INCIDENT LOG
Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.
Monday, March 14: A Sprague man was arrested in connection with the burglary of a residence in the 300 block of East 1st in Sprague after a woman reported food, about $200 cash, records and movies missing.
A Davenport man was taken into custody by deputies responding to a domestic violence assault report from the 400 block of Sinclair Street.
A caller reported two boys appeared to be fighting at Jahn Field in Davenport, but a responding deputy discovered they actually were “goofing around” while waiting for a cousin to finish softball practice.
Taking a call from the Bald Ridge area, dispatchers learned about an 11-year-old girl who was described as “out of control” and assaulting a man, his wife and a younger brother.
After hitting a deer, a woman’s vehicle rolled over and partially blocked the southbound lane on Miles Creston Road about a mile north of U.S. 2.
Emergency personnel responded to a report of an elderly man having fainting spells in the vicinity of Laurel and Broadway in Reardan.
Tuesday, March 15: Wilbur ambulance personnel assisted a 77-year-old man who had fallen and, responding to a separate call for help, took a man with breathing troubles to Lincoln Hospital in Davenport.
A 20-foot freight truck was involved in a rollover collision on the Seven Bays Marina Road, blocking both lanes of traffic and hanging over a ditch, leaking oil and fuel. Despite a hurt elbow, the driver refused assistance from ambulance personnel.
Deputies arrested a man who had just been released from jail on a subsequent charge of violating a no-contact order when he appeared at a Davenport woman’s Ross Street residence and allegedly damaged a window.
An Almira woman told dispatchers she is missing a guitar and two firearms from her residence on Starkel Road North.
Emergency personnel responded to the Wilbur school where a 9-year-old student had reportedly suffered a seizure.
Wilbur Police investigated the theft of a bottle of soap and air freshener from a cabinet that also was damaged in the Town Hall.
Wednesday, March 16: Davenport ambulance personnel assisted a woman who couldn’t be awakened by her husband.
A deputy tried to mediate a dispute between neighbors on Forest Drive in Davenport that involved garbage reportedly being “thrown everywhere.”
Launching from the Sprague school football field, LifeFlight aerial ambulance personnel transported a Sprague woman who reportedly had been attacked with a shovel to a Spokane hospital for treatment of a severe head injury. Deputies placed a man into custody for assault.
A deputy’s patrol vehicle was involved in a minor collision with another vehicle on Interstate 90.
A caller reported pigs had gotten out on Redwine Canyon Road about a mile north of U.S. 2, but a responding deputy was unable to locate them.
Wilbur Police investigated the theft of a small floor jack valued at $10 and other items from a vehicle in the 100 block of SW Broadway.
Thursday, March 17: Two county residents reported more scam phone calls from someone claiming to be from the Internal Revenue Service.
A caller reported that a BNSF train was blocking both exits from the village of Edwall for at least 1½ hours.
Dispatchers were advised of a vehicle traveling south on SR 25 about eight miles from Davenport at speeds of more than 90 miles per hour.
A deputy assisted the driver of a vehicle that became high-centered on Tickle Hills Road and SR 25 north of Davenport.
A semi-truck became disabled on SR 25 near the Egypt elevators, requiring a deputy’s assistance with traffic control while a tow truck responded to the scene.
Wilbur Police responded to a burglary in the 700 block of SE Railroad Street, where medications and DVDs were reported stolen from a residence.
National Park Service personnel were called into action when a caller reported his boat became stuck in mud.
Friday, March 18: Odessa ambulance and hospital personnel assisted a local man who suffered what became a fatal heart attack.
A Davenport man reported a pay phone was stolen from the 1300 block of Twelfth Street.
A deputy noticed an odor and that his flashlight had become “extremely hot to the touch.” When he removed the battery, he saw that a portion of it had melted.
A county jail inmate with an extremely swollen left foot was examined at Lincoln Hospital then returned to jail.
Saturday, March 19: Sprague ambulance personnel assisted a 50-year-old man with a high fever and extreme pain.
Davenport ambulance personnel assisted a person with a minor injury resulting from a one-vehicle collision on U.S. 2.
A woman reported her vehicle stolen from a Cayuse Cove Road residence.
A man was arrested after deputies responded to a caller’s report that someone was shooting in the vicinity of Rainbow Drive North in Grand Coulee after reportedly arguing with U.S. Bureau of Land Management personnel who were surveying the area.
A man was arrested by deputies responding to a report of a man being assaulted and abandoned with his mother on Waukon Road near Wagner Farm Road in the Edwall area. Damage to the vehicle they had occupied also was reported.
Deputies investigated a report that someone had broken into a garage in the 300 block of South Colfax in Sprague.
Sunday, March 20: A Davenport area woman reported receiving an IRS scam call and other involving alleged computer sales.

March 21: Andre Kraskov, 41, Ford, arrested by LCSO for failing to appear for possession of a stolen motor vehicle and possession of stolen property.
From March 14 to 21, 16 inmates from outside Lincoln County were held in the county jail under contract with the Washington State Department of Corrections.

Criminal Sentencing
Donnie W. Snow, 49, of East Wenatchee, Wash., pleaded guilty March 15 to attempting to elude a pursuing police vehicle on Nov. 28 of last year. His sentence includes two months in jail, along with payment of $800 court costs and $350 attorney fees. The charge involved an attempted traffic stop for speeding on U.S. 2 and through the downtown Davenport core, where a deputy clocked him at traveling 80 mph in a 30 zone.
Civil Judgments
The court on March 15 denied a request by Dean Arol Mann, of Harrington, for a domestic violence protection order against Eugene Eldon Mann, of Sprague.
An abstract of a Jan. 25 Adams County Superior Court judgment awarding $104,899.70 to Eugene Mann from Dean A. Mann and the estate of Mildred W. Mann was filed with the Lincoln County court.
New Criminal Cases
Randy Ramiro DeLeon, 48, of Moses Lake, is charged with second-degree theft, accused of taking a toolbox and tools, including an air compressor, from an Odessa man’s vehicle while parked outside his shop adjacent to Irby Road on Dec. 31 of last year. The property owner estimated his loss at $4,000.
Brian Jon Bailey, 57, of Wilbur, is charged with second-degree theft, accused of taking a trailer without permission on June 15 of last year.
Aaron Arthur Dechand, 37, of Spokane, is charged with 13 counts of second-degree theft, second-degree identity theft and second-degree vehicle prowling in connection with incidents on Aug. 25 and 26 of last year. Several store and bank credit cards, jewelry, cameras, cash and other personal items were taken from a woman’s vehicle that was parked in the vicinity of Riffe and Old Williams roads while she completed a job-related task.
Adam Bronson Cain, 30, is charged with two counts of third-degree possession of stolen property and two counts of trafficking in stolen property in connection with carpet tools and other items that were taken in November of last year from a Reardan man’s garage in the 200 block of West Broadway Avenue.
Ira Lee Floyd, 48, of Sprague, is charged with residential burglary in connection with incidents in the 300 block of East 1st in Sprague from Feb. 23 to March 4. Videos, records, food and $200 cash were taken from a Sprague woman’s residence. Also alleged is unauthorized use of her phone service.
New Juvenile Offender Matters
A 17-year-old Reardan boy is charged with fourth-degree assault (domestic violence) in connection with a March 8 incident at a Railroad Avenue residence that involved a 10-year-old boy.
