INCIDENT LOG
Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.
Monday, Aug. 1: Almira EMTs and Wilbur ambulance personnel assisted a 1-year-old girl who suffered cuts to her head after hitting it against an air conditioner.
Responding to the local post office, Harrington ambulance personnel transported a man who may have suffered a stroke.
An individual was placed into custody after Undersheriff Kelly Watkins told dispatchers that a vehicle almost ran him off SR 23 near Sprague.
LifeFlight aerial ambulance assisted local emergency personnel responding to a one-vehicle rollover on SR 28 near Deking Road south of Davenport that left three of four teenage occupants with injuries that required treatment at Lincoln Hospital and a Spokane medical facility. One suffered what deputies described as a deep head laceration.
An 80-year-old woman experiencing breathing problems in the Deer Meadows area was attended to by personnel from LifeFlight.
Odessa Police investigated the theft of almost $1,900 worth of medications and supplies from the local hospital.
Tuesday, Aug. 2: Concerned about the potential fire danger, a caller observed a semi-truck driver flick a cigarette butt out his window while traveling on SR 21.
A deputy encountered four juveniles in the Wilbur Park after hours.
A caller reported one of his car windows broke as a result of a rock thrown by another vehicle that passed him at a high rate of speed while traveling west through the U.S. 2 construction zone between Davenport and Reardan.
A caller expressed concern about logs that appeared loose on a truck traveling through Davenport on U.S. 2 (Morgan Street). A responding deputy determined the load was secure.
Firefighters from Sprague and the state Department of Natural Resources responded to a fire near Fishtrap Road and the railroad tracks that eventually charred between 5 and 7 acres. Initial reports suggested that the fire could have been caused by people shooting “some type of explosive.” Air support also was called in.
A caller reported that a semi-truck was hauling what appeared to be loose round bales of hay on SR 28 about 3 miles north of Harrington. A responding deputy advised the occupants to make sure their load was secure.
A Harrington caller reported someone driving slow throughout the community appeared to be casing houses.
Loose tin blew from one property onto another in the vicinity of Wild Turkey Lane north of Creston.
Deputies weren’t able to locate a man who reportedly was lying on the ground behind the Reardan US Bank branch.
A caller expressed concern that a motor home that overheated while traveling on SR 25 about 4 miles north of Davenport was parked too close to an adjacent wheat field, posing a potential fire hazard.
Wednesday, Aug. 3: A deputy worked two city code violations involving vehicles in the 700 block of Washington Street in Davenport.
Deputies investigated a possible sexual offense.
Deputies and Wilbur Police arrested a man on suspicion of illegally delivering a controlled substance after the discovery of a Davenport woman’s body inside a Wilbur motel room.
A caller reported that a man was attempting to open doors to residences in the vicinity of Washington and Hall streets in Edwall.
Thursday, Aug. 4: A caller reported several black cars with racing emblems were speeding while traveling west from Creston on U.S. 2.
Wilbur Police stopped a semi-truck with a driver’s side wheel that appeared to be sparking or on fire while traveling on U.S. 2 west of town.
Deputies checked out reports of disputes between neighbors over a driveway on Ivy Way in the Sterling Valley area.
A Mill Canyon resident shared concerns about someone burning trash without a supply of running water.
Dispatchers learned about a man who camped for at least three days, sleeping under a tarp near the Lake Roosevelt sign at the intersection of SR 25 and U.S. 2 in Davenport.
A caller reported seeing someone in the alley behind the 900 block of Main Street in Davenport staring into residents’ windows.
Reardan Police collected 26 marijuana plants and 35 clones from a residence in the 100 block of Broadway Avenue.
National Park Service personnel dealt with a naked man sitting in a chair on a side beach near the Spring Canyon campground.
Friday, Aug. 5: A woman reported a cell phone had been locked by someone pretending to be the FBI with a popup demanding a $500 Wal-Mart gift card be mailed to get the device working again.
Dispatchers took a report that a burning pair of underwear had caused a fire that burned a spot 12 inches in diameter along U.S. 2 between Davenport and Reardan.
Harrington ambulance personnel assisted a 65-year-old woman who had fallen in her front yard.
County jail staff dealt with inmates who violated the rules by smuggling food into their cells and another who had to be moved after getting into “constant arguments” with other inmates.
Despite expressed concerns, a deputy determined that a yard sale in the 800 block of West 1st Street in Sprague had no stolen items.
A couple of Wilbur area residents shared concerns about a man and woman who said they needed gas even though they had what appeared to be a brand new air compressor and an ATV in the back of their truck.
Burlington Northern Santa Fe personnel requested local law enforcement assistance with two to three individuals riding a train traveling through the east county to Spokane.
Someone took a pair of shears and shredded a garden swing cover at a residence in the 800 block of Merriam Street in Davenport. A patio table umbrella was tossed into a neighbor’s yard and a cart with flowers was tipped over as well. Damage was estimated at $200.
A vehicle went into an embankment on Hume Road between Miles Creston Road and SR 25. Davenport ambulance personnel were alerted to possible injuries.
A Davenport woman told dispatchers she lost her purse and about $200 inside in the 700 block of Washington Street.
A resident of Wild Turkey Lane near Creston reported the theft of a lawnmower.
A Harrington woman phoned in her concerns about a bonfire on property adjacent to Third Street.
The transmission went out of a pickup truck hauling a trailer on SR 174 at Bagdad Road, blocking traffic for a brief time while a search for a towing unit that could handle the situation was launched.
A collision involving a vehicle and a coyote on U.S. 2 at the Spokane County line left the vehicle with a broken radiator.
Saturday, Aug. 6: A caller advised he saw traffic at a closed campground above the Seven Bays Marina.
Damage was reported to a fence along Creston Butte Road just south of Chipsite Road.
A deputy joined Odessa Police to respond to a report of a verbal dispute between two apparently intoxicated individuals sharing a residence in the 400 block of East 3rd Avenue in Odessa.
A deputy assisted National Park Service personnel with a woman found floating, but not breathing, in the water near the Porcupine Bay boat launch. Her alertness and breathing were restored and an ambulance was deemed unneeded.
Wilbur Police dealt with an apparently intoxicated man who walked in and out of traffic on Main Street.
A Reardan woman told local police she had received several sexually harassing text messages.
National Park Service personnel handled a boating under the influence incident on Lake Roosevelt at Spring Canyon. Three men and a woman on a ski boat were described as “highly intoxicated.” When the woman jumped into the water, she required assistance to get back into the boat.
A vehicle pulling a trailer hit a tree and almost struck a parked car in the Fort Spokane campground.
Sunday, Aug. 7: Sporadic power outages were experienced during the week in the sheriff’s communications center.
Railroad crossing arms on SR 231 just north of U.S. 2 were reported locked in the down position.
Odessa firefighters handled a small brush fire along SR 28 that involved railroad ties. Elsewhere, firefighters from Davenport, Egypt and Seven Bays joined forces against a lightning-caused blaze just west of Moccasin Bay near Carp Lake.
A Sprague man expressed concern that an unleashed Australian shepherd dog was continually in his yard in the 400 block of Fairweather Street. A responding deputy received assurances from the dog’s owner that it would be kept in its own yard. The deputy returned to the neighborhood to check out a subsequent report that someone had fired a BB gun at another individual standing on a porch, missing him but striking his house.
Deputies handled a couple of calls about a bull observed walking in the roadway in the Welch Creek area north of Creston.
A pickup truck pulling a boat clipped a few mailboxes in the 900 block of Ross Street in Davenport.
A man suffered a possible seizure and was taken first to Odessa Memorial Hospital and then to Sacred Heart Medical Center in Spokane after deputies responded to a report that a brick had been thrown at a woman and threats made to kill her, possibly with knives, originating from the 400 block of East 1st Avenue in Odessa.
Residents on North Second in Harrington phoned in concerns about two men shooting BB or pellet guns at a target on a power pole. A responding deputy convinced them to take down the target.
Odessa Police responded to a report of harassment from a man engaged in a construction job in the vicinity of 4th Street and 2nd Avenue.

Criminal Sentencing
Charles Edward Pearson, 52, of Spokane and/or Cheney, entered an Alford plea (admitting sufficient evidence for a conviction) to an amended charge of second-degree theft in connection with the taking of more than $5,000 worth of copper conduit, hardware and wire from a building owned by American Tower Corp. on Macabee Road near Sprague between March 1 and May 8, 2015. The original charges of second-degree burglary, first-degree theft and first-degree malicious mischief were amended as a result of plea negotiations with prosecutors. He must serve 17 months in prison (with credit for time already served) and pay $800 in court assessments.
Civil Judgment
The court on Aug. 2 awarded petitioner Discover Bank $3,105.67 from Christine Anderson Kueter, of Davenport, in a matter involving unpaid credit card debt.
New Criminal Cases
Jason Dewayne Tilson, 29, Almira, is charged with felony harassment, fourth-degree assault (domestic violence), permitted by the court on Aug. 2 to be amended to second-degree assault, and, also permitted by the court, an additional charge of unlawful possession of a firearm. The charges follow a July 28 incident in Almira during which a 24-year-old Deer Park woman’s life was allegedly threatened. The court has prohibited the defendant’s use of alcohol, marijuana and non-prescribed drugs and also ordered he have no contact with the alleged victim.
Lisa Ann Wilson, 54, Davenport, is charged with possession of methamphetamine and oxycontin as a result of law enforcement response to a March 26 medical emergency at a residence in the 1000 block of Thirteenth Street in Davenport.
Gregory Allen Mills, 54, most recently staying in Wilbur, is charged with illegally delivering morphine to a woman who was found dead inside a Wilbur motel room on Aug. 3.
New Civil Case
Cit Bank seeks foreclosure to provide payment of $157,732.88 owing on a June 2008 $300,240 loan for property at 35100 SR 2 East, Davenport, plus interest (bringing the total sought to $197,973.86 as of Aug. 12) from respondents Michael Weishaar and the Warren Weishaar Estate.
