INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Feb. 8: Fake calls from someone claiming an association with the Internal Revenue Service (IRS) or the FBI continued to be received this week by several county residents.

An equipment fire was reported on property along Miles Creston Road.

A caller reported seeing an intruder with a flashlight inside Reardan Town Hall. The alleged culprit turned out to be Mayor Sherman Johnson!

Tuesday, Feb. 9: A Reardan caller reported a shop adjacent to Farwell Road East had been broken into and that several diesel engine oil filters were missing.

A Fred’s Appliance truck got stuck on Virgil Road north of U.S. 2, leaving the roadway “torn up pretty badly.” No weight restriction had been posted.

Deputies checked out a report of a bonfire in the vicinity of Fitness Lane and Fourth Street in Davenport.

A deputy became concerned that a roof was ablaze in the vicinity of Willis and Third streets in Harrington when he saw smoke, but the source was a fire that residents had going in the backyard. They were asked to extinguish it.

Wednesday, Feb. 10: A Davenport man reported he was a victim of identity theft to the tune of $900 after someone claiming to be with DISH Network phoned him and said he owed that amount. But the local man isn’t a customer of the satellite service.

Wilbur Police handled a report of burning in a backyard in the 400 block of SE Trinity.

Thursday, Feb. 11: Deputies investigated a possible sex-related incident in the Harrington area.

Frustrated that a former roommate left a truck in his garage, a Davenport man told dispatchers he would come set the sheriff’s office on fire – or at least the truck in the garage – if he couldn’t get satisfaction.

A Creston man was arrested for assault after dispatchers took a call from a Wilbur man who said he had been threatened by a man with a knife who grabbed him around the throat and said he’d cut off his genitals. Deputies caught up with the suspect in Creston.

Those inside Sprague’s Viking Drive-in were evacuated and unharmed in response to a small fire that occurred in a fryer.

Friday, Feb. 12: A Harrington man observed burning items in the vicinity of the golf course was warned again that no burning was allowed in the city limits.

Saturday, Feb. 13: Almira EMTs and Wilbur ambulance personnel assisted a 69-year-old woman experiencing chest pain inside a residence in the 400 block of Main Street in Almira.

Sunday, Feb. 14: A Wilbur man told dispatchers that an intoxicated man was behind the wheel of a pickup truck in the vicinity of the 400 block of SW Lincoln Street. The suspect later phoned in a report that a firearm had been taken from the vehicle’s glove box.

A Davenport caller expressed concern that a vehicle occupied by at least four people had pulled onto his property in the 400 block of Marshall Street. A responding deputy discovered five young girls who were playing Hide and Seek.

Criminal Sentencings

Bud Thomas Welliver, 26, Spokane, pleaded guilty Feb. 9 to second-degree trafficking in stolen property and second-degree taking a motor vehicle without the owner’s permission (amended through plea negotiations from possession of a stolen vehicle, theft of a motor vehicle and first-degree trafficking in stolen property). He must serve 30 days in jail unless he fully pays $1,550 restitution to a Davenport man who had arranged a Craigslist trade of his pickup truck for a boat and trailer that turned out to be stolen from a Spokane man. He also must pay $800 court costs and $500 attorney reimbursement, and complete six months probation. The court denied a defense request to suppress evidence during a Dec. 22 hearing.

Richard Dale Jarvies, 52, Creston, pleaded guilty Feb. 9 to unlawful possession of firearms (amended through plea negotiations from nine counts) in connection with the July 14, 2015, discovery of weapons at his residence subsequent to a first-degree burglary conviction. He must serve 90 days in jail or electronic home monitoring, pay $800 court costs and not possess firearms.

Eric J. Heldstab, 35, Bonney Lake, Wash., pleaded guilty Feb. 9 to fourth-degree assault and obstructing a law enforcement officer (amended through plea negotiations from two counts of third-degree assault). His sentence includes two days in jail, 24 months probation, a chemical dependency evaluation and recommended treatment, payment of $760 court costs and a restriction against possessing or consuming alcohol, non-prescribed drugs and marijuana. The matter involved an April 5 incident at Lincoln Hospital in Davenport during which a local physician and nurse were kicked and punched, respectively, in the chest.

Ronald Alan Rutledge, Jr., 34, pleaded guilty Feb. 9 to first-degree escape, theft of a motor vehicle, residential burglary and attempting to elude law enforcement in connection with his Oct. 30, 2015, escape from the Lincoln County Jail and its aftermath, and to an unrelated charge of taking a motor vehicle without the owner’s permission in connection with a Dec. 7, 2014, incident involving a residence and private shop building on Crescent Road North in the Reardan area, during which a 2003 Dodge Ram pickup truck was taken without the owner’s permission and eventually recovered in Stevens County. His sentence includes 72 months in prison, $30,960.88 shared restitution (with a co-defendant) to a Reardan man and his insurer, $1,862.80 court costs, another $14,587.68 restitution to be divided among two individuals and a business adversely affected by the jailbreak. He also is prohibited from having any firearms. Combining two separate cases, prosecutors withdrew additional charges of second-degree burglary and theft of a motor vehicle from the 2014 matter, as well as another count of theft of a motor vehicle, first-degree burglary and theft of a firearm associated with the escape incident.

New Criminal Cases

Justin Henry Galles, 29, and Patricia Marie Doree (Bruns), 51, both of Spokane, are charged with second-degree burglary, first-degree theft and first-degree malicious mischief in connection with the taking of more than $5,000 worth of copper conduit, hardware and wire from a building owned by American Tower Corp. on Macabee Road near Sprague between March 1 and May 8 of last year. The owner estimated the cost of repairing the facility at $33,880.

John William McKinney, 51, Moses Lake, is charged with second-degree assault in connection with a Feb. 11 incident in the Wilbur area during which a 33-year-old man had a hunting knife placed at his throat while he was the object of verbal threats. Deputies stopped the suspect vehicle in Creston and recovered a sheathed knife and a shotgun from it.
