CITY OF DAVENPORT
NOTICE TO CONSULTANTS
FOR 2023 SEAL COAT
PROJECT
The City of Davenport solicits interest
from consulting firms with
expertise in Civil and Structural
Engineering Design. This agreement
will be for approximately
18 months from 2023-2024 in
duration with the option for the
City of Davenport to extend it
for additional time and money
if necessary. Consultants will
be considered for the following
project:
Transportation Improvement
Board 2022 Seal Coat Award,
Multiple Locations (TIB #2-E-
870(005)-1. The City of Davenport
reserves the right to
amend terms of this “Request for
Qualifications” (RFQ) to circulate
various addenda, or to withdraw
the RFQ at any time, regardless
of how much time and effort
consultants have spent on their
responses.
PROJECT DESCRIPTION
The work to be performed by the
CONSULTANT consists of study
ing several options for the two
streets designated for treatment,
Adams Street from 12th
to 7th and 10th Street, Morgan
to Jefferson and implementing
those options. This project has
no mandatory DBE goal.
No Cultural resources assessment
is required for this project.
The major features of the project
are as follows:
• Determine methods best utilized
for the given conditions of
the streets.
• Prepare realistic solutions to
address the possible treatments.
• Provide design services for
preparing plans, specifications,
and a cost estimate for the
project.
• Assist the city in the procuring
competitive bids for the project
in accordance with Washington
State bidding laws.
The City of Davenport reserves
the right to retain the services
of the successful firm(s) for any
subsequent phases (Design,
R/W, CN) associated with this/
these project(s).
EVALUATION CRITERIA
Submittals will be evaluated and
ranked based on the following
criteria:
1) Qualification of Proposed
Project Manager
2) Qualifications/Expertise of
Firm
3) Ability to meet schedule
4) Approach to project
6) Past Performance on similar
projects
7) References
SUBMITTAL
Submittals should include the
following information: Firm
name, phone, and fax numbers;
Name of Principal-in-Charge
and Project Manager; and Number
of employees in each firm
proposed to project.
Please submit FOUR copies of
your Statement of Qualifications
to: City of Davenport, PO Box
26, 411 Morgan, Davenport,
WA 99122, no later than 4:00
p.m. on February 16, 2023.
Submittals will not be accepted
after that time and date. Any
questions regarding this project
