Local man fills vacant council seat
DAVENPORT - If at first you don't succeed, try, try again.
That could describe Robert Jenkins' attempts at getting onto City Council.
During a regular council meeting Wednesday, Feb. 8, Jenkins was appointed to fill a council seat vacated by Jessica Smith in December.
This is the second time Jenkins put his name in the hat to fill a council vacancy.
Last year, he applied for a seat Jonn Chapman was ultimately appointed to fill.
"Davenport is a wonderful community, and I would like it to grow in the right direction," Jenkins said. "I want to see Davenport as more than a pass-through town."
Jenkins moved his family back here in 2016 after spending 15 years in Florida.
He started as a corrections/dispatch officer with the Lincoln County Sheriff's Office before bouncing to Lincoln Hospital.
There, he's been in EMS for five years and in IT support for one year.
Jenkins was appointed over two other applicants: Karen Carruth, who was on city council for eight years and was mayor for another eight years in the early 2000s, and J.J. Kowalkowski, a maintenance employee with the Davenport School District who worked for the city maintenance department from 2010 to 2022.
He joins a now-all male city council of Chapman, Heath Becker, Chris Ruiz, Patrick Katz, Cory Hollis and Lance Strite.
In other council business on Feb. 8, council approved the first reading of an ordinance to "better define the public nuisance created by a barking dog in the city."
The amended code would include the following language:
"It is declared to be a civil offense for an owner, keeper or harborer of a dog to, at any time, allow the dog to create a public nuisance by habitually barking, howling, yelping, whining or making other oral noises while on or off the premises of such owner, keeper or harborer."
Other language would ban "unreasonable" barking, howling, yelping or whining after 10 p.m. and before 7 a.m. A violation of such provisions would subject the animal to possible impoundment and monetary fines for the owner, the amended code states.
The City Council will next gather at 7 p.m. Wednesday, Feb. 22 in City Hall.
