Harrington – The Harrington Historic Preservation Commission, an arm of the city government, met Saturday, Jan. 23 at 9 a.m. at Harrington City Hall. Elections were held: Dianne Sanchez, chair; Heather Slack, co-chair; and Karen Allen, recorder. Meetings will be held on Apr. 24, Aug. 21 and Nov. 6 in 2021. Discussions were held about the facades of City Hall and Memorial Hall and about cleanup of the upstairs portion of City Hall. The Commission will search for grant opportunities for improvement or restoration of these facades. The long time project of moving the entrance pillars at the north and south entrances to Harrington on the old North Central road continues to be a discussion item.

Harrington Opera House Society

At the Harrington Opera House, activity was taking place in much of the building. Work began not long after the Society voted on Jan. 4 to authorize the project for the stairway railing to the auditorium and a separate project for the creation of a new set of stairs behind the rummage area leading down to the basement. Reports are that the new handrail is up. Work has also begun on moving the electrical connections that would interfere with placement of the new staircase. Completion of the stairs will provide access to much needed basement storage space for rummage sale items. New ways of presenting the rummage sales while COVID restrictions prevail are under discussion.

City Hall

With city council meetings being held via conference calls and Zoom for nearly the past year, it has become more difficult to gather all of the facts at the time that events occur. Some information given to council members by email or in person may not be mentioned in the council meetings.

Thus, belated news includes: Charles Kruger was hired as a Public Works employee on March 13, 2020 and Jay Gossett was hired on as Code Enforcement Officer on July 8, 2020, both appointed by the Mayor.

Ordinance #502 "An Ordinance Amending Ordinance Number 319. Whereas, it is the best interest of the citizens of the Town of Harrington to amend Ordinance Number 319 an ordinance controlling zoning and land uses within the Town of Harrington as set out here. Now Therefore Be It Ordained by the Town Council of the Town of Harrington, Lincoln County, Washington, As Follows, To Wit: Sections: Section 1. Amendment of Ordinance Number 319, Section 4(F)(d). Section 4(F)(d) of Ordinance 319 currently provides as follows: F. The following uses are prohibited in the R-1 Zone: d. Keeping of animals, livestock or poultry, except household pets for the personal enjoyment of the occupants. Section 4(F)(d) of Ordinance 319 Is Hereby Amended To Provide As Follows: Section 4(F)(d). F. The following uses are prohibited in the R-1 Zone: d. Keeping of animals, livestock or poultry including roosters, except the following uses which shall be a permitted use and therefore allowed without a conditional use permit; 1. household pets for the personal enjoyment of its occupants, and; 2. a maximum of six (6) chickens are permitted for each stand-alone single-family residence so long as all chickens are confined on the residential property by the owner(s)... The attached ordinance summary is hereby approved, and the City Clerk is directed to publish the same in the Town's official newspaper pursuant to REC 35A.12.160.
