INCIDENT LOG
Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.
Monday, March 7: A Davenport woman reported receiving a fraudulent phone call from someone claiming to be from the Internal Revenue Service.
Reardan Police investigated a possible harassment incident.
National Park Service personnel responded to a woman’s report that a license plate was stolen from a vehicle at the Hawk Creek Campground trailhead.
Tuesday, March 8: While trying to assist, a tow truck driver said he was punched in the face by an occupant of a vehicle that had gone off SR 23 near the Sprague I-90 on-ramp.
Deputies investigated an assault allegedly involving two men in the 100 block of SW County Road in Wilbur. One man suffered facial injuries and was transported to a Spokane hospital. The other was taken by deputies to the county jail.
A 17-year-old Reardan boy was taken to the Martin Hall juvenile facility after local police responded to the 100 block of Railroad Avenue for a report of an assault involving a 10-year-old girl.
Wednesday, March 9: A Wilbur man reported his vehicle and an aluminum boat had been taken without permission.
Deputies assisted the Washington State Patrol in responding to where a grain truck’s brakes failed, resulting in a rollover that caused grain to spill onto the roadway at SR 28 and Bluestem Road. Personnel from Davenport Union Warehouse and the state Department of Transportation helped clean up the mess.
Deputies responded to a report of a man urinating in the bushes adjacent to an alley behind the Sprague city park.
A Creston caller reported fences and a gate torn out and 4-wheeler tracks in a field adjacent to DeBord Road.
Reardan Police investigated a garage burglary in the 200 block of Broadway Avenue.
Thursday, March 10: More fraudulent calls from someone claiming to be from the IRS and threatening to sue were reported by several county residents.
A caller reported the theft of his bank card.
An Edwall man told deputies that his Social Security number had been used by someone other than himself to file tax returns.
A Wilbur woman reported receiving a fraudulent call from someone claiming she owes money on a Pay Day loan.
A Davenport woman reported her chickens had been killed in two separate incidents by a dog in the 1200 block of Eighth Street.
Deputies and Odessa firefighters successfully located two boys, ages 4 and 5, who had been reported as missing after riding their bicycles from their home on Downs Road North.
Odessa Police responded to a collision involving a vehicle and deer on SR 21 about two miles north of Odessa.
Friday, March 11: Sheriff’s deputies joined local firefighters and emergency personnel participating in a mock car crash involving Davenport High School students.
A controlled burn south of the Town of Almira was expected by municipal personnel to be large and for smoke to remain over the following few days.
A man reported losing a wallet on Fourth Street near Davenport High School.
A loose bull was seen standing in the roadway between Cottonwood Creek and U.S. 2 near Davenport.
Someone used a Davenport man’s credit card without permission, charging $4.32 to the account, which was subsequently cancelled.
Sheriff’s deputies placed the courthouse, public safety building, both Davenport schools and Lincoln Hospital into “lockdown” mode while tracking a man who was considered by Spokane County authorities to be armed and dangerous. The man’s neighbors in Spokane reported he had told them he had set up booby traps at his residence. Spokane law enforcement followed him on the ground and in the air as the man drove west on U.S. 2 and advised their Davenport colleagues to be extremely cautious. Reardan schools were placed on a modified lockdown and at least one Davenport business followed suit. Local sheriff’s personnel made the stop after the man began heading north on SR 25 and, guns drawn, ordered him out of the vehicle. They successfully placed him into custody and turned him over to Spokane authorities.
Responding to the 400 block of West Spokane, Reardan Police took a 16-year-old boy to the Martin Hall juvenile facility for illegal possession of marijuana.
Saturday, March 12: Sprague ambulance personnel assisted a man in extreme pain with fever and a swollen leg.
A Seven Bays resident told dispatchers three dogs attacked chickens in a yard adjacent to Phillips Lane East. He said one of the dogs was extremely aggressive and he had to run them off with a rake.
The driver of a truck hauling gravel told dispatchers he had partially left Downs Road and become stuck. “Extensive” damage to the roadway resulted.
A Mondovi Road resident told dispatchers she believes someone is trying to pry open a window on her residence.
Responding to the 700 block of Main Street in Davenport, deputies assisted a resident with an unwanted person there.
Four deputies responded to a report of an “agitated” woman “harassing” people in the Sandy’s Family Foods parking lot in Wilbur.
Sunday, March 13: Responding to the 300 block of SE Trinity, Wilbur ambulance personnel assisted a 30-year-old woman who was experiencing a high fever and hallucinations.
Two vehicles were reported stuck on Virgil Road near Davenport.
Dispatchers were advised that a vehicle driven by an elderly woman traveled into the doors at Two Rivers Texaco.
Responding to a residence on North Coal Creek Road in Harrington, a deputy checked out a report that a woman in a pickup truck was spinning tires in a graveled driveway.

Bernard A. Dick, 27, Poulsbo, Wash., arrested by LCSO for failing to appear for driving while license suspended.
March 8: Gary M. Lantis, 28, Spokane, arrested by LCSO for failing to appear for driving while license suspended.
William C. Becker, 44, Wilbur, arrested by LCSO for fourth-degree assault.
March 11: Cruz J. Galm, 19, Airway Heights, confined three days by the court for minor in possession.
March 12: Juan R. Valdovinos, 33, Brewster, Wash., arrested by Washington State Patrol for failing to appear for no valid operator’s license.
Michael A. Swan, 33, Inchelium, arrested by LCSO for failing to appear for driving under the influence and reckless driving.
Dale J. Burke, 21, Davenport, arrested by LCSO for failing to comply with the court’s sentence for driving under the influence.
Teresa A. Reynolds, 30, homeless, arrested on a warrant from Snohomish County.
March 14: Arthur J. McCoy, 29, Davenport, arrested by LCSO for domestic violence assault and malicious mischief.
From March 5 to 14, five inmates from outside Lincoln County were held in the county jail under contract with the Washington State Department of Corrections.

Criminal Sentencing
Amanda Kay Harding, 39, of Wilbur, pleaded guilty March 1 to second-degree burglary in connection with a Nov. 16, 2015, incident at a Wilbur residence. As a result of plea negotiations, charges of forgery (of a bank check) and possession of a controlled substance (prescription-strength ibuprofen) were withdrawn by prosecutors. Her sentence includes three days in jail (one credited as served), 12 months probation, and payment of $320 restitution to Sandy’s Family Foods in Wilbur and another $80 to a Wilbur woman, $800 court costs and $450 attorney fees. She must not possess or use firearms, alcohol, non-prescribed drugs and marijuana and also must complete an alcohol/drug evaluation and recommended treatment.
Civil Judgment
RWT, Inc., in Wilbur, must pay $1,901.80 in workers compensation taxes owed to the Washington State Department of Labor and Industries.
New Criminal Case
Evan Jacob Keith, 27, of Spokane, is charged with second-degree malicious mischief, third-degree theft, unlawful possession of a dangerous weapon (“metal knuckles”) and altering a Washington trip permit in connection with a Feb. 26 incident that resulted in about $1,125 damage to a soda pop machine at the I-90 Sprague rest area.
New Civil Cases
In an unlawful detainer matter, Grand Vista LLC seeks $3,400 in rent, plus money for unpaid utilities and possible damage to rental property at Lakeview Terrace Mobile Home Park in Grand Coulee from Michael Phillip Horne.
Aaron Paul Halme, 33, of Davenport, seeks restoration of his right to possess firearms from the State of Washington.
