INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Oct. 12: Dispatchers took a report of a semi-truck traveling at high speeds in a field south of U.S. 2 about two miles west of Davenport.

Six loose cattle were on SR 28 in the Lamona area.

A caller from Odessa advised that two fellows inside a vehicle with a pitbull dog informed her they were looking for the WSU Animal Hospital along Ott Road and had followed directions from MapQuest.

Two black men in a white-colored van stopped along SR 231 and asked two young women they encountered if the “property owners were home” before heading in the direction of Edwall.

A possible property theft incident originating on Haden Road between Alder Street and Wagner Lake Road near Odessa was reported.

A deputy responded to a report of two women yelling at each other in the vicinity of Thirteenth and Main streets in Davenport.

A trailer carrying hay was reported on fire along U.S. 2 near the Lincoln County Transfer Station west of Davenport.

A strong ammonia odor was reported near Crop Production Services on Twelfth Street in Davenport.

Two victims were transported from the scene of a one-vehicle collision on U.S. 2 near Reardan to a Spokane hospital. The truck in which they were occupants was loaded with fruit and went into a ditch.

Tuesday, Oct. 13: Emergency personnel were requested after dispatchers took a report about a 94-year-old woman suffering hallucinations, including seeing animals in a bedroom, at a residence in the 1100 block of Third Street in Davenport.

A caller reported trespassing and removal of property were occurring at rental property on Skyvista Lane North in the Wilbur area.

Wednesday, Oct. 14: Deputies advised a Davenport man to correct a situation in which medical marijuana plants, though legal, were visible from the street, a violation.

Two fenders valued at about $1,000 were reported stolen from a vehicle parked at Lincoln Sand and Gravel on U.S. 2 just west of Davenport.

A red mountain bike was discovered in a ditch on the east side of Gunning Road near Davenport.

A caller advised that a vehicle almost caused a head-on collision on U.S. 2 near the Davenport bridge.

A Sprague woman reported the theft of a license plate from a boat trailer parked in the vicinity of 2nd and C streets.

A Reardan man reported the theft of a manure spreader valued at about $300 from property along Shurber Road.

A Sprague area woman reported her Rottweiler-pitbull mix dog was missing.

Deputies investigated a theft on property adjacent to Boyk Road North in the Davenport area.

Odessa Police and firefighters responded to a report of a fire in the creek bed behind the police station.

Thursday, Oct. 15: Sprague High School conducted an intruder drill.

Fire destroyed the Brent and Edythe Foley residence on Hart Road north of Davenport, but no one was hurt. Firefighters from Davenport, Egypt, Seven Bays, Reardan and Creston were involved in the attempt to save the house. Water tanks and other equipment were provided by McGregor’s, Crop Production Services and AgLink, Inc.

A Davenport woman requested assistance with her 11-year-old son who wasn’t where he was supposed to be and needed to be brought back home.

Deputies investigated a report than a man was threatened with a knife and gun in the Lincoln area. He also reported being pushed in the face and against a wall.

Deputies investigated a Davenport woman’s claim that her life had been threatened in a text message.

A state Fish and Wildlife officer was sent to the scene after a caller reported seeing an injured bear on SR 231 north of Reardan near the entrance to the canyon.

Friday, Oct. 16: Sprague firefighters brought a tanker and brush truck to help fight a blaze in Adams County near the intersection of Harder and McCall roads.

A one-vehicle rollover collision was reported at Raugust and Hawk Creek roads northwest of Davenport.

A man was taken into custody on suspicion of drunken driving after two vehicles collided at Main Street and Emerson Park in Wilbur.

An illegal fire in a pit on U.S. Bureau of Land Management property near the intersection of Crab Creek and Harrington Tokio roads was extinguished.

Deputies responded to a report of yelling and the sound of things breaking and crashing at a residence near the intersection of First and Sinclair streets in Davenport.

Saturday, Oct. 17: Eastern Washington Gateway personnel were notified after railroad crossing arms were reported down on SR 231.

A state wildlife officer worked the Irby Road area where someone had illegally placed “no trespassing/no hunting” signs incorrectly advising that Department of Natural Resources land is private property.

A man self-reported that he had illegally shot a deer in the Bald Ridge area and wanted the Department of Fish and Wildlife to know.

Responding to a report of someone walking in the roadway on SR 28 near Mike’s Automotive south of Davenport, a deputy intercepted a 15-year-old girl who was running away from home.

A Creston man reported several trespassing hunters on land adjacent to Bachelor Prairie Road – despite plenty of “no trespassing/no hunting” signs that had been placed throughout the area.

A woman requested a deputy’s help after a dog jumped into her vehicle on Second Street in Davenport.

Sunday, Oct. 18: A report from a hunter that a deer that had been shot was full of maggots was referred to the local state Fish and Wildlife officer.

A Marlin man reported his dog had been shot in the vicinity of Buddrius Road.

Deputies and Harrington firefighters were involved in searching in the vicinity of Earl and Hanes roads for a missing hunter in his 70s who hadn’t been seen since the previous morning. Cell phone tracing efforts were used. The man eventually was found and taken to Davenport, where a family member was waiting.

Someone in a sports utility vehicle on Morgan Street threw a bong at a person in a crosswalk near Davenport Family Foods.

Deputies responded to an Edwall residence where a woman said she had been pushed and her phone taken from her.

A 48-year-old man and his father hunting near Missile Site and Crescent roads north of Reardan got lost, but were able to call in to the sheriff’s office, facilitating their being found by a responding deputy.

A caller reported encountering a rabid dog outside their residence on Hawk Creek Ranch Road northwest of Davenport.

Responding to the 300 block of NW Blake Avenue, Wilbur Police checked out what caller described as a “family fight.”

Criminal Sentencings

Joseph Ward Rungo, 47, Spokane, pleaded guilty Oct. 13 to possession of methamphetamine. His sentence includes 12 months and one day in prison (with credit for any time served), a $1,000 fine, $802 court costs and $500 attorney reimbursement, 12 months probation, drug/alcohol evaluation and treatment, and prohibitions against possessing or using firearms and non-prescribed drugs (including marijuana). He was charged with having methamphetamine inside the Lincoln County Jail on Feb. 18.

Trenton Edward Frye, 22, Wilbur, pleaded guilty Oct. 13 to possession of methamphetamine. His sentence includes 30 days electronic home monitoring, a $1,000 fine, $900 court costs, $500 attorney reimbursement, 12 months probation and drug/alcohol evaluation and treatment. A second count was dismissed as the result of plea negotiations. The charges were connected with a March 24 break-in at a residence on Cliff Avenue in Wilbur.

Civil Judgments

Petitions for domestic violence and anti-harassment protection orders involving Breanna Lauren Simpson-Harrington and Steven Anthony Hoover, both of Davenport, were denied Oct. 12 for insufficient evidence. The court did encourage both parties to voluntarily not have contact with each other.

Erik E. Foreman, of Davenport, doing business as Foreman Construction, must pay $2,350 in safety and health penalties previously assessed by the Washington State Department of Labor and Industries.

New Civil Cases

Certo D. Ictu is appealing a Sept. 10 order by a hearing officer that sustained the state Department of Licensing’s revocation of his driver’s license. The petitioner alleges three errors of conclusion by the hearing officer.

American Express Bank, of Salt Lake City, Utah, seeks payment of $4,300.04 and court costs involving alleged credit account debt by Charles Marsh, a Lincoln County resident.

Matthew G. Silva, an inmate since July of last year in the Washington State Penitentiary in Walla Walla, filed litigation against Spokane County, alleging state Public Records Act violations in connection with his request in May for records of the county’s “adoption of an operating standard for the county jail and for the standard adopted.”
