Resolution to be voted on in November
DAVENPORT — The school district will be asking voters to pass two replacement levies in a special election in Feb. 2024: An Educational Programs and Operations (EP&O) levy and capital projects levy.
The district hasn’t decided how much it will ask for but plans to put a resolution with an amount before the school board in November.
And that upcoming resolution was a topic of conversation at the board’s regular meeting Monday, Oct. 30.
Superintendent Chad Prewitt and business manager Dana Telecky told the board that the EP&O levy, which district voters have historically supported, helps fund sports, clubs and some district jobs.
The capital projects levy helps fund projects like roof replacement, which is necessary at the high school.
Administration presented a range of levy options as low as $2.25 per $1,000 assessed property value and as high as $2.50 per $1,000 assessed property value for the EP&O levy.
Ranges were as low as $1.00 per $1,000 assessed property value and as high as $1.15 per $1,000 assessed property value for the capital projects levy.
Board member Deanna Fitzpatrick said she wanted the district to seek a levy somewhere in the middle of those ranges, while fellow member Tami Odenrider agreed. Board chair Garrett Husky said he preferred the lower end of each range.
District voters are paying roughly $4.28 per $1,000 assessed property value in 2023. Voters originally passed EP&O levies in a 2019 special election for collection in 2020-2023.
Assessed valuation drastically decreased in 2023 after district property values increased an average of 35.4%. Prewitt said that increase is a consideration when determining the next levy amount.
The resolution will be officially discussed and voted on at a regular meeting Monday, Nov. 27.
