Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Aug. 29: Tools were taken from a job site trailer in the Spring Canyon area.

In the 700 block of Eighth Street, a dog bit an elderly Davenport woman on the leg, breaking the skin.

Deputies investigated possible drug activity and trespassing in the 1300 block of Logan Street in Davenport.

Emergency personnel were called to the 500 block of South Aspen in Reardan to assist with a home childbirth that developed complications.

A man observed stumbling down U.S. 2 and going into traffic near the weigh scales west of Reardan turned out to be someone reported missing from a Spokane Valley group home.

Deputies checked out a report of possible harassment in the Hawk Creek Ranch area.

Damage was reported at the sheriff’s office storage shed.

Wilbur Police took a call from a woman concerned about personal information her mother had given out over the phone to a possible scam.

A plume of smoke originated from a controlled burn west of Odessa.

Tuesday, Aug. 30: A deputy checked out reports of reckless driving on Wollweber Road near Edwall.

A collision involving a vehicle and deer was reported on SR 231 north of Reardan.

A Davenport man reported tools were taken from property in the 200 block of Eighth Street.

A teenage girl rejected a court’s instruction to live with her mother and was placed under the supervision of the county Juvenile Department.

About 150 feet of fence and a gate were taken out by a collision in the vicinity of Cottonwood Creek and Rambo roads near Davenport.

Wilbur and Creston firefighters were summoned for a field fire near Hanson Harbor and Krause roads that eventually was extinguished by rain.

A 300-pound white pig was reported walking down Hume Road between Miles Creston Road and SR 25.

A deputy searched Sprague in an unsuccessful attempt to locate a man whose girlfriend described as suicidal.

Wednesday, Aug. 31: After being charged by an aggressive pit bull dog while walking on Sterling Valley Road near the campground, a man decided to shoot the animal and later apologized to its owner for having had to do so.

LifeFlight aerial ambulance was utilized for a Wilbur man who was described by local ambulance personnel as unresponsive.

Calling from the 900 block of Main Street, a Davenport man reported his cat has a wound consistent with a pellet gun.

A Sprague caller notified dispatchers that someone has been shooting at dogs in the 600 block of West 3rd.

Odessa Police intervened in a dispute involving a 37-year-old man and a 16-year-old boy in the 400 block of East 1st Avenue that apparently resulted in a broken window.

Reardan Police became involved with a juvenile problem after the boy involved refused to live with his father in compliance with a judge’s decision.

Thursday, Sept. 1: A Harrington woman reported receiving IRS scam calls.

A caller reported someone appears to be trying to break into locked storage units in the 500 block of First Street in Davenport.

A man walking barefoot on public property in the vicinity of Peterson Mende Road told a deputy that he was on a “spiritual walk.”

A Redwine Canyon Road resident reported a possible cougar poaching after seeing a Jeep leave the property with an animal on it and finding blood on some rocks.

A small dog was attacked by a pit bull in the 200 block of South Alder in Odessa.

Odessa Police took charge of an unruly passenger from an Amtrak train that stopped near Marjorie and South 1st Street. The man received a courtesy ride to Ephrata.

National Park Service personnel assisted occupants of a disabled boat in the Spring Canyon/Plum Point area.

Friday, Sept. 2: After a caller reported the taking of six rifles and two recreational vehicles from property adjacent to Hume Road East north of Davenport, a responding deputy determined a landlord-tenant issue was involved.

A leak was spotted on a fuel truck traveling on Miles Creston Road between Bachelor Flats and Copenhaver roads. Firefighters from Lincoln and Creston took the call.

After his release from the hospital to a residence in Wilbur, deputies and local police were asked to check on the condition of a diabetic man whose foot had been amputated as a result of an infection.

A Sprague woman expressed concern about an increase in shooting near the 500 block of West 4th.

A collision involving a mini-van and deer took place on U.S. 2 about seven miles east of Davenport.

Saturday, Sept. 3: Harrington and Sprague firefighters responded to a shop fire on property adjacent to Oestreich Road North.

Davenport firefighters extinguished a hot spot fire along a beach adjacent to Cayuse Cove Loop Road.

Creston firefighters were alerted to what looked like smoke in the Halverson Canyon area that turned out to be dust.

A narcotics arrest climaxed deputies’ response to a report of a recklessly driven vehicle that almost caused a head-on collision on U.S. 2 near Rocklyn Road.

A Miles Creston Road resident advised that a burglary had occurred, leaving behind broken windows and items thrown all over the home and shop building.

A caller shared concern about two Polaris ATVs driving fast and recklessly on Mountview Road and to Lincoln.

National Park Service personnel persuaded beach campers at Wednesday Bay (in the Seven Bays area) to extinguish a campfire.

Sunday, Sept. 4: With LifeFlight on standby, Sprague emergency personnel assisted a woman who believed she was experiencing a heart attack.

A caller observed a bow hunter trespassing on property adjacent to Highline Road about three miles north of Coffeepot Road.

A caller told dispatchers he was using a garden hose to fight a fire in the ceiling of a residence on Miles Road north of Davenport. A tanker supplied by the local McGregor outlet was of assistance.

Responding to a report of gunshots on property adjacent to Downs Road, a deputy kicked up a hornet nest, was stung at least twice and suffered a swollen thumb.

Emergency and mental health personnel responded to a Reardan juvenile believed to have been contemplating suicide.

Monday, Sept. 5: Davenport ambulance assisted a 73-year-old woman who had broken an arm in a fall.

A man informed dispatchers that his vehicle had been tampered with while parked in the U.S. 2 Telford rest area while he hiked.

Deputies placed a woman in custody after responding to a possible domestic assault situation at a Seven Bays residence.

An Almira driver swerved to avoid a deer and wound up in a ditch on U.S. 2 near Sheffels Road.

Odessa Police were informed of a dispute between neighbors in the 200 block of South 4th Street.

National Park Service personnel investigated the theft of a 3-horsepower boat motor valued at about $500 from the Keller Ferry Marina.

Tuesday, Sept. 6: A man in the Lincoln Hospital parking lot told an 18-year-old girl he was looking for a coat, prompting a call to dispatchers from her father.

A caller expressed concern about a county Public Works truck that “dumped water all over the place” on U.S. 2 west of Wilbur. Water was being pulled from the local pool and placed onto county roads. Law enforcement obtained a promise that Public Works crews would try to mitigate spillage.

A Creston man reported the theft of two Hillary Clinton political signs from his front yard on Watson Street.

A Bagdad Road property owner said someone “messed with” a parked tractor and that about 200 gallons of fuel valued at about $550 had been taken as well.

A caller said he had been “accosted” while traveling on a road that cuts through private property in the Baldridge area.

Water was reported to be gushing up at the Spring Canyon campground, resulting in minor flooding.

Wednesday, Sept. 7: Creston ambulance personnel assisted a 90-year-old man suffering a possible heart attack.

Responding to a caller’s request for a welfare check on a woman in Harrington, a deputy observed a window open at the residence, but no one inside, subsequently learning from a neighbor that she left three days before in a van and hadn’t been seen since by neighbors in the 200 block of West Willis.

Deputies arrested a man after responding to a report of an assault originating in the 300 block of South Colfax in Sprague.

In the Lincoln Hospital parking lot, a deputy caught up with a driver who had his head down in his chest while traveling west on U.S. 2 into Davenport, prompting a caller to share concern with dispatchers that he may be having a medical problem. It turned out that the man was looking at paperwork while driving.

Wilbur Police investigated the theft of two weed eaters, a hedge trimmer, two cans of gas and another of diesel at the local cemetery. Damage also was reported to a door and frame there. Elsewhere, four pumps were reported stolen from Helena Chemical.

Someone entered an Odessa woman’s residence in the 200 block of East 3rd Avenue and walked around, leaving only when he/she heard someone inside.

Thursday, Sept. 8: An Odessa caller reported a scam involving DISH Network, becoming suspicious when asked during a phone call for his credit card information.

A Davenport man reported problems with a tenant he had evicted who returned, allegedly broke locks and entered the house in the 500 block of Ninth Street.

A man was taken into custody at Pioneer Plaza in Davenport for allegedly trying to sell stolen batteries. The following day, a resident of the 200 block of Morgan Street reported his battery had been stolen.

An employee at the Wonder Mart in Wilbur inadvertently set off the holdup panic alarm while changing batteries in the alarm.

Two vehicles collided on Interstate 90 near Sprague. One came to rest on its roof. Oil was spilled onto the roadway. Sprague firefighters and emergency personnel responded.

National Park Service personnel responded to two large beach fires on Lake Roosevelt off Jump Canyon Road west of Sterling Point.

Friday, Sept. 9: Spray-painted graffiti was found under a bridge at Third and Merriam streets in Davenport.

An Almira woman mistakenly received sensitive videos concerning incidents of inappropriate touching that were intended for a Child Protective Services employee.

A caller reported a stray dog and several dead chickens on property adjacent to Gibson Road near Davenport. In what may have been a related incident the next day, a dog appeared to have two or three gunshot wounds.

A man was arrested for domestic assault after deputies responded to a report of an incident in the 1000 block of Main Street in Davenport.

Saturday, Sept. 10: A caller reported a box from a tarped trailer behind a motor home struck a vehicle while both were traveling on U.S. 2 near SR 231 west of Reardan.

A Sprague woman acknowledged giving personal and credit card information to someone she subsequently believed is part of a phone and computer scam.

A Wilbur motel clerk became suspicious after renting a room to a man who turned out to have escaped from community custody. The man was transported to Spokane by the state Department of Corrections.

Wilbur ambulance personnel assisted two teenagers hurt in a one-vehicle rollover collision blamed on traveling too fast on Bergau Road south of town.

A hitchhiker attempted to stop traffic at Twelfth and Morgan streets in Davenport (SR 28 and U.S. 2).

Someone took things from a refrigerator in a yard in the 200 block of NW Anderson in Creston.

The loud music people heard in the area of Marshall Street in Davenport originated from a wedding.

Sunday, Sept. 11: After rolling her vehicle near Sprague, a driver explained she had looked down for water and, while looking up again, overcorrected.

No one was reported hurt as a result of a collision on SR 231 about a quarter mile north of Devils Gap Road north of Reardan.

County corrections officers had to break up a fistfight between two inmates in the jail. One of the men suffered a cut lip; the other faces an assault charge.

Someone put feces all over the restroom walls at Davenport’s Pioneer Plaza.

A Wilbur man suffered a broken finger and nose after being punched in the face in the 500 block of NW Armstrong.

A collision between a vehicle and deer on SR 174 near Bagdad Road left the vehicle with broken headlights.

A caller reported a pump was shooting out gas at Colville’s, Inc., in Reardan.

Aug. 30: Bud T. Welliver, 27, Spokane, arrested by Lincoln County Sheriff’s Office (LCSO) for taking a motor vehicle without permission and second-degree possession of stolen property.

Criminal Sentencings

Nicholas Dan Henderson, 34, Davenport, pleaded guilty Aug. 30 to third-degree theft in connection with the April 27 taking of a man’s wallet containing cash and identification cards from inside Rickey Corner Mart in Davenport. The discarded wallet was later found in a dumpster behind the Safeway store. Through plea negotiations, prosecutors withdrew a charge of second-degree theft (access device). His sentence includes 40 days jail (credited as served), $99 restitution, $700 court costs and $400 attorney reimbursement.

Roger Lee Page, 56, Davenport, pleaded guilty Aug. 30 to residential burglary and second-degree malicious mischief in connection with a July 17, 2015, incident involving the taking of about $5,390 worth of electronic, construction and camping equipment, a generator and other items, and about $1,100 damage to the front door of a cabin on Johns Rocky Way. After plea negotiations, prosecutors withdrew charges of first-degree theft and first-degree possession of stolen property. His sentence includes 90 days jail, $1,565 restitution, $1,096.20 court assessments, $400 attorney reimbursement, 6 to 12 months probation and a prohibition against possessing firearms. He also is allowed to travel Johns Rocky Way adjoining the victim’s property to get to and from his residence, but not stop or slow down outside the victim’s property.

Civil Judgments

The court on Aug. 24 awarded the petitioner, Numerica Credit Union, of Spokane Valley, a $38,598.10 default judgment against Peter J. and Cheryl L. Hilzendeger, formerly of Sprague and now living in Ritzville. The matter concerned debt remaining on a $61,308.08 promissory note after the petitioner received partial payment as a result of repossessing a motor home used as collateral.

C&M Builders LLC, of Davenport, must pay $3,550.63 in taxes owed for the first quarter of 2016 to the Washington State Department of Revenue.

Jesse Baum, doing business as The Tree Whisperer in Edwall, must pay $3,438.90 in unpaid taxes to the Washington State Department of Labor and Industries.

New Criminal Cases

Kelly Ryan Pullen, 29, is charged with attempting to elude a police vehicle, possessing a stolen vehicle and reckless endangerment in connection with an Aug. 22 incident that included a high-speed pursuit on U.S. 2 from Davenport through Reardan and Airway Heights that ended with a collision in the city of Spokane. The vehicle involved was reported stolen from Yakima. He is being held on $20,000 bond.

Kurtis Allen Klingenberg, 18, Grand Coulee, is charged with two counts of forgery, along with second-degree possession of stolen property and second-degree theft after a stolen bank check for $4,500 was cashed at the Coulee Dam Credit Union branch in Coulee Dam on Aug. 24 and an attempt to cash a similar check took place at the Creston branch later that day. He had been previously charged with two counts each of second-degree burglary and second-degree malicious mischief in connection with an Aug. 12 incident that resulted in about $1,500 damage to doors on two storage units adjacent to SR 174 in Grand Coulee.

New Civil Case

Federal National Mortgage seeks foreclosure on property at 345 North Aspen Street in Reardan to cover the $49,326.47 debt remaining on a $73,800 promissory note from 1997, for which no payments had been received since Aug. 1, 2013. Respondents are Tamela J. French and the Lincoln County Noxious Weed Control Board and the Town of Reardan, both having liens on the property.
