DAVENPORT—The crop circles owned by the city north of the baseball fields on the northeast side of town will be getting a new end-gun for irrigation. City council voted 5-2 in favor of spending $6,800 to buy a Nelson SR100 end-gun for the north crop circle after a recommendation from the water/sewer/garbage committee.
The committee, which consists of Chris Ruiz, Theresa Telford and Lance Strite, met prior to council’s Sept. 22 meeting to discuss conditions at the crop circles, where new irrigation and equipment is reportedly needed to allow space for Matt Schneider’s farm equipment to successfully operate. Schneider contracts with the city to farm the lagoons for a 1/3-2/3 crop share.
Councilmembers Heath Becker and Patrick Katz voted against the purchase.
The water/sewer/garbage committee also discussed the end of the utilities moratorium coming up Sept. 30 that prevents shut-offs due to overdue bills. In non-COVID times, the city institutes a late fee when a utility payment isn’t made by the 24th of each month. Since the pandemic began, that late fee hasn’t been enforced.
The committee settled on re-instituting the late fee starting Jan. 1, 2022 to allow the city three months to advertise the matter and let residents know of the late fee’s return. Council agreed to the Jan. 1 date.
Council also approved two new business items at its Sept. 22 meeting. First, council approved the first reading of an ordinance to amend the DMC Title 17 zoning map at 707 13th Street from public use to residential after Chase and Isabella Palmer applied for the change. The city planning commission previously approved the change Sept. 15.
A conditional use permit for Kasara and Courtney Storer on their Sixth Street home was given the A-OK. Courtney Storer needed to apply for a conditional use permit to use a room in the house to do book work for her construction business, and the Storers assured council the room wouldn’t be used for equipment or material storage.
Council’s next meeting is Oct. 13 at 7 p.m. in City Hall.
