One cited for minor in possession
DAVENPORT—Three teenagers were arrested Saturday, May 22 on charges of theft of a motor vehicle and made their first appearance in Lincoln County Superior Court Tuesday, May 25.
15-year-old Dylan Doughty, 15-year-old Paul Russell Miller, Jr. and 14-year-old Chantal Tapia were arrested by Lincoln County Sheriff Sergeant Jerad McLagan and booked in Martin Hall Juvenile Detention Center, according to records.
Doughty was also charged with minor in possession of alcohol.
All three entered not-guilty pleas May 25.
According to records, Shannon Karlinsey, the legal guardian of Doughty and Miller, called McLagan to report the boys had run away for the 12th time in 10 days on May 21. She said they violated her curfew and stole her vehicle. When she chased them on foot southbound on 14th Street, she saw Miller and Tapia get out of the car while Doughty kept driving before jumping out of the car and running into a field, the police report states.
When Karlinsey caught up with Doughty, he claimed Miller stole the vehicle. Later that night, they both ran away through the back door. Karlinsey said she saw on Doughty’s Snapchat that the three planned to run away to Spokane because they expected to otherwise be arrested, records show.
Tapia’s mother, in the meantime, also reported Chantal Tapia as missing and frequently running away with Doughty and Miller, records show. She then tipped off the Sheriff’s Office that the three juveniles were at a residence on the 1000 block of Jefferson Street on May 22, records state.
Chantal Tapia had previously had a case forwarded to the prosecutor’s office for a minor in possession charge May 20 after being found heavily intoxicated at a nearby residence by sheriff’s deputies, records show.
McLagan and three deputies responded to the May 22 call and placed the three youth under arrest for taking a motor vehicle without permission before transporting them to Martin Hall, where they remained until their May 25 court appearance. Deputies recovered two bottles of alcohol during the arrests. Doughty was then assessed his minor in possession charge, records say.
Judge Dan B. Johnson presided over the consecutive preliminary court appearances. He allowed Miller and Tapia to return home with their mothers, but Doughty will be kept in Martin Hall until June 1, per Johnson’s direction and the requests of his legal guardian Shannon Karlinsey and state prosecutors. His bail was set at $1,500. Karlinsey was in the process of filing an at-risk petition before Doughty’s arrest, she told the court.
All three children will next appear in court June 22 at 1:30 p.m.
