How has city spent ARPA, tourism dollars?

Gun Club, Museum main benefactors

DAVENPORT — The COVID-19 pandemic and subsequent lockdowns came with a silver lining for municipalities around the United States: Federal money being received in the form of American Rescue Plan Act (ARPA) dollars.

Here, that money was put to several uses in 2021, 2022 and early 2023. Some local organizations benefitted from ARPA or tourism dollars, while other monies were used for city projects.

The Lincoln County Historical Society was the first recipient of a tourism grant in 2021, receiving $2,000 May 12, 2021.

The Float Association received $2,500 payments in tourism funds for float insurance Oct. 27, 2021.

The Gun and Game Club received a $20,000 tourism grant and $10,000 in ARPA funds Nov. 24, 2021.

That same day, the Historical Society received a $2,500 payment in ARPA funds.

The Gun Club received another tourism grant Jan. 31, 2022, this time in the sum of $18,000.

The club had plans of an outdoor gun range on the northeast portion of the city.

A leadership transition led to a pause in such a project in 2022, but the city hopes it will be revived this year, Goemmel said.

He added that the city hopes to entice the Lincoln County Sheriff’s Office to use the finished range for training.

Sheriff Gabe Gants said the office currently uses a county-owned range for training.

“Depending on how their project proceeds we may have some interest in the future, but it would depend on what associated costs would be,” Gants said.

The Historical Society received $8,000 in ARPA funds and $3,000 in tourism grants June 22, 2022.

The Float Association received $3,000 for float insurance that day, while the School District received a $1,000 tourism grant for the FBLA club.

The city disbursed $44,650.44 in ARPA funds to Fire District No. 5 for turn out gear for 15 city firefighters Sept. 14, 2022.

$35,782.19 went to DW Excavating for water line installation at 12th and Merriam Streets Oct. 12, 2022, while Zach Pebles received $7,020 for painting services at City Hall and City Park Oct. 24, 2022.

A $10,000 payment to the Senior Center has been the only ARPA grant disbursed or requested in 2023, Goemmel said.
