Annual draft budget presented by city

DAVENPORT — City administration presented council’s finance committee with the first draft of the 2024 city budget as part of a finance discussion that also included talk about various rates and levies for next year’s cycle during a meeting preceding council’s regular meeting Wednesday, Oct. 11.

After discussion about city needs, the finance committee proposed a water rate increase of 3%, a sewer rate increase of 1% (down from the original proposal of 3%) and a 25-cent garbage rate increase.

City employees are also expected to receive a 4.9% cost-of-living increase. The city plans to raise property tax rates 1%, the legal maximum a municipality can raise rates without a public vote.

The city is currently projecting receiving revenues from the following sources in 2024:

• $285,000 from property tax

• $300,000 from sales tax

• $70,000 in local government assistance

• $215,000 from utility tax

• $4,000 from hotel/motel tax

• $20,000 from real estate excise tax

• $8,000 from liquor excise tax

• $14,000 from liquor board profits

• $4,000 from marijuana tax

• $21,000 from facilities leases (T-Mobile using red/white water tank)

• $25,000 to the criminal justice fund

• $70,000 from public safety sales tax

• $35,000 from motor vehicle fuel tax

• $460,000 from water fees

• $415,000 from sewer fees

• $340,000 from garbage fees

The budget draft has a projected funds gain of $908,169.

A public hearing was held during council’s regular meeting, and another public hearing will be held before the final budget is presented to council for approval in December.
