INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Dec. 21: Reardan emergency personnel assisted Spokane County authorities with a one-vehicle slide-off on U.S. 2 and Coulee Hite Road.

No injuries were reported after a semi-truck went off SR 231 and into timber north of Reardan.

White-out conditions forced county snowplows to end the workday early with plans to return to snow-covered roads early the following morning.

A vehicle slide-off was reported at U.S. 2 and SR 231 South west of Reardan. Another took place on SR 28 near Odessa. A third was reported at U.S. 2 and Sunset Highway west of Reardan. Two others occurred on SR 25 about 11 miles north of Davenport and at Egypt Loop Road.

After receiving a request for assistance from a frightened woman, deputies responded to the Miles area and arrested a man for unlawful possession of a firearm.

Lincoln Hospital personnel treated a 18-month-old Davenport baby who was having breathing difficulties.

Tuesday, Dec. 22: Both lanes of SR 231 near Sprague were blocked by a tree that fell across the roadway.

A pickup with a boat attached went onto its side while traveling Interstate 90 near Sprague.

After a worried Edwall woman told dispatchers her husband hadn’t returned home, she placed another call to let them know he had gotten there, but was delayed when his pickup truck slid into a ditch.

A postal worker’s vehicle slid off SR 28 south of Davenport and went into the ditch.

A deputy was unable to catch up with a vehicle other motorists believed was traveling in excess of 50 mph on U.S. 2 between Reardan and Creston.

Deputies investigated a possible animal neglect situation in the Porcupine Bay area.

A Davenport woman residing at the Cottonwood Apartments told dispatchers someone has entered her unit without permission and moved things around.

Responding to the 500 block of Armstrong Street, Wilbur ambulance personnel assisted a woman who fell and may have suffered frostbite on her hands.

A vehicle reportedly slid off U.S. 2 just outside Reardan. A similar report originated on Old Coulee Road about a mile south of Bagdad Road in the Almira area.

A Davenport woman told dispatchers about a pellet stove/chimney fire inside a residence in the 500 block of Merriam Street that took more than 25 minutes for her to extinguish on her own.

A tree fell across and blocked Bisson Road near Reardan.

Wednesday, Dec. 23: Odessa ambulance personnel assisted a 99-year-old man who was experiencing severe pain and uncontrollable shaking.

Minor injuries resulted from a one-vehicle rollover collision in the east lanes of Interstate 90 near Sprague.

Deputies responded to a domestic violence incident report in the 20 block of Merriam Street in Davenport.

A semi-truck jackknifed on U.S. 2 four miles west of Wilbur and blocked both lanes of traffic.

A vehicle slid off Gunning Road near its intersection with Wheatland Road northwest of Davenport.

A county Public Works crew dealt with “a very large tree” that had fallen across Miles Creston Road about a mile north of U.S. 2.

Thursday, Dec. 24: Responding to the 100 block of SE Railroad in Creston, deputies handled a reported dispute during which an individual claimed he had been grabbed around the throat.

Responding to a residence on Starkel Road North near Almira, deputies handled a reported fight between brothers that included punches and a headlock.

Deputies responded to a residence on SR 23 East in the Sprague area from which dispatchers, with “a lot of screaming in the background,” took a report of a teenage girl “throwing a fit.”

A vehicle slide-off was reported on U.S. 2 near Reardan.

Inland Power and Light Co. crews responded to an outage that affected the 400 block of Sinclair Street in Davenport.

A 40-foot motor home got stuck in snow on a “very slick” Hume Road near SR 25 north of Davenport.

A tree fell on a power line, causing sparking and a tree to catch fire on Redwine Canyon Road about a mile north of DeBord Road.

A resident of the vicinity of Seventh and Marshall streets in Davenport expressed concern about children throwing snowballs at her window.

Odessa Police investigated a report of a vehicle hitting a mailbox in the 500 block of South Alder Street.

Friday, Dec. 25: Odessa ambulance personnel transported a woman with breathing difficulties to the local hospital.

Slick conditions were involved in a two-vehicle collision on Hume Road near SR 25 north of Davenport.

A possibly intoxicated woman dressed in white pajama bottoms and a dark coat with the hood up was observed walking in the middle of Morgan Street near its intersection with Ninth Street in Davenport.

Deputies and other emergency personnel went on alert after receiving a called-in report that an older man had threatened to jump off the SR 23 railroad bridge just south of the Sprague Fire/Emergency Center. At one point, the man ran at the caller’s car. Responding personnel weren’t able to find him.

Saturday, Dec. 26: Wilbur and Almira emergency personnel assisted a 34-year-old woman with breathing difficulties. Alcohol was believed to have been a factor in her condition.

Multiple trees were reported on Harker Canyon Road.

A caller told dispatchers she and her husband both slid into the intersection after coming down the Third Street hill in Davenport, which they described as “slick.”

A woman was placed into custody after deputies responded to a domestic assault incident involving two women in the 1000 block of Thirteenth Street in Davenport. One suffered bruises and a phone also was destroyed.

A vehicle slid off Gunning Road at Jahn Road.

Deputies attempted to locate a Jeep that a caller observed driving recklessly with four kids, one of whom was handing out the door and another standing up through a sun roof, in the vicinity of Davenport Family Foods.

Deputies investigated a Lamona man’s report of a fraudulent charge of about $2,000 to his bank account.

Deputies assisted Reardan Police with a report that a man had grabbed a young girl and twisted her arm.

Odessa Police dealt with a fight between domestic parties in the 400 block of East 3rd.

Odessa Police responded to a vehicle vandalism report from the 400 block of East 1st Avenue that later was determined to be unfounded.

Sunday, Dec. 27: Many reports of vehicles sliding off Interstate 90 near Sprague were forwarded to the Washington State Patrol.

A driver found himself shoveling out his vehicle after it got stuck in snow at the intersection of Fifth and Logan streets in Davenport.

Wilbur ambulance personnel joined firefighters in responding to a one-vehicle rollover collision on U.S. 2 just west of Bandy Road that required extrication.

Dec. 21: Kenneth R. Fisette, 62, Davenport, arrested by Lincoln County Sheriff’s Office (LCSO) for second-degree unlawful possession of a firearm.

Dec. 24: Timothy L. Jacobs, 27, Spokane, arrested by LCSO on a warrant for residential burglary.

Charly S. Stearns, 30, Ford, arrested by LCSO for failing to appear for driving while license suspended.

Dec. 26: Lola J. Wilson, 60, Davenport, arrested by LCSO for fourth-degree assault (domestic violence).

Natasha L. Ironwing, 35, Keller, arrested by LCSO on an out-of-state warrant for no valid operator’s license.

Marlie L. Rose, 25, Davenport, arrested by LCSO for fourth-degree assault.

Lionel Zarate, 52, Sprague, arrested by LCSO for first-degree rape of a child.

From Dec. 22 to 28, seven inmates from outside Lincoln County were held in the county jail under contract with the Washington State Department of Corrections.

Criminal Sentencing

Scott Anthony Smith, 48, Davenport, pleaded guilty Dec. 22 to second-degree unlawful possession of a firearm and must serve four months in jail (credit for time served) and pay $800 court costs and $500 attorney reimbursement. He also is prohibited from possessing firearms. His plea agreement resulted in the withdrawal of a second firearms charge along with reckless endangerment and making a false statement to a law enforcement officer in connection with a Nov. 16 dispute on property adjacent to Johns Rocky Way. The alleged victim told deputies that while operating a four-wheeler and looking for a missing horse, he believed at least two shots from a high-powered rifle were fired in his direction from about 75 to 100 yards away.

New Criminal Cases

Philip Wayne Irwin, 24, Davenport, is charged with possession of a controlled substance (methamphetamine) in connection with a Nov. 21 traffic stop in Davenport.

Amanda Kay Harding, 39, Wilbur, is charged with second-degree burglary, forgery (of a bank check), and unlawful possession of a legend drug (prescription-strength ibuprofen) in connection with a Nov. 16 incident at a Wilbur residence.

Thomas Martin Roberts, 48, Wilbur (currently in Okanogan County jail), is charged with second-degree burglary, second-degree theft, stalking (domestic violence), tampering with a domestic violence witness, four counts of violating a domestic violence no-contact order, possession of methamphetamine and unlawful possession of a legend drug (steroid), in connection with incidents between January and April of this year.
