INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Dec. 14: A Harrington woman reported the theft of prescription medicine, a wedding ring and about $100 cash from a residence in the 400 block of West Main.

Responding to the Cottonwood Springs Apartments, Davenport emergency personnel assisted a 59-year-old man who was having breathing difficulties.

Deputies searched for the source of a single gunshot sound in the vicinity of the 300 block of West 1st Street in Sprague.

A Sprague woman observed a man running through a backyard and alley in the 100 block of East 4th.

Tuesday, Dec. 15: A woman traveling west on U.S. 2 between Reardan and Davenport told dispatchers she saw a bright light – possibly a shooting star – come down from the sky and disappear after landing on the roadway.

An axle on a fuel truck caught fire while traveling west on U.S. 2 from the weigh scale house west of Reardan.

A caller reported damage to the rear end of his vehicle, but wasn’t sure if a collision occurred while at the Davenport post office or outside the middle school while he attended a school concert the previous evening.

A woman told dispatchers she didn’t realize she was pregnant and gave birth while emergency personnel were gathering to respond to a residence on Huddle Corner Road in the Harrington area.

Wednesday, Dec. 16: Deputies handled a few reckless driving and other traffic offense reports on U.S. 2 in the Davenport area.

A 22-year-old man was transported by ambulance to a Spokane hospital after the vehicle he was driving went off U.S. 2 near Davenport and rolled over.

Deputies investigated a report of illegal drugs in the Davenport area.

A railroad sign was reported knocked over as a result of a vehicle slide-off on Mondovi Road east of Davenport.

A freezer was reported stolen from a shop building on Sand Flats Drive near Davenport.

A two-vehicle collision occurred at the intersection of Bell and 2nd Street in Wilbur.

Thursday, Dec. 17: In the wake of predicted heavy snow and freezing rain, four slide-offs were reported near Sprague on Interstate 90. Sprague ambulance personnel responded to one where the vehicle had rolled over.

Corrections deputies had to deal with an inmate coming off methamphetamine who moved his mattress into the hallway in an effort to escape the voices he kept hearing inside his cell. He was placed into the observation cell for the remainder of the night.

A caller advised that a rock flung by another vehicle struck his while traveling Euclid Road near Reardan.

Local deputies and emergency personnel participated in a mock crash for the benefit of Reardan High School students.

A Davenport woman reported her dog had been attacked by a cougar in the vicinity of Upper Road. She told dispatchers she beat the cougar with a stick in an unsuccessful effort to gain the dog’s release. State Fish and Wildlife officers later found and killed the cougar.

Friday, Dec. 18: Weather motivated several county schools, including Davenport, Wilbur, Odessa and Almira to announce their classes would start two hours later than normal. As the morning wore on (and conditions worsened), Odessa decided to close for the entire day.

Due to the wintry weather, Reardan-Edwall School district cancelled all of its extracurricular and sports activities for the night.

A Davenport woman reported getting 45 calls that day from a man accusing her of placing the calls and threatening to hurt her if the calls didn’t cease. Deputies traced the calls to a Quincy, Wash., number.

An Almira woman reported the theft of about 10 pounds of meat from a freezer at a residence in the 100 block of South 3rd Street.

Wilbur ambulance personnel assisted a student wrestler who suffered a possible broken collarbone at the high school.

Odessa Police investigated a possible identity theft incident involving a local resident.

Saturday, Dec. 19: Sprague ambulance personnel were sent to the scene of a vehicle rollover on Interstate 90 that occurred as a result of the driver losing control on ice.

A report that a pickup truck ran over a stop sign at U.S. 2 and SR 174 near Wilbur was discredited when a responding deputy discovered all stop signs were intact.

Three people were injured after two vehicles collided on U.S. 2 near Reardan. Emergency medical personnel from Davenport, Reardan and Edwall assisted at the scene.

A collision involving a vehicle and deer took place on SR 25 south of the river bridge about 23 miles north of Davenport.

A vehicle had to be removed from a ditch after a rollover collision on U.S. 2 just outside of Reardan.

Sunday, Dec. 20: A slide-off was reported on SR 28 between Harrington and Odessa.

Responding to a residence on NE Richmond, Wilbur ambulance personnel assisted a 35-year-old woman who may have suffered alcohol poisoning.

Two vehicles collided at U.S. 2 and Rocklyn Road west of Davenport.

A vehicle slid off U.S. 2 near Bennett Road east of Davenport. Another was reported on Little Falls Road near the grade north of Reardan. Still another took place on U.S. 2 near Virgil Road.

A county snowplow helped ease conditions on Old Coulee Road about six miles north of Almira after an elderly man reported he had slid off the roadway, which he described as “impassable” and shrouded in fog, making for “near white-out” conditions.

A Davenport woman told dispatchers that she gave bank information to a man wearing a blue coat who claimed to be with Dish satellite TV. The contact took place in the 900 block of Park Street.

A vehicle towing a U-Haul trailer got stuck in the snow on Jasmin Drive East in Wilbur.

A Davenport woman reported “literally everything” from inside a residence in the 1200 block of Eighth Street had been stolen.

An Almira woman told dispatchers that $900 had been withdrawn from her credit card account without her authorization.

Dec. 14: Seldon Dennis Schmoyer, 21, Spokane, arrested by Lincoln County Sheriff’s Office (LCSO) for failing to appear for third-degree malicious mischief.

Civil Judgments

Justin Hatten, of Deer Meadows, must return $235.84 in overpaid benefits to the Washington State Department of Employment Security.

Juvenile Offender Disposition

An Oct. 28 disposition on a minor in possession charge against Jonathan Richard Bond Morris, 17, of Edwall, was transferred from Spokane County to Lincoln County for supervision. He must complete six months community supervision and 12 hours community service.

New Criminal Case

Xavier Esquivel Arroyo, 25, of East Wenatchee, Wash., is charged with first-degree malicious mischief and obstructing a law enforcement officer after damage occurred to a patrol car into which he was placed by a sheriff’s deputy following a Jan. 2, 2015, traffic stop on U.S. 2.

Continuing Criminal Case

Correcting a reporter’s error in last week’s issue: The 12 jurors in the Dec. 2-3 trial of Dennis Patrick Reed, 39, of Cheney and Scottsdale, Ariz., for theft of a firearm, deliberated from 5:05 to 6:55 p.m. (nearly two hours) on the second day before telling the court they could not reach a verdict. Among those offering testimony were sheriff’s Sgt. Mike Stauffer, the defendant himself, his brother and father. The charge was connected with an Oct. 12, 2014, incident about 10 miles north of Davenport during which he was accused of pointing a firearm at a neighboring property owner’s guest who Reed believed was trespassing, and taking a rifle and hunting license from him.

New Civil Cases

U.S. Bank, as trustee, seeks foreclosure on property at 409 South Birch in Odessa, alleging no payments have been received since the March 14, 2009, death of Rex E. Gibson. Co-respondents are Lisa Kim Gibson, the Estate of Rex E. Gibson, Randy Rex Gibson and Stuart Darin Gibson.

In an unlawful detainer matter, Marwin DeVoe seeks eviction of Cameron Danley and Cora Danley from residential property on Railroad Avenue in Reardan and payment of $2,300 in rent and other fees.
