Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.
Monday, May 11: A resident of Stagecoach Lane in the Spring Canyon area northwest of Wilbur reported his dog died in suspicious circumstances, possibly by poisoning, and that an outbuilding on his property had mysteriously caught fire.
A dog was killed after being hit by a vehicle at Third and Washington streets in Davenport.
Deputies investigated reports of threats against residents of the 400 block of SW C Street in Creston.
Someone attempted to break into the equipment room at Jahn Field in Davenport, resulting in some damage.
Between $5,000 and $25,000 damage to the bridge on Hawk Creek Road near Indian Creek Road was reported as a result of a collision. Deputies were investigating leads in a search for the vehicle and driver involved.
A collision involving a vehicle and deer was reported on U.S. 2 near the scales west of Reardan.
A caller at The Willows Motel in Wilbur requested an ambulance for an unresponsive 27-year-old man who had been smoking marijuana and was believed to have alcohol poisoning.
Tuesday, May 12: Gates were stuck in the down position at the Eastern Washington Gateway Railroad crossing in “downtown” Mondovi.
Sprague ambulance personnel transported a 70-year-old woman with high blood pressure to a Spokane hospital for treatment.
A deputy checked out a report of a pickup truck attempting to pull a vehicle parked in front of Tom’s Boat Shop in Wilbur. After the chain broke, the truck left the area, leaving the other vehicle behind.
Unsupervised kids were reported “getting aggressive with each other” while at Davenport’s downtown city park. Bullying and fighting were observed and a local teacher expressed concern that the misbehavior was occurring at school, too.
Two pickup trucks were observed traveling erratically and at high speeds through Davenport on Morgan Street and north on Gunning Road.
A woman returned to the Wilbur Mini-Mart after discovering the $46.65 worth of fuel she pumped did not register on her credit card, despite having swiped it twice. The following day, store personnel neglected to run a subsequent gas purchase along with merchandise bought by the woman’s son, and asked deputies to help collect the money.
Reardan Police investigated a theft incident at Reardan High School.
Wednesday, May 13: County Public Works personnel were advised of rocks in the roadway on the Old Sprague Highway near Jack Brown Road.
A deputy investigated a report of an assault involving a seventh grade girl in Davenport.
A deputy assisted Odessa Police in investigating threats made against a local woman.
Dispatchers advised a man who felt threatened by an Odessa police officer who stopped him while he drove a golf cart near Odessa Family Foods to file a complaint at Town Hall.
Odessa Police took a report of a man with gray shoulder-length hair and wearing a ball cap who was observed looking into windows in the 400 block of East 2nd Avenue.
Thursday, May 14: Responding to the Serene Meadows assisted living facility, Davenport ambulance personnel assisted a man who may have suffered a stroke.
A woman reported receiving a scam call from someone claiming to be in Washington, D.C., and offering an $8,000 federal grant check in exchange for providing a debit card number.
Railroad crossing arms at Mondovi again were reported stuck in the down position.
Reardan and Edwall EMTs, along with Davenport ambulance personnel, were sent to the Reardan High School gym to assist a student who may have suffered a broken ankle.
Responding to the 300 block of Sinclair Street, Davenport ambulance personnel assisted a man who fell from a front porch. In a separate call involving Reardan EMTs, the Davenport crew assisted an 87-year-old Reardan woman with severe stomach pain.
Dispatchers were advised of an aggressive driver traveling east on U.S. 2 near SR 231 who was slamming on the brakes of his vehicle, speeding up and making obscene gestures at the driver of another vehicle he was attempting to pass.
After reading a local newspaper report about a man who felt he was scammed in a transaction involving Craigslist, a Creston man told dispatchers he was worried about his recent Internet sale of a pickup truck to someone in Texas, from whom he expected a $700 check delivered by UPS.
Authorities investigated a report involving a teenage boy in the Almira area and determined he was not a victim of physical abuse.
After an extensive search, launched when a caller reported an encounter with him, deputies located a 23-year-old man described as “extremely intoxicated, depressed and suicidal” hiding in a wheat truck on property adjacent to SR 23 between Harrington and Sprague. A deputy took him to a Davenport motel where he spent the night.
Friday, May 15: Responding to the 1200 block of Adams Street, Davenport ambulance personnel assisted a 34-year-old man with muscle cramps in his arms.
For the third time in a week, railroad crossing arms at Mondovi continued to malfunction. Elsewhere, the Burlington Northern Santa Fe Cloverdale crossing was closed for repairs, with a detour route in place on Sobek Road.
Odessa ambulance personnel assisted a Downs Road resident who apparently overdosed on pills and alcohol.
A caller advised kids without helmets were riding 4-wheelers up and down Wild Turkey Lane north of Creston at high speeds.
Four cars were observed cutting in and out of traffic, running stop signs and speeding in downtown Wilbur throughout the afternoon.
Three deputies responded to a Davenport woman’s report of a dispute with a boyfriend.
Individuals apparently camping in the backyard of a residence for sale in the 900 block of Main Street in Davenport prompted concern for the real estate agent involved in trying to sell the property. It turned out the campers had the homeowner’s permission to be there.
A man was placed into custody after deputies assisted Reardan Police with a domestic violence incident in the 300 block of North Lake Street. The female victim told officers that the man put his fingers down her throat and attempted to choke her during an argument between the two.
Saturday, May 16: A deputy helped a woman in the Harrington area who accidentally locked her keys – and 9-year-old son – in a car she described as “pretty warm.”
A Wilbur man locked the keys in his car while parked at Brace and Railroad.
A rural Davenport woman reported that horses allowed to run free from a neighboring property along Ray Place North were causing trouble with her own horses and children in the area.
About 75 bikes were reported near a Sprague gas station and another 20 in Odessa, causing concern for local authorities, who advised the Washington State Patrol.
A bullet broke through a window and lodged in the wall of a trailer at Fishtrap Lake Resort near Sprague.
Traveling on U.S. 2, deputies were unable to locate a vehicle reported by a caller to have been involved in a possible drug sale in the Reardan park.
Erratically driven vehicles were believed responsible for damage to about two miles of Stromberger Road between Doerschlag and Estate roads in the Sprague area.
After two callers phoned in their concern and a deputy came on scene, two bicyclists found sleeping outside the Sprague school managed to secure permission from a school administrator to be there for a night. They were traveling across the state.
Sunday, May 17: At the request of Adams County authorities, a deputy responded to a Weber Road residence in the Odessa area, where gunshots and scared cows were reported. An individual was taken into custody.
A collision involving a van and a male pedestrian was reported near Sandy’s Family Foods in Wilbur.
After a woman fought with her boyfriend in Spokane, they traveled together on I-90 to just outside Sprague, where he dropped her off, and kept possession of the vehicle she told dispatchers belonged to her. She walked to her mother’s residence in Sprague.
Deputies responded to a report from Harrington about a possible protection order violation involving a man, two women and two children.

Criminal Sentencings
Joseph Franklin Ryan, 43, and Stacy Jo Payne, 41, both of Ford, pleaded guilty May 5 to solicitation of a controlled substance (methamphetamine), amended through plea negotiations from possession of methamphetamine. They each must serve 30 days electronic home monitoring or jail, pay $500 court costs, complete 12 months probation and not possess or use non-prescribed drugs.
Civil Judgments
Synchrony Bank won a $1,938.39 default judgment against Joseph Brooks, of Harrington, in a matter involving credit account debts.
Petitioners David Parkin and Sarah Kissler won a $3,244.12 judgment against Joshua Parce and Marlana Parce (Panessa) for unpaid rent, repair costs, court and attorney fees in an unlawful detainer matter involving property at 503 West 1st Street in Sprague.
New Criminal Cases
April Lynn Baker, 36, and Dennis Lloyd Baker II, 44, both of Havelock, N.C., are charged with two counts of unlawful issuance of a bank check in connection with incidents in May, September and October of last year, while they owned Pinky’s Market and More and Charlie’s Restaurant in Almira. Four insufficient funds checks totaling about $3,757 are the focus of the case.
Bud Thomas Welliver, 26, of Spokane, is charged with possession a stolen motor vehicle (boat and trailer), theft of a motor vehicle (pickup truck) and first-degree trafficking in stolen property in connection with a Craigslist-arranged trade by a Davenport man of the boat and trailer, which turned out to be stolen from a Spokane man, for the truck.
