INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Sept. 14: Deputies investigated allegations that a resident in the 300 block of North Third Street in Harrington had several times restored city water service there after the city curtailed it for non-payment of utility bills. To do so is regarded as a theft of services.

A Downs Road resident advised that a pickup truck struck and killed her dog and its driver didn’t stop. She also told dispatchers that speeding traffic on the road had placed her in peril as well; one time, having to jump into the ditch to avoid being hit. A responding deputy promised more patrols of the area.

A vehicle was demolished in a collision with an elk on SR 174 near Wilbur. The driver reportedly was not hurt.

A Harrington caller requested assistance with an unwanted person at a residence in the 300 block of West Sherlock.

Odessa Drug personnel requested assistance for a 25-year-old man who suffered a seizure while inside the store that resulted in some damage inside.

Tuesday, Sept. 15: Deputies responded to the 500 block of Thirteenth Street in Davenport after receiving a report that a man walking from the garage to his house was held up at gunpoint by a man who took his wallet, cell phone and medications.

A caller reported that someone took stereo equipment, keys and a cell phone from a disabled vehicle he had to leave behind on SR 28 near Harrington.

An illegal fire was extinguished after the property owner on Teel Hill Road north of Davenport was informed that recent rain hadn’t been sufficient to lift the burn ban in Fire District 5.

A caller said he became suspicious after observing four men cutting down trees in the county right-of-way adjacent to Underwood Canyon Road.

An Odessa man told dispatchers about threats that had been made against him.

Responding to a couple of calls, a deputy determined that a group of high school kids in vehicles between the library and AmericanWest Bank were “just talking” and “not causing any problems.” He did advise them against riding skateboards on the walkway railings.

Wilbur Police investigated a report that someone drove through a yard and between parked vehicles in the 500 block of SW Lincoln.

Reardan Police responded to a possible domestic dispute at the town park near Maple Street.

Wednesday, Sept. 16: A Davenport woman told dispatchers someone continually hacks into her computer.

A caller reported an apparently abandoned vehicle alongside Vostral Road near the Adams County line that contained a shotgun and empty pistol holder.

A caller advised that two men were arguing in the middle of the Old Sprague Highway near Browne Road while a woman walked away from the scene.

A woman was arrested after deputies responded to a Davenport caller’s report that a theft had occurred at a residence in the 400 block of Morgan Street.

A Davenport woman told dispatchers someone took prescription medicines from her vehicle that was parked at the post office while she was inside.

Kathy’s Market in Sprague reported receiving a counterfeit $20 bill.

A caller described concerns for her safety in connection with semi-trucks and forklifts continually blocking Eighth Street while unloading outside Davenport Building Supply. “They do this all the time and nobody seems to care,” she told dispatchers.

Two deputies responded to a Sprague man’s request for help with his 28-year-old son who struggles with substance abuse and had threatened those in the household.

A Mondovi area caller shared concerns about a man who claimed to be selling carpet cleaning supplies who looked through the windows of her residence prior to knocking on the door.

Thursday, Sept. 17: Deputies investigated the theft of an electronic tablet valued at about $200 from a residence in the 900 block of Fifth Street in Davenport.

A Janett Road resident reported that the carpet cleaner supplies salesman who has been working the Davenport area paid him a fourth visit in a week’s time. A responding deputy caught up with the man and determined he was a legitimate sales representative working from Spokane, but cited him for driving without a valid license.

Deputies looked into a report of problems between a Davenport woman and her son that involved another household.

Wilbur Police responded to a report of an individual who lost consciousness on the front steps of a local drinking establishment.

Friday, Sept. 18: Responding to the 500 block of West 3rd, Sprague ambulance personnel assisted a 77-year-old woman who had fallen four feet down a stairway. Another crew was sent to the scene of a collision on Interstate 90.

Odessa ambulance personnel transported a patient from the football game to the local hospital.

A collision with a vehicle at the intersection of U.S. 2 and SR 21 near Wilbur left a deer alive, but with a large facial laceration.

A responding deputy warned a woman who left two children, one about age 7, the other a baby, inside a vehicle that was parked and running in the Safeway lot in Davenport.

A caller reported hearing gunshot sounds in the vicinity of Johns Rocky Way northwest of Davenport.

Deputies intercepted a couple of vehicles traveling in Odessa with unlicensed and/or underage drivers at the wheel.

An individual who suffered a possible head injury was transported from the scene of a collision on Laney Brothers Road about a mile from Odessa to the local hospital. Responding deputies believe alcohol may have been a contributing factor.

Saturday, Sept. 19: An individual suffered possible burns on the arms after a vehicle battery reportedly exploded near Laney Brothers and Yarwood roads in the Odessa area.

Deputies responded to a loud argument involving a man and woman on Morgan Street near the Davenport Building Supply Garden Center.

A boy crashed a bicycle in front of Davenport Building Supply’s main store.

Odessa Police investigated the theft of golf clubs valued at about $1,500 from a pickup truck parked at the tourist park on South 2nd Street.

Four Deutschesfest vendors told Odessa Police that items valued at about $400 had been removed from their booths during the night.

Odessa Police took a report of two men “yelling and pushing” at the football field.

Sunday, Sept. 20: A caller advised dispatchers of two men asking for money while walking through downtown Davenport.

A fire of about a quarter acre in size was reported at the Barr-Tech waste disposal facility near the Interstate 90 Fishtrap exit.

A collision involving a vehicle and deer was reported on U.S. 2 west of Wilbur.

Criminal Sentencing

Bryan Lee Wing, 39, Spokane, pleaded guilty Sept. 15 to violating a foreign protection order in connection with an allegation that he was within 1,000 feet of the protected party’s place of employment in Davenport on May 29. His sentence included 110 days jail (credited as served), $800 court costs, and compliance with a no-contact order and a prohibition against possessing firearms.

Civil Judgment

Michael W. and Sherri L. Frederick, doing business as Chiefs Bar and Grill, Odessa, must pay $2,189.23 in tax obligations for April to the Washington State Department of Revenue.
