated a 12-year-old girl who had been bitten by a dog in Davenport.

Odessa Police investigated a stalking complaint filed by a local woman.

Reardan Police assisted an elderly woman who had fallen and was unable to get inside a residence at the east end of Spokane Street.

Reardan Police were advised of threats made against a woman in the 300 block of South Maple.

Tuesday, Sept. 23: A 2013 Polaris was reported stolen from an enclosed – and locked – trailer in the 100 block of Sinclair Street in Davenport.

A caller asked deputies to investigate possible fraud involving divorce papers on which his signature was forged while he was deployed on military duty.

A Ford woman advised of possible identity theft involving a credit card account.

A suspect was arrested shortly after Davenport physician Robert St. Clair discovered that his vehicle had been taken without his permission from the Wilbur clinic, where he was working.

A caller told dispatchers of his concerns about receiving a $300 electrical bill, believing someone may be tapping in illegally in the vicinity of Hawk Creek Ranch Road, where he has a smaller travel trailer hooked up to the power pole.

A caller reported receiving an obscene gesture in response to advice to a driver to slow down while traveling on Wild Turkey Lane in the Creston area. The driver involved countered that the caller was harassing her and that she hadn’t been speeding.

Deputies responding to a domestic violence report in the 1100 block of Ninth Street in Davenport found no evidence that an assault had occurred.

A female inmate in the county jail was the prime suspect in the discovery of tobacco in a cell.

Wilbur Police cited a 16-year-old boy for reckless driving in the vicinity of Division and Bruce streets.

Wednesday, Sept. 24: An Almira man was placed into custody after deputies responded to a domestic violence call in the 500 block of West Locust. Alcohol is believed to be a factor in the incident, which included threats to burn down the residence, shoot a family dog and break items.

A Boyk Road North property owner reported scrappers have been active there, discovering evidence of theft of metal near where he has stored old vehicles.

A Sprague woman associated with a local motel reported she was a victim of a scam after turning over $1,400 in pre-paid cash cards to someone she believed was collecting on a bill owed to Avista Utilities.

A man working with the Seven Bays Homeowners Association reported being verbally abused after informing a landowner that he would have to repair his own drainage.

Dispatchers took a report of loud music at the Bly Apartments in Harrington.

Thursday, Sept. 25: A man reported 11 pygmy goats were missing from the Peaceful Valley/Mondovi area.

A Davenport resident reported a border collie-type dog was missing from the 1100 block of Ninth Street.

Sparks were seen coming from underneath an Inchelium school bus while it traveled on SR 25 about nine miles north of Davenport.

A woman cited for illegal occupation of a motor home in Creston asked dispatchers why she was the “only one cited” when there are others engaged in the same activity.

Arriving home, a Sprague woman reported doors she secured before leaving were now open and a family pet was out of its pen at a residence in the 200 block of South B Street.

A deputy worked a city code violation in the 200 block of Ninth Street in Davenport.

Deputies found themselves involved in a dispute between a man and his landlord at a Wilbur residence, where electricity had been shut off.

No one apparently was hurt as a result of a collision involving a vehicle and pedestrian in the 800 block of Broadway Avenue in Reardan.

Friday, Sept. 26: Yelling and screaming, a female inmate threatened to starve herself or throw feces in the county jail unless correction officers meet her demands. She also was described as “disruptive” to other inmates and to a visitor who was trying to conduct a religious meeting.

A deputy worked a city code violation in the 800 block of Sinclair Street in Davenport.

A caller reported a truck and trailer went through a fence and trespassing on his property in the vicinity of Hanson Harbor and Jones Bay roads.

Deputies took a Larene woman’s report of identity theft after she had been turned over to a collection agency for a debt she claims she doesn’t owe.

Deputies checked out a report of shooting at a gravel pit in the vicinity of Lake Valley Loop and the Old Sprague Highway.

After receiving a report of a possible alcohol party, a Wilbur patrolman arrived on scene in the 100 block of NE Knox, only to see three “drunk” teenage boys “stumbling out of” a residence.

Saturday, Sept. 27: A collision with a Burlington Northern Santa Fe train left a deer injured near the railroad crossing on B Street in Sprague. Elsewhere, a deer with a broken leg was reported to be wandering into traffic on SR 25 about 18 miles north of Davenport.

Deputies in Davenport investigated a possible threat made on Facebook.

A Davenport resident reported an aggressive dog attempted to bit him and his two small dogs he was walking in the vicinity of Second and Main streets. In a separate incident, the owner of a pitbull-type dog was cited for it being loose in the 900 block of Main Street.

Two “normally quiet” dogs barked continuously for 20 minutes in the 600 block of Main Street in Davenport after a porcupine came into the back yard.

Odessa Police found unsecured premises at three locations throughout the town.

Sunday, Sept. 28: Sprague ambulance personnel responded to a collision involving a vehicle and deer on I-90.

A Wilbur woman reported that a vehicle drove over a front lawn in the 300 block of NE Main.

Someone removed the hinges on doors to a storage shed in the 1000 block of Washington Street in Davenport.

A Harrington woman reported her 13-year-old son missing, apparently running off after he “got in trouble” that morning. The boy was found later in the day.

A deputy worked Davenport city code violations in the 800 block of Maxwell Street and the 900 block of Eighth.

Deputies made contact with an apparently homeless man who was discovered sleeping on a bench outside the HUB Insurance office in Davenport. Although he said he was on his way to Moses Lake, deputies were able to arrange a meeting in Harrington with him and his mother, an Odessa resident.

Patricia Thyne-Self, of Davenport, must return $192.44 in overpaid benefits to the Washington State Department of Employment Security.

Robert D. McGuire, doing business as RWM Tire and Automotive in Wilbur, must pay $184.56 in tax obligations for June to the Washington State Department of Revenue.

Petitioner Shane M. Evans, of Seven Bays, must pay $777.12 in court costs and $200 in attorney fees as a result of a Sept. 19 jury verdict in favor of the Washington State Department of Labor and Industries. Affirming a May 16, 2012, department order, the six jurors upheld an Aug. 13, 2013, state Board of Industrial Insurance Appeals determination that Evans did not develop an occupational disease as a result of his job activities.

New Criminal Cases

Mark James Atchison, 41, Coulee Dam, is charged with two counts of residential burglary, second- and third-degree theft in connection with the taking of dinnerware, silverware, clothing, liquor, a compressor, six silver dollars in a jar and other items from a residence on Douglas Road East in the Almira area on Sept. 9 and 12, along with a Sheriff’s Office surveillance camera that had been installed there after the first incident. The suspect’s image on a mountain bike was captured by another sheriff’s camera and released two weeks ago to local media in an effort to acquire information from the public that could be helpful to the investigation.

Derek Shain McNeil, 26, Wilbur, is charged with theft of a motor vehicle belonging to Davenport physician Robert St. Clair while parked outside the Wilbur clinic on Sept. 23. Deputies recovered the vehicle during a traffic stop that day on SR 21 near Wilbur.
