NON-SIGNIFICANCE (DNS)

DESCRIPTION OF PROPOSAL:
Fiber-to-the-Home to serve
all premises in Davenport and
Wilbur and approximately 23
mid-miles of fiber from Harrington
to Sprague, located in
rural Lincoln County. The aerial
construction will be done according
to the utility pole owner’s
specifications and permitted
through a pole attachment
process. Where underground
construction is necessary, due
to lack of poles or access on
the poles, the fiber will be buried
at minimum depths of 48” in
right-of-way with 1 ¼” HDPE
SDR 11 conduit being placed.
Handholes will be limited to
transition points and for access
points only and placed in the
right-of-way. Handholds are
30x48x36” Tier 22 lid.

The incorporated areas of Davenport
and Wilbur, located in
Lincoln County Washington
with a mid-mile connection from
Harrington to Sprague
LEAD AGENCY: Lincoln County
DETERMINATION: The lead
agency for this proposal has
determined that it does not have
a probable significant adverse
impact of the environment. An
environmental impact statement
(EIS) is not required under RCW
43.21C.030. This decision was
made after review of a completed
environmental checklist and
other information on file with the
lead agency. This information
is available to the public on
request. This DNS is issued
under 197-11- 340(2) and the
lead agency will not act on this
proposal for 14 days from the
date below.
