INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, May 9: Reardan emergency personnel assisted Spokane County authorities who discovered a vehicle off the roadway on Coulee Hite Road with the driver at the wheel.

A collision involving a vehicle and deer was reported on Bald Ridge Road northeast of Davenport.

Three deputies responded to a woman’s report that she heard someone upstairs opening cupboards at a residence on Mule Ranch Road. Upon arriving, they found the house secure.

A caller reported someone was spray-painting an overpass on Interstate 90 south of the Fishtrap exit near Miller Ranch Road. A responding officer described it as “a nice piece of artwork” and allowed the two individuals he encountered there to continue.

Eight arrests on charges involving methamphetamine took place in connection with a search warrant executed at a residence in the 900 block of Logan Street in Davenport. The warrant climaxed what deputies described as a lengthy investigation.

Two women were placed into custody after deputies responded to a domestic violence report in the 700 block of Morgan Street in Davenport.

Responding to a trespassing incident, a deputy also looked into concerns that several mobile home park units in Sprague may be targets for future burglaries.

Tuesday, May 10: County corrections deputies had their hands full with one jail inmate who expressed suicidal thoughts and another, who is pregnant, who suffered serious cramping.

Someone shot a water trough “full of holes” in a field between McMillan and Eagle Springs roads in the Apache Pass area.

Deputies investigated a report of a man acting suspiciously and allegedly causing confrontations involving property owners on Mill Canyon Road.

Wilbur Police responded to the 600 block of SW Division Street after getting a report that an unoccupied truck had rolled across the street and into a house, breaking a sliding glass door.

Wilbur Police assisted a woman who said a loose dog was trying to attack her in the 400 block of SE May Avenue.

Wednesday, May 11: A caller advised that a water tank valued at about $500 had been stolen from a field in the vicinity of Linstrum and Bluestem roads.

A Davenport man, responding to his dog’s barking, encountered someone messing with his car outside a residence in the vicinity of Third and Morgan streets.

Thursday, May 12: A boater stranded on Sprague Lake when the motor died made it to the other side of the lake due to wind, but requested help in getting the boat to shore. Another boater was able to give assistance to him.

Deputies dealt with two loose horses on Miles Creston Road and reports of shots being fired at the animals.

An ammonia odor was traced to the Crop Production Services plant in Almira.

Responding to a residence on Northridge Road, Davenport ambulance personnel transported a 90-year-old woman to Lincoln Hospital after she suffered a laceration to her head as a result of a fall.

People that appeared to be setting up camp at the Reardan Park gazebo were determined to be part of a bicycle group with permission to do so from the town’s mayor.

Friday, May 13: A caller was referred to a state Fish and Wildlife officer after reporting problems with a bobcat in the Deer Meadows area.

An Edwall property owner reported between $40,000 to $50,000 damage was done to a rental unit on Hanlon Road East.

Part of a load of decorative white gravel spilled onto U.S. 2 between Davenport and Reardan, closing the westbound lane for a time. The driver advised deputies that a vehicle in front of him had blown a tire and had been swerving all over the roadway at the time.

Wishing him to leave, a woman pushed a man out of a residence in the 500 block of West 2nd in Sprague, resulting in a broken door hinge. Alcohol was believed involved in the incident.

Deputies and emergency personnel from Reardan, Edwall and Davenport, converged on an Oregon Street residence in Edwall, where a man reportedly cut his wrists in an apparent suicide attempt.

Saturday, May 14: Deputies assisted a young Davenport woman who believed someone was stalking her after receiving text and Facebook messages she viewed as unwelcome.

Deputies were advised by Lincoln Hospital personnel that they had treated a woman who said she had been assaulted.

The top of a boat came off while being towed on SR 25 about eight miles north of Davenport and came to rest in the middle of the roadway.

Responding to the 300 block of South Fairway, Odessa Police and ambulance personnel transported a woman described as having made suicidal statements and having “a decreased level of consciousness” to the local hospital.

Sunday, May 15: A Davenport man reported about $20 worth of gas had been siphoned from a vehicle parked in the vicinity of Third and Morgan streets.

A Sprague Motel worker became concerned after a patron told him he had killed three cops. A responding deputy advised that he found “no known issues to worry about.”

A shopping cart was reported stolen from Davenport Family Foods.

Two residents of the 1300 block of Logan Street in Davenport were forced to evacuate after flames were observed inside an oven. Two responding deputies helped contain the fire to the oven.

Deputies responded to a report of a physical assault involving a man and his mother in the 500 block of West 2nd in Sprague.

Lincoln Hospital personnel treated two children who had suffered dog bites.

A woman was taken into custody after deputies responded to an alcohol-related domestic assault incident in the 400 block of SE Anne Street in Wilbur.

Criminal Sentencing

Philip Wayne Irwin, 24, Harrington, entered an Alford plea on May 10 to second-degree assault of a child (described as the intentional assault or reckless infliction of substantial bodily harm). He must complete 31 months in prison, 18 months probation, pay $800 court costs and restitution to be determined, have no firearms and, at his request, complete a drug/alcohol evaluation and recommended treatment. As a result of a plea agreement, the charge was amended from two counts of first-degree assault of a child and two counts of second-degree criminal mistreatment, filed in connection with incidents involving two minors from August 2014 to February 2015 while a Wilbur resident, the most recent resulting in a 3-month-old boy suffering a broken femur. A charge of possession of methamphetamine filed in connection with a November 2015 traffic stop in Davenport also was dismissed with the prosecuting attorney reserving the right to re-file if necessary. Two other charges of theft of a motor vehicle and residential burglary, filed earlier this month in connection with an April 30 incident in the 400 block of Tenth Street in Davenport, also were dismissed under the plea agreement.

Civil Judgment

Martin and Glinski (Gary B. and Sheila Martin and Myrtle C. Glinski), doing business as The Viking Drive-In in Sprague, must pay $2,007.47 to cover November and December 2015 tax obligations to the Washington State Department of Revenue.

John Mikel Lawson, 21, Davenport, is charged with two counts of delivery of a legend drug (chonidine hydrochloride) in connection with incidents on May 6 and 9 in Davenport.

Merlene Rose Guthrie, 61, Davenport, is charged with three counts of delivering methamphetamine, possession with intent to deliver a legend drug and unlawful use of a building for drug purposes in connection with incidents from May 3 to 9 in Davenport.
