Monday, July 6: Harrington ambulance personnel assisted a woma

n who told dispatchers she was “hurting horribly” in her

back and leg.

Davenport firefighters responded to a fence and power pole on f

ire at 107 Washington Street; their efforts prevented dama

ge to

a house and shed. Multiple power lines were reported down in t

he vicinity. An ambulance transported a 28-year-old male vic

tim

of electrical shock to Lincoln Hospital. He had been shocke

d while attempting to turn on water to fight the fire.

Reardan firefighters extinguished a campfire, the second re

ported in two days, at the S curve turnout on Little Fall

s Road.

A man observed sleeping inside a vehicle parked outside the

Wilbur post office prompted a caller’s concern.

A Creston caller reported a dog nearly bit her dog in th

e 100 block of NW Anderson.

Burlington Northern railroad employees reported a small gras

s fire in the vicinity of Waukon and Sobek roads in the Edwall

area.

A deputy stopped a recreational vehicle between Davenport and R

eardan after a caller reported it was passing into onco

ming

traffic and involved in a near head-on collision on U.S. 2 we

st of Davenport.

Responding to a report of shots fired in the vicinity of the

200 block of South B Street in Sprague, a deputy determined there

was no evidence of a firearm being discharged.

Reardan Police investigated a possible identity theft i

ncident.

Tuesday, July 7: MedStar aerial ambulance transported a patie

nt to a Spokane hospital from a residence in the Mill Canyon

area near Davenport.

A deputy investigated a possible fraud incident.

National Park Service personnel and county deputies responded to an

assault incident at the Lincoln boat launch, where a man

claimed he was held under water, punched in the jaw and suffered a

n injury to a toe. The incident stemmed from an argument

over who would launch a boat first.

A deputy advised several juveniles to get along with each ot

her while visiting Davenport’s city park to avoid being restri

cted

from that area.

Reardan Police and firefighters evacuated a residence in the

200 block of Summit Avenue to permit Avista Utilities worke

rs to

cap a ruptured gas line.

A Reardan woman advised local police of threatening text

messages she had received.

Wednesday, July 8: Sprague ambulance personnel assisted a

62-year-old man suffering headaches and slurring his speech.

Deputies investigated the possible theft of a man’s eyeglas

ses and medication from a unit at Lakeview Terrace Mobile H

Park near Grand Coulee.

A vehicle sustained “extensive” damage after a collisio

n with a deer near SR 174 and Menke Road in the Wilbur area.

Despite a caller’s concern, a deputy found no evidence of a s

quatter at residential property on Johns Rocky Way northwest o

f

Davenport.

A deputy responded to a report of someone screaming in a res

troom on the park level of the Davenport Water Park building

An oxyacetylene tank and a grinder were reported stolen fro

m property near the intersection of Circle and Little Fal

ls roads

north of Reardan.

A caller expressed concern he may have unwittingly purchased a

stolen chainsaw. He subsequently brought it to the sheriff’s

office.

A deputy helped a woman back into her Harrington residence aft

er she had accidentally locked her keys inside.

Reardan Police made an arrest for driving under the influenc

e near the intersection of Aspen Street and Poplar Avenue.

National Park Service personnel checked out a report that so

meone camping at Plum Point about three miles east of Spring

Canyon was shooting at targets, possibly posing a fire risk

in the hot weather.

Thursday, July 9: Sprague firefighters responded to a report o

f a semi-truck with tires on fire along I-90.

A caller reported 10 square bales of grass had been stolen from

property near Valley and Borgens roads northwest of

Harrington.

A 30-ton jack being used to change a tire on a grader was repor

ted stolen from the Wilbur town shop.

A caller reported seeing a man yelling at and shoving a young

girl while at a Wilbur gas station, at one point lifting

her up and

“slamming” her into a car seat.

Garbage was observed blowing from a utility trailer att

ached to a vehicle traveling south on SR 25 from Porcupine B

ay Road.

A Davenport man expressed concern after taking a call from so

meone purporting to be from a bank and the government who

advised he might face criminal charges for fraud.

A sports car traveling at speeds over 80 mph reportedly ra

n a combine off SR 28 between Odessa and Harrington and into a

ditch. A responding deputy caught up with the vehicle at the inter

section of SR 28 and U.S. 2 in Davenport.

A Creston caller reported a residential burglary at prope

rty adjacent to Miles Creston Road. He reported that some

one opened

the front door by hitting it hard with his shoulder.

Traveling on Halverson Canyon and Debord roads, deputies pursued a

vehicle believed involved in a July 1 burglary at a

Redwine Canyon Road residence.

Friday, July 10: A deputy and Creston firefighters were unabl

e to locate a lightning strike fire near U.S. 2 and Mil

es Creston

Road that had been reported by a caller.

A Wilbur man reported possible incidents of telephone haras

sment.

A Wilbur caller expressed concern about being a victim of fra

udulent charges after purchasing a cell phone.

An elderly woman who walked away from Serene Meadows in Dav

enport was located at a nearby residence.

Firefighters responded to a reported wildfire that threatened

a residence in the vicinity of Teel Hill, Hart and Carp L

ake roads

southeast of Egypt.

A man was arrested for assault after deputies responded to

a residence in the 100 block of North 7th Street in Almir

A deputy checked out a report of someone with a flashlight walki

ng near an abandoned building on F Street in Creston.

Saturday, July 11: Odessa firefighters extinguished a field fir

e about a mile west of town.

A report of a fire east of SR 25 about nine miles north of

Davenport was determined to be unfounded.

A vehicle was disabled after it went off SR 23 near S

prague and hit a rock.

Davenport ambulance personnel transported a male inmate to Li

ncoln Hospital after he was found on the floor with a head

laceration.

A Davenport woman reported the theft of a fanny pack with a che

ckbook, wallet and debit cards from a vehicle parked at the

post office.

Deputies took a man into custody for trespassing after respo

nding to what appeared to be suspicious activity at Creston

Christian Church at 119 NE Foster.

A deputy interrupted illegal burning from a barrel in the

driveway at a residence on Fisher Road East north of Rear

dan.

A deputy responded to a report of a dispute between a man and wom

an at a residence in the 800 block of Downs Road near

Harrington.

A caller reported being contacted several times for mone

y by a man in the 300 block of Marshall Street in Davenpor

t.

National Park Service personnel investigated a report of sho

ts fired into Lake Roosevelt east of Geostar Drive in

the Grand

Coulee area.

A teenage boy and girl were cited for trespassing after a

caller noticed them on the diving board and fence at the Dave

nport

Water Park.

A 63-year-old Reardan woman and her 80-year-old mother from Okano

gan, Wash., were killed in a two-vehicle collision on

U.S. 2 four miles east of Reardan in Spokane County. They were

passengers in a vehicle driven by a 71-year-old Reardan man,

whose injuries sent him to a Spokane hospital. The driver

of the other vehicle, a 48-year-old Nampa, Idaho, man, was b

elieved to

be under the influence of alcohol. He also was injured and

was treated at a Spokane hospital before being placed into cust

ody in

the Spokane County Jail on suspicion of vehicular homicide. The Wa

shington State Patrol reported his vehicle was traveling e

ast

when it drifted off the road, causing him to overcorrect

and strike the other vehicle in the westbound lane. Both vehi

cles were

demolished. The highway was closed for about six hours. Two L

incoln County deputies responded, along with EMTs from

Reardan and Edwall, an ambulance crew from Davenport, and t

wo MedStar aerial ambulances.

A caller reported loud music from a residence in the 600 block of

South Dayton in Sprague, where a live band was practicing.

A responding deputy learned from neighbors that the noise “was no

t loud at all,” but the band’s leader promised to be quieter

in

the future.

Sunday, July 12: A caller reported that a hanging plant was sto

len from a residence near SR 231 and Bowie Road in the

Sprague area and that road signage also had been knocked over

.

A deputy reported his patrol vehicle “died” while in the Spr

ague area on SR 23. It was towed to Davenport.

A collision involving a vehicle and deer was reported on SR

25 about 13 miles north of Davenport, leaving the vehicle with

front end damage and killing the deer.

Deputies responded to a verbal altercation that turned physical

between a man and woman in the 200 block of Ninth Street in

Davenport.

A Davenport man was placed into custody for malicious misc

hief after a verbal dispute involving him and a woman in the

1000 block of Main Street.

Criminal Sentencings

Gurbachan Singh, 41, Wilbur, pleaded guilty July 7 to first- and s

econd-degree theft and unlawful issuance of bank checks,

amended through plea negotiations from two counts of first-deg

ree theft, second-degree and third-degree theft, two counts

of

unlawful issuance of bank checks, and making a false statement

to law enforcement. He must serve three months in the L

incoln

County Jail, pay $564.80 in court costs and restitution of $74,559.79 to

Whitley Fuel in Okanogan, Wash., $5,360.99 to Doyles

Wholesale in Hayden, Idaho, and $2,100 to Ajit Nagra of Spokane (F

ood Mart owner) to cover a camera security system. The

charges are connected with the Sept. 9, 2013, sudden closure

of the then-Davenport Food Mart store at the intersection

of U.S. 2

and SR 28 – and Singh’s disappearance – after glue had been used to di

sable credit card readers on the fuel pumps, forcing

patrons to pay cash or use a card reader he was suspected o

f setting up inside the store for his own purposes. He was a

pprehended

in April in Seattle while attempting to reenter the U.S

. and returned to Davenport, spending three days in jail unt

il he was

released to a residence and job in Wilbur.

Joseph Robert Mascarenas, 26, pleaded guilty July 7 to obtainin

g a motel room by fraud and forgery in connection with

incidents in April. A second count of forgery was withdrawn as

a result of plea negotiations. He must serve four months in

jail,

pay $198.61 restitution to the Willows Motel in Wilbur, $902 court

costs and unspecified attorney fees.

Civil Judgment

Brad McDowell, the petitioner, won a June 25 judgment for $1,500

for unpaid rent at premises in Bar 41 Ranch, plus $765.60

attorney fees and $309.60 court costs from Mary Neumann and M

arion Braun. All are Wilbur residents.

New Criminal Cases

Timothy Lee Jacobs, 27, currently in the custody of the state

Department of Corrections, is charged with residential

burglary in

connection with break-ins between April 4 and 7, 2014, at a resi

dence on Fisher Road East north of Reardan. Taken were

firearms, a chainsaw, CDs and DVDs, decorative plates

and jewelry valued at about $15,300.

Sean Brian MacLean, 47, address unknown, is charged with three

counts of first-degree theft, two counts of second-degree

theft, two counts of second-degree burglary, two counts of c

riminal conspiracy, second-degree malicious mischief, thef

t of a

motor vehicle and residential burglary in connection with inci

dents between April 23 and 25 involving two properties north o

f

Davenport, a fifth-wheel camper and an all-terrain vehicle

.

A second defendant related to the case reported in the previous

paragraph, Keith Brian Kautzman, 49, Thornton, Wash., is

charged in first-degree theft, two counts of second-degree t

heft, second-degree burglary, two counts of criminal conspi

racy,

second-degree malicious mischief, theft of a motor vehicl

e and residential burglary.

Charges of first-degree theft and second-degree burglary in c

onnection with the previous two cases were filed against

Lindsey

India (Brower) Shovell, 34, Rice, Wash., but dismissed Ju

ly 6, with the prosecutor reserving the right to file futu

re charges.
