INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, May 2: A cow got stuck in a fence near SR 23 and Ringwood Road in the Sprague area.

A Davenport woman said she discovered a smashed cigarette on the deck of a residence in the 300 block of Adams Street. She was surprised since neither she nor her husband smoke.

Odessa Police assisted a dog bite victim after the incident occurred at Coffeepot Lake.

Responding to a residence on Whispering Pines Drive north of Reardan, deputies arrested a man for domestic violence. Ironically, he had placed the call to dispatchers, advising them he had been attacked by his ex-wife.

Tuesday, May 3: Davenport ambulance personnel assisted a Seven Bays woman with stomach pains.

A Davenport man told dispatchers he almost was run off Gravelle Road by a black sedan that appeared to have a male juvenile at the wheel.

Davenport Family Foods personnel expressed their concern about a man who was dancing outside the store and asking from handouts from passers-by. A responding deputy advised the man, who turned out to be a state Department of Corrections inmate just released from the county jail, to stop panhandling.

Two men got out of a pickup truck and started walking towards a barn near Watson Road East south of Creston – until a resident let out two dogs. The men returned to their vehicle and left the property.

LifeFlight aerial ambulance was dispatched to a Devils Gap Road residence, but their would-be patient had died.

A Creston man expressed concern about a relative whose suicidal threats had become more severe during the previous week.

Deputies responded to a possible domestic violence incident at a residence on Jack Brown Road North in the Sprague area.

Responding to a report that a man was walking around town with a butcher knife and telling people he could kill them, Wilbur Police determined he carried the steak knife for protection from dogs in the area and that he doesn’t want to hurt anyone or himself.

Responding to a possible domestic violence situation in the 200 block of NE Cliff Avenue, Wilbur Police placed a man into custody after learning that a woman had been pushed and that a man had been heard threatening to break out windows with a crowbar.

Wednesday, May 4: A motorist told dispatchers that water from a field sprinkler was making U.S. 2 extremely wet – and a possible traffic hazard – about five miles west of Davenport.

Long Lake Dam personnel expressed concern about a gray sports utility vehicle they’ve observed in the access area from morning until night daily for the past three weeks.

While cleaning the garage at a residence on Coal Creek Road, a woman found a grenade inside a trunk. A deputy retrieved the device and turned it over to the Spokane County Bomb Squad.

Responding to her call from the 400 block of East 3rd Avenue, Odessa Police arrested a woman for domestic violence assault.

Thursday, May 5: Responding to the 1000 block of Thirteenth Street in Davenport, a deputy separated a man and his female roommate who were arguing about the rent.

Dispatchers took several calls of livestock and horses being out and becoming potential traffic hazards in the northern portion of the county.

Odessa Police investigated the possible theft of $3,000 from a resident’s bank account.

Friday, May 6: Reardan EMTs and Davenport ambulance personnel assisted a 30-year-old Reardan man who put two staples in his fingers while building a cabinet.

A Hawk Creek Road resident asked for assistance with dogs that he said had run his horses through the fence twice in the past two weeks.

A black car occupied by two or three people blocked a young Cayuse Cove Road resident in a driveway while she was driving a riding lawnmower to do yard work at a neighbor’s property. Before the vehicle left the scene, she was asked where she lives and other personal questions.

A stretched cab pickup truck was observed “spinning brodies” on Mondovi Road west from Bald Ridge Road.

After hearing her dogs barking, a Mondovi Road resident went outside and saw a flashlight in her yard. Two deputies responded to her request for assistance but found nothing.

Reardan Police determined that alcohol wasn’t a factor in what appeared to be a drunken driving incident on U.S. 2 just west of Reardan. Stopping the vehicle, the officer learned that the distracted driver was operating the vehicle while eating.

Saturday, May 7: After a fight with her father, a young woman spent the previous two nights sleeping in the Lincoln County Historical Society Museum’s bell tower in Davenport.

A caller expressed concern about a man he said was trying to flag down vehicles with a machete in the U.S. 2 Telford rest area.

A resident of the Duck Lake/Lamona area near Harrington told dispatchers a crop-dusting plane buzzed over his property about 20 feet from the ground and flew underneath power lines. He was concerned because of a previous incident in which the chemical killed one of his trees.

A Sprague caller reported a “strange man” in a sports car in the 100 block of West Alder Street that he believed could be a potential robber. A responding deputy placed the suspect into custody for a traffic violation.

The driver involved in a one-vehicle collision on SR 174 near Grand Coulee was taken to a hospital for evaluation and possible treatment of injuries.

A collision involving a vehicle and deer took place on U.S. 2 between Creston and Wilbur.

Sunday, May 8: Responding to the 500 block of East Broadway Avenue, Reardan EMTs and Davenport ambulance personnel assisted a woman who was suffering chest and back pain.

Davenport ambulance personnel transported a woman who had fallen from the 1100 block of Twelfth Street to Lincoln Hospital.

A woman was placed into custody for driving under the influence after deputies responded to a report that a vehicle was making bad passes and almost caused a couple of collisions on U.S. 2 near Davenport.

A Davenport woman reported that a La-Z-Boy chair mysteriously appeared behind a garage in the 700 block of First Street.

Deputies checked out a report of a possible domestic incident inside an apartment in the 1300 block of Logan Street in Davenport.

A Wilbur man summoned local police after finding a pistol near a garage in the 100 block of SE Brace.

Odessa Police responded to a report from the 300 block of East Marjorie that an intoxicated individual had punched holes into the wall of a residence.

JAIL BOOKINGS

May 3: Philip W. Irwin, 24, Harrington, arrested by Lincoln County Sheriff’s Office (LCSO) for residential burglary and theft of a motor vehicle.

Erin Jamie Sean Vincent, 47, Wilbur, arrested by Wilbur Police for felony violation of a no-contact order and (on May 4) by LCSO for second-degree malicious mischief and fourth-degree assault (domestic violence).

May 4: Daniel G. Dawson, 52, Wilbur, arrested by LCSO for second-degree theft.

Kathleen M. Goss, 55, Odessa, arrested by Odessa Police for fourth-degree assault (domestic violence).

May 5: Aaron Dechand, 38, Spokane, arrested by LCSO for failing to appear for second-degree theft, identity theft, vehicle prowling, eluding and first-degree assault.

Bobbie Jo Callihan, 29, Republic, arrested by LCSO for failing to appear for driving while license suspended, taking a motor vehicle without the owner’s permission and residential burglary.

May 6: Thomas J. Bakken, 34, Spokane, arrested by LCSO for driving while license suspended.

May 7: Miles A. Tareski, 54, Davenport, arrested by LCSO for driving under the influence.

José Aguilar Mandujano, 25, Pasco, Wash., arrested by LCSO for a physical control violation.

May 8: Jennifer R. Booth, 37, Davenport, arrested by LCSO for driving under the influence.

May 9: Corey A. Butler, 45, Airway Heights/Spokane, confined four months by the court for second-degree burglary, first-degree malicious mischief and first-degree theft.

From May 3 to 8, 14 inmates from outside Lincoln County were held in the county jail under contract with the Washington State Department of Correction, and one detained for Adams County.

Criminal Sentencings

Adam Bronson Cain, 31, pleaded guilty May 3 to third-degree theft and third-degree possession of stolen property. He was originally charged with two counts of third-degree possession of stolen property and two counts of second-degree trafficking in stolen property in connection with the taking of carpet tools and other items from a Reardan man’s garage in the 200 block of West Broadway Avenue in November of last year. His sentence includes 40 days in jail, with credit for time served, 12 months probation, restitution to be determined, $700 court costs and $450 public defender reimbursement.

Lindsey India Shovell, 34, Chattaroy, Wash., pleaded guilty May 3 to felony bail-jumping, a charge that was filed in February 2015 after she failed to appear in court for first-degree theft and second-degree burglary. Her sentence includes six months in jail (with three months electronic home monitoring and credit for time served offered), $800 court costs and $450 public defender reimbursement, and a prohibition against possessing firearms. The court dismissed related charges of first-degree theft and second-degree burglary involving the taking of a fifth-wheel camper, chain saws, an air compressor and several other items from a shed on property adjacent to SR 25 north of Davenport in April of last year. The camper was recovered in Whitman County a month later.

Charles Wayne “Chuck” Parks, Jr., 56, of Coulee City, pleaded guilty May 3 to possession of methamphetamine. In exchange for the plea, District Court charges of driving while license suspended and criminal trespass were dismissed. His sentence includes 28 days in jail (credit for time served), $900 court costs, $450 public defender reimbursement, 12 months probation, drug/alcohol evaluation and treatment, and a prohibition against possessing firearms. The case involved a March 2012 hitchhiking incident on U.S. 2 near Davenport.

Civil Judgments

The court on May 4 granted an unlawful detainer petition from Swen Bergman, of Newport, Wash., involving property at 406 West Main Street in Harrington occupied by Elizabeth Sainsbury, and awarded him unpaid rent of $1,500 plus $272.60 court costs.

Charles Douglas Potts, doing business as Banks Lake Pub in Wilbur, must pay $1,200.38 in workers compensation taxes to the Washington State Department of Labor and Industries.

Jesse Balm, doing business as The Tree Whisperer in Edwall, must pay $23,370.07 in workers compensation taxes to the Washington State Department of Labor and Industries.

The court on May 3 restored the right to possess firearms to Kristopher Alan Poitevin, 44, of Spokane.

New Criminal Case

Fabian Ray Stephens, Jr., 42, Moses Lake, is charged with possession of methamphetamine in connection with a Dec. 6, 2015, incident near U.S. Bureau of Land Management property adjacent to Lake Valley Loop Road near the Old Sprague Highway, where an apparently abandoned U-Haul van was discovered, along with an unconscious man nearby.

New Civil Cases

Land Air Investments LLC filed a complaint for quiet title for property in T27N, R35E, Sect. 30 (north of Redwine Canyon Road). Named respondents include Alfred W. Smith, Jr., Frances L. Smith, Robert H. Walker and Patricia R. Walker, all deceased; T & S Properties, Mr. and Mrs. Scott Gerald Walker, and Mr. and Mrs. Todd Robert Walker.

US Bank National Association seeks foreclosure on property at 40901 Miles Creston Road North, Davenport, alleging respondents Herman G. Fisher and Bernice M. Fisher have not made monthly payments on a 2003 promissory note since November 2011 and owe $75,222.97 plus interest.
