INCIDENT LOG
Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.
Monday, June 13: A deputy provided traffic control after a motor home towing a boat became inoperative in the middle of Hawk Creek Road at Miles Creston Road.
A patrol vehicle was involved in a collision with a deer in the vicinity of Riffe and Garber roads.
Tuesday, June 14: A caller requested help after she put a dog that appeared to be suffering seizures inside a room in her Davenport area residence. A local veterinarian was subsequently contacted.
A man told dispatchers that rocks from the back of a commercial dump truck fell on his vehicle while both were traveling south on SR 25 about 19 miles north of Davenport.
A caller reported that a cat had been trapped in the 1100 block of Main Street in Davenport, forcing its owner to retrieve both the feline and the trap.
A Harrington caller reported her email and cell phone accounts had been compromised and more than $500 in fraudulent charges made.
Wednesday, June 15: A Creston woman reported receiving a fraudulent message from the IRS that informed her she was the object of a lawsuit.
A caller reported hearing people “screaming and yelling” at each other outside the Davenport bakery, but a responding deputy was unable to find any indication of that.
A Sprague caller reported a break-in had occurred at a shop building adjacent to Sprague Highway Road East.
A caller found a security gate broken on property adjacent to Stotting Trail East in the Seven Bays area.
A driver fell asleep and her vehicle went off U.S. 2 at the east end of Reardan, winding up in a sheep pen about 20 feet from the roadway.
Responding to the Davenport Motel, Davenport ambulance personnel assisted a 47-year-old man with a possible heart problem, transporting him to Lincoln Hospital.
Wilbur Police investigated the theft of medication from a residence in the 300 block of SE Trinity.
National Park Service personnel assisted a boat that broke down and was drifting on the water near Keller Ferry.
Thursday, June 16: A caller observed a man urinating outside his vehicle on Interstate 90 at the Sprague on-ramp.
Responding to a report of two suspicious men seen outside a home in the 100 block of South 2nd Street in Almira, deputies placed one in custody for driving under the influence.
A caller told dispatchers that she had narrowly escaped what could have been a two-vehicle collision at the intersection of U.S. 2 and Waukon Road east of Reardan.
A caller expressed concern about a fence that had been placed on a school bus turnaround area on Sprague Lake Resort Road.
Friday, June 17: Several cats have been reported missing from the vicinity of Park and Eleventh streets in Davenport.
Debris was reported in the roadway on SR 25 between 10 and 11 miles north of Davenport.
The driver of a vehicle clocked at excessive and varying speeds on U.S. 2 in the vicinity of Oehlwein Road east of Davenport turned out to be suffering from low blood sugar, a condition that improved after he ate something.
A woman told dispatchers she had been assaulted while at the Seven Bays pool.
Emergency personnel went into action after dispatchers took a report of a body on a beach near Keller Ferry. The individual was alive and may have had a possible drug overdose.
Reardan firefighters battled a structure fire at a residence on Farwell Road East.
Wilbur Police advised a man they found urinating on a dumpster outside the local Mini-Mart not to do that in public. The man said that a bathroom was broken and he “had to go.”
Wilbur Police investigated a woman’s report that someone had been following her throughout the town in a silver van.
Odessa Police arrested a man for assault after responding to a reported fistfight between two men outside the local post office.
Saturday, June 18: A Davenport ambulance was sent to a Northridge Road residence to assist a woman with a possible heart condition.
In separate and unrelated incidents, deputies and a mental health professional responded to a residence on Mielke Road south of Davenport and another near the Davenport Safeway to assist two men.
Sunday, June 19: A boater on Lake Roosevelt in the Sand Flats area phoned in his concern about shots being fired and bullets hitting the water and trees on shore.
A strong ammonia odor was reported from Crop Production Services on Twelfth Street in Davenport.
Deputies tracked a vehicle believed driven by a “possible stalker” in the vicinity of Moos and Appel roads in the Edwall area.

June 14: Myles A. Jackmanthey, 31, Spokane, arrested by Lincoln County Sheriff’s Office (LCSO) for failing to appear for disorderly conduct.
Eric W. Lyghts, 33, Spokane, arrested by LCSO for driving while license suspended.
Dustin L. McCauley, 29, Milton-Freewater, Ore., arrested by Washington State Patrol (WSP) for failing to appear for driving under the influence and three counts of driving while license suspended.
June 16: Angelique M. Harlan, 41, Sprague, arrested by LCSO on a bench warrant for charges involving narcotics and failing to appear for first-degree negligent driving.
Charlotte D. Albert, 50, Moses Lake, arrested by WSP for driving under the influence.

June 20: Gloria B. Endress, 24, Deer Park, Wash., arrested by LCSO for driving under the influence.
From June 14 to 20, eight inmates were held in the county jail under contract with the Washington State Department of Corrections.

Criminal Sentencings
Jay Patrick Morgan, 59, formerly of Sprague and now of Spokane, entered an Alford plea (accepted as guilty) June 14 to second-degree assault after reaching a plea agreement with the prosecuting attorney. The matter started as a second-degree assault case when originally filed in March, but was upgraded as a result of further investigation to first-degree attempted premeditated murder (or, in the alternative, first-degree assault). His sentence includes three months in jail (with time served credited), evaluations for drug and alcohol abuse, as well as an anger management program, $800 court costs plus an undetermined restitution, 12 months probation and compliance with a 10-year no-contact order protecting the victim, a 41-year-old woman who suffered a broken collarbone and fractures to facial bones after being struck with a shovel and punched on March 16. Morgan’s public defender, David Hearrean, received court approval to spend up to $2,000 for private investigator services to help defend the murder charge on May 10, about a month before prosecutors filed an amendment subsequent to the plea agreement.
Jessica Ferne Stonehouse, 25, of Davenport, pleaded guilty June 14 to possession of methamphetamine (amended as a result of a plea agreement from conspiracy to possess methamphetamine with intent to deliver). Her sentence includes six months in jail with credit given for time served, $800 court costs plus $350 attorney reimbursement, 12 months probation and a prohibition against possessing firearms. The charge involves incidents between May 3 and 9 in Davenport.
Civil Judgment
Michael W. and Sherri L. Frederick, doing business as Chiefs Bar and Grill in Odessa, must pay $5,242 in tax obligations for September, November and December of last year to the Washington State Department of Revenue.
New Criminal Case
Dale James Burke, 21, Davenport, is charged with two counts of possession of methamphetamine in connection with incidents on Feb. 24 at a residence on Twelfth Street in Davenport and a traffic stop near Morgan and Ninth streets, during which drug-related items were discovered and a blood draw was completed at Lincoln Hospital.
New Civil Cases
In a matter involving two minor children, Julia Ann Eleazer, of Davenport, seeks a domestic violence protection order against Levi Jordan Eleazer. A hearing is scheduled on June 28.
Having completed a Whitman County Superior Court disposition, Justin Lawrence Knott, 27, Sprague, filed a request to have his rights concerning firearms restored.
