Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

March 14

Traffic stops: 16

Stevens County reported a 911 call from a 509-220 number that disconnected. On callback, a female on the other line asked what time it was and if she could speak freely. She said there was no emergency.

Trespassing was reported.

A Sprague woman reported a man pounding on a door after his girlfriend locked him out.

An Edwall woman requested a welfare check on her husband, whom she said was not responding to her calls.

March 15

Traffic stops: 17

A code violation was reported by Reardan Police on the 100 block of South Cedar Street.

A yellow Sunshine truck eastbound from milepost 256 was reported with garbage blowing out of its back.

Child Protective Services requested assistance when making contact with a mother.

A man came into the sheriff’s office lobby saying he was locked inside a building, got out but left the building unlocked and wasn’t sure who to contact that might have a key.

A Lincoln woman reported a broken down vehicle about a mile east of Creston.

March 16

Traffic stops: 8

A Snoqualmie woman requested a welfare check on her mother residing in Lincoln County. She said her calls to her mother were going straight to voicemail all weekend.

The manager for Hawk Creek Resort said he’s been having problems with Dean Excavation regarding stealing rock from their gravel pit.

Illegal ATV use was reported.

A one-vehicle rollover collision was reported.

A Davenport man reported a man sitting in the ditch for over 90 minutes at Bluestem Road and Highway 28.

A Spokane woman reported that her vehicle was stolen.

A Davenport woman reported a dead deer in the westbound lane on Highway 2 just east of Virgil.

Spokane Tribal Police in Wellpinit said they were contacted by a woman who was driving home with her kids in the car when a man on Little Falls Road tried to get her to stop, which she didn’t do.

March 17

Traffic stops: 11

A vehicle reportedly hit a guard rail at an undisclosed location.

A suspicious person walking west on Highway 2 at milepost 254 was reported to be walking straight into traffic multiple times, almost causing collisions.

A caller said an old man who used to be the trailer park manager was continuously circling his residence. He said it wasn’t the first time he’d called this in.

A caller at an undisclosed location said her neighbor’s dog was locked inside a trailer for at least 24 hours and said she could hear the dog crying and whining since that morning.

A Lincoln woman reported an ongoing problem of people shooting across Old Moore Lane and riding quads in the area.

A Creston man said power or phone lines were hanging all the way down to the ground and almost touching the fence about 1.2 miles down Schuster Road from the intersection of Seven Springs Road.

An Elk woman said she saw a woman laying on the ground being dragged by the back of her hair by a man as she was heading south on Hawk Creek Road where the gravel and the pavement meet.

A Davenport woman said someone sprayed her son’s work van with black spray paint.

A Davenport man said his son found a syringe in their yard on the 100 block of Main Street.

An Edwall woman said a suspicious charcoal gray Dodge Durango with tinted windows was driving up and down Drumheller Road.

A Davenport man reported four vehicles parked on a closed, primitive road between Tanner Road and Old Kucks road. He said cars are going in and out, driving fast and returning multiple times over the last few weeks.

A Davenport man reported a possible DUI situation heading south toward Edwall.

A possible heart attack was reported at the Davenport Motel.

March 18

Traffic stops: 7

A Davenport woman said her cousin, who lives in Edwall, kicked out a 38-year-old man from her residence, but he was outside her residence refusing to leave the area. The cousin was outside hiding in her garage and asked the Davenport woman to call law enforcement.

An Elmer City woman reported a semitruck with lane travel issues on Highway 2.

A woman requested a welfare check on her mother living in Davenport. She said her mother hung up the phone on her after she said she wasn’t feeling well.

March 19

An Odessa man reported a stolen vehicle.

A Creston man reported a broken-down van.

Theft was reported.

A Reardan woman reported a broken down Mazda on the side of the roadway on Waukon Road south of Highway 2 near the first set of houses. The driver told the woman he was having issues with a broken jack, and the woman didn’t feel comfortable helping him since she didn’t know him.

March 17

Robert Gerald Capshaw, 41, Grand Coulee. Arrested by the Lincoln County Sheriff’s Office (LCSO) on charges of residential burglary and second-degree theft.

William Robert Seiler, 35, Coulee City. Arrested by LCSO on charges of third-degree driving with license suspended or revoked and an ignition interlock violation.

March 18

Quintin James Wright, 22, Reardan. Arrested by the Reardan Police Department on charges of cyberstalking, second-degree burglary/domestic violence and resisting arrest.

March 19

Alen Ray Sather, 45, Spokane. Arrested by LCSO on a charge of first-degree unlawful firearm possession.

Nickolas G. Watson, 27, Ellensburg. Arrested by Washington State Patrol on a charge of driving under the influence.

Civil/Domestic Docket: March 16

Kelsey Jane McGee v. Vincent Thomas McGee. Regarding marriage dissolution. Motion hearing for a change of venue. Motion granted and case moved to Snohomish County.

Katherine Gail Anderson vs. Jason Dewayne Tilson. Regarding parenting plan. Restraining order. Order extended through new hearing date of March 30.

Tamara Jean Nave v. Koedi V. White. Motion hearing to modify sexual assault. Continued to March 30. Petitioner asked for court appointed attorney at court’s expense, which the court granted.

1300 Logan LLC v. Michelle Hopkins. Show cause. Hopkins moved out of residence. Victoria Iverson, representing Hopkins, motioned the plaintiff for a limited summation and not to proceed with an eviction. Dennis Thompson, representing 1300 Logan LLC, didn’t agree and court allowed Thompson to proceed with writ of restitution.

Criminal docket: March 16

Gary Chandler Angell, who is charged with residential burglary, first-degree identity theft, second-degree theft and stolen property trafficking, appeared for a status conference. Right to a speedy trial waived. Readiness hearing set for May 4. Jury trial set for May 26.

Erik Cordell Angel Brown, who is charged with residential burglary and third-degree assault of a law enforcement officer, appeared for a status conference. Court found that as a result of mental disease or defect, Brown lacks capacity to understand the nature of proceedings against himself and assist in his own defense. Status hearing set for March 23.

Michael Kevin Hurlburt, who is charged with residential burglary, appeared for a readiness hearing. Right to speedy trial waived. Readiness hearing set for May 4. Jury trial set for May 26.

Mark William Robinson, who is charged with a protection order violation with a previous conviction and fourth-degree assault, appeared for a readiness hearing. An order for a mental evaluation was given upon the defendant’s attorney’s request. Readiness hearing set for March 30.
