INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Jan. 4: After a Wilbur woman told dispatchers that her husband had not returned home the previous night, she found him sleeping in a chair in their garage.

No injuries were reported after a vehicle went into a ditch adjacent to SR 28 between Harrington and Davenport.

Responding to the 700 block of Fifth Street in Davenport, a deputy assisted a man who was experiencing breathing difficulties.

Deputies investigated a possible domestic incident in the 100 block of Green Street in Reardan.

Tuesday, Jan. 5: A report that a man pulled his vehicle over to shoot coyotes on Interstate 90 in Lincoln County was referred to the Washington State Patrol.

After dropping off children at Davenport High School, a blue pickup truck was observed leaving at a high rate of speed and fishtailing, posing a possible safety hazard.

A Baldridge area resident reported between 25 and 30 unauthorized charges totaling more than $450 had been made on her bank account since November.

Wednesday, Jan. 6: Several slide-offs were reported as the result of slick roadway conditions that motivated the Davenport School District to start classes two hours late. Reports involved the old Grand Coulee-Wilbur Road, Green Canyon Road, Geostar Drive, Teel Hill at Hart Road, Old Coulee and Klobushar Draw roads, and North Telford Road.

Davenport ambulance personnel assisted a 76-year-old man with breathing difficulties.

Deputies investigated a report of possible theft activity involving a residence in the 700 block of Marshall Street in Davenport.

A pellet stove and other items were reported taken from a rental home on Oregon Street in Edwall.

Personnel at a couple of downtown Davenport businesses told dispatchers about a suspicious man wearing a baseball cap and a dark color coat walking around the 600 block of Morgan Street over a period of 15 to 30 minutes.

Davenport ambulance personnel transported a man to Lincoln Hospital after he apparently suffered a seizure while inside Davenport Family Foods.

A Wilbur woman was advised to contact the Internal Revenue Service about a phone scam she reported to local police.

Thursday, Jan. 7: A woman told dispatchers she locked her keys inside her vehicle at the Sprague I-90 rest area.

Transporting her to Lincoln Hospital, Davenport ambulance personnel assisted a woman who suffered a possible broken shoulder after a fall. Their counterparts at Sprague transported a man who may have suffered a concussion after falling to a Spokane hospital. Wilbur ambulance and MedStar ground personnel transported a woman who may have suffered a heart attack to Lincoln Hospital in Davenport.

Deputies investigated a burglary report at a Larrabee Street residence in Edwall, where a door appeared to have been pried open and at least one window was broken.

A Davenport man reported receiving threatening text messages.

A Davenport woman told dispatchers her computer was hacked. She noticed missing photos, files that had been moved around and documents changed and believes someone is watching her while she is on the computer.

A Harrington man reported his motorcycle was missing and may have been stolen.

A caller reported the theft of about 15 gallons of diesel from a tractor parked on property adjacent to Peterson Mende Road in the Marlin area.

Wilbur Police investigated seven unauthorized charges totaling about $800 on a local man’s debit card to two Wal-Mart stores in western Washington.

Friday, Jan. 8: An Edwall man reported receiving threatening email and text messages.

Saturday, Jan. 9: A caller reported someone has been looking into the windows of a shop building on property adjacent to Olson Road North near Davenport.

Sunday, Jan. 10: An ambulance was requested at the Heritage Church in Odessa.

Firefighters battled a fire that engulfed a vehicle on Sand Flats Road north of Davenport.

Deputies were advised of a verbal dispute in the Deer Heights area between two individuals concerning plowing on a private road.

Responding to an Old Hughes Road residence, Davenport emergency medical personnel assisted a 57-year-old man who experienced “significant pain” in his chest and a brief period of dizziness.

A caller told dispatchers she noticed marijuana smoke near a barn on property adjacent to Mondovi Road.

A caller described an “altercation” between two individuals using Sterling Valley Road in the Lincoln area after one expressed displeasure about the other’s driving.

Jan. 4: Tyson K. Cole, 36, Spokane, confined 25 days by the court for violating a no-contact order.

Jan. 5: Patty Aalund, 54, Creston, confined 30 days by the court for driving under the influence.

Morgan S. Welch, 26, Reardan, arrested by Reardan Police for driving while license suspended.

Jan. 8: Keith A. Lilley, 32, Davenport, arrested by Lincoln County Sheriff’s Office for driving while license suspended.

Jan. 11: Renee Johnson, 51, Moses Lake, arrested by Washington State Patrol for driving under the influence.

From Jan. 4 to 12, 30 inmates from outside Lincoln County were held in the county jail under contract with the Washington State Department of Corrections.

Criminal Sentencings

Justin Robert Jordan, 33, Spokane, pleaded guilty Nov. 10 to an amended charge of second-degree theft in connection with the April 13, 2013, taking of a revolver and holster valued at about $250 from a Lake Street residence in Reardan. His sentence includes 22 months in prison with credit for time served, $1,106 court assessments, $500 attorney reimbursement and restitution to be determined.

Kevin Curtis Hilliard, 46, Davenport, pleaded guilty Nov. 10 to an amended charge of fourth-degree assault in connection with a June 28, 2015, incident at a residence in the 900 block of Logan Street in Davenport during which a man was “severely” beaten and kicked about the back, ear, mouth and feet with a five-foot stick, a baseball bat and a sling shot. His sentence includes 18 days jail (credited as served), a no-contact order with the victim, $500 court costs and restitution to be determined, and 24 months probation.

Civil Judgments

Douglas E. and Robin L. Nachtigal, doing business as Let Er Brew in Davenport, must pay $752.39 in taxes owed to the Washington State Department of Revenue.

Granting a default judgment on Jan. 5, the court ordered Charles Marsh, a Lincoln County resident, to pay $4,635.04, including attorney fees, to American Express Bank, of Salt Lake City, Utah, in a matter involving credit account debt.

New Criminal Cases

Kenneth Raymond Fisette, 62, Davenport, is charged with two counts of unlawful possession of a firearm in connection with a Dec. 21, 2015, incident.

Lionel Zarate, 52, Sprague, is charged with two counts of first-degree rape of a child in connection with incidents involving a child younger than 12 years of age from September through November of last year.

James Gamble, of Olalla, Wash., seeks return of premises at 37541 Hawk Creek Road North, Davenport, and payment of $1,950 in rent from Kenneth Swiger, of Davenport.

Trisha Marie Cain, of Davenport, seeks a domestic violence protection order against Adam Bronson Cain, of Reardan, in a matter involving a minor child.
