BETWEEN HARRINGTON

AND SPRAGUE

NOTICE IS HEREBY GIVEN by

the Board of County Commissioners

of Lincoln County, Washington

that sealed bids will be

received until noon, Thursday,

December 14 through the following

methods: by mail to Board of

Lincoln County Commissioners,

P.O. Box 28, Davenport, Washington

99122-0028 OR in person

to the Office of the Board of

County Commissioners, Clerk

of the Board’s desk, 450 Logan

Street, County Courthouse, lower

level, Davenport, Washington

OR online through MRSC’s Bonfire

e-bidding hub at mrscrosters.

bonfirehub.com. It shall be the

submitter’s responsibility to ensure

that sealed bids are mailed

or delivered prior to the deadline

and receipted by the Clerk of the

Board. Please identify bids on

the outside of the envelope as

SEALED BID - CONNECTING

LINCOLN COUNTY. All online

bids must be submitted through

MRSC’s e-bidding hub to be

considered.

Attendance at an online pre-bid

meeting Tuesday, November 28

at 1:00 pm is optional. Access

information is included in the

Invitation for Bid.

The bids will be opened and

publicly read aloud at noon in

the Commissioners Chambers

at 450 Logan Street, Davenport,

Washington on Thursday, December

14, 2023.

Statement of Need (Scope):

Bids are being requested for

construction of FTTx in Davenport

and Wilbur and mid-mile

aerial and underground between

Harrington and Sprague. Bid

packets may be obtained by

emailing Tara Holden, Clerk of

the Board, at the Lincoln County

Courthouse at tholden@co.lincoln.

wa.us or by calling 509-

215-1048. Contractors must be

licensed, bonded, and insured

in Washington State and all work

performed on this project will be

subject to prevailing wage rates.

Please be advised that Lincoln

County, being a municipal corporation

is exempt from Federal

excise tax. The Board of Lincoln

County Commissioners reserves

the right to accept or reject any

or all bids for good cause.

The County of Lincoln hereby

notifies all submitters that it will

affirmatively insure that in any

contract entered into pursuant

to this advertisement, minority

business enterprises will be afforded

full opportunity to submit

proposals in response to this

invitation and will not be discriminated

for or against on the

grounds of race, color, sex, or

national origin, in consideration

for an award. Lincoln County

award number SLRFP0002

(ARPA SLFRF) or CPFFN0145

(ARPA Capital) awarded to the

Washington State Broadband

Office by the U.S. Department

of the Treasury. Contractors are

encouraged to commit to local

hires for this project. Small, Minority-

and Women-owned firms

are encouraged to submit bids.

Bids are required to include a five

percent (5%) bid guarantee in the

form of a cashier’s check, money

order, or surety bond.
