INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Nov. 2: Deputies investigated a possible burglary at a residence in the 1200 block of Eighth Street in Davenport, where two windows appeared to have been pried open.

Tuesday, Nov. 3: A responding deputy found nothing at a Fourth Street residence in Almira, despite a caller’s report of hearing a loud crash and a woman’s screams.

Odessa Police investigated a possible assault after responding to a reported disturbance outside a local grocery store.

Wednesday, Nov. 4: Deputies investigated possible trespassing and the taking of a vehicle without the owner’s permission from property adjacent to Bachelor Flats Road near Davenport.

A caller reported occupants of a vehicle rolled down its tinted windows and stared at her as they drove by a residence near the intersection of SR 231 and Hampton Road in the Edwall area.

A Davenport caller reported threats he received over the phone.

Deputies investigated the reported theft of a Wii game system from a residence in the 700 block of Eleventh Street in Davenport.

Thursday, Nov. 5: A dead coyote was discovered in the center of the roadway on U.S. 2 just east of the Lincoln County Transfer Station.

After a woman filed a report, deputies looked into the possible theft of mail from the Davenport Post Office during October.

A Davenport man reported receiving threats from “someone on Craig’s List.”

Friday, Nov. 6: Sprague ambulance personnel and the Washington State Patrol were advised of a one-vehicle rollover collision on Interstate 90. A sheriff’s patrol vehicle had to be towed from about a mile south of U.S. 2 on SR 231 to Davenport after it experienced transmission trouble while a deputy was trying to get to that scene.

Officers checked on a woman in her late teens dressed entirely in black and wearing “multiple” backpacks while trying to get into a locked vehicle and later sitting on SR 231 near the I-90 onramp in the Sprague area.

Odessa Police investigated the theft of a clothes washer and dryer from a rental unit in the 300 block of East 1st.

An Odessa man told police he believes someone removed the tires on his car without his permission and placed a set from another vehicle in their place.

Saturday, Nov. 7: Wilbur firefighters and Avista Utilities personnel responded to a report of a transformer sparking above the Wilbur Senior Center.

Two callers reported hearing shots like those from an assault rifle, then observing a vehicle pulling away from the 400 block of SE Trinity in Wilbur.

Wilbur Police dealt with three “very intoxicated” juveniles walking down Pope Street about a block north of the school.

Sunday, Nov. 8: A deputy kept an eye on a man who had been hanging around a downtown Davenport store for several days while drinking beer.

Deputies transported a possibly suicidal man from the Davenport area to mental health facilities in Spokane.

JAIL BOOKINGS

Nov. 3: David B. Anderson, 40, Davenport, arrested by Lincoln County Sheriff’s Office (LCSO) for driving while license suspended and no ignition interlock.

Glenda Pudwill Thomas, 56, Odessa, arrested by Odessa Police for fourth-degree assault (domestic violence).

Nov. 6: Michael F. Hicks, 58, Reardan, arrested by LCSO for failing to appear for resisting arrest.

Tammie E. Ruff, 33, Davenport, arrested by LCSO for failing to appear for assault.

Nov. 7: Lennie R. Johnson, 54, Keller, held on a Grant County warrant.

Nov. 8: Levi N. Leach, 34, Medical Lake, arrested by LCSO for driving under the influence, driving while license suspended and reckless driving.

From Nov.3 to 9, 27 inmates from outside Lincoln County were held in the county jail under contract with the Washington State Department of Corrections.

Civil Judgments

A domestic violence protection order requested by Daniel Yoder, of Davenport, and Jazmine Chantel Castano, of Creston, against Tya Chantel Castano, of Spokane, was issued on Nov. 3, effective until May 1 of next year. The matter involved a report filed Oct. 15 with the Sheriff’s Office that a man had been threatened with a knife and gun, and pushed in the face and against a wall.

In separate judgments, Michael and Sherri Frederick, doing business as Chiefs Bar and Grill in Odessa, must pay $756.88 and $490.08 in workers compensation taxes to the Washington State Department of Labor and Industries.

New Criminal Cases

Ronald Alan Rutledge, Jr., 34, is charged with first-degree escape, two counts of theft of a motor vehicle, first-degree burglary, theft of a firearm and attempting to elude police in pursuit in connection with his Oct. 30 escape from the Lincoln County Jail. He is reported to have been located and taken into custody on Monday of this week.

Faith Elizabeth Welch, 25, of Reardan, is charged with second-degree burglary, second-degree theft and two counts of second-degree trafficking in stolen property in connection with the taking of tools valued at more than $2,280 from an outbuilding in the 300 block of North Lake Street in Reardan between Sept. 15 and 22. Deputies tracked down several items at a Spokane pawn shop.

Brandon Joel Anderson, 36, of Spokane, is charged with second-degree burglary, third-degree theft and two counts of second-degree trafficking in stolen property in connection with the incidents reported in the previous paragraph.

Margaret Ann Bouchard, 59, of Davenport, is charged with first-degree theft for allegedly utilizing a Lincoln County Public Works purchasing card for personal use, spending more than $5,700 between January and September. After the discrepancy was discovered in September during an internal review in the county Auditor’s Office, an investigation was launched by various county authorities, resulting in the termination of her nearly 20 years of employment with the county.
