NOTICE TO CONSULTANTS FOR

Title VI; Ethics and Harassment; Americans with Disability Act Policy Updates

Kittitas County Public Works Department, serving as the lead agency for the Quad County (QUADCO)

Regional Transportation Planning Organization (RTPO), comprised of Adams, Grant, Kittitas,

and Lincoln counties, solicit qualifications from consulting firms with expertise in developing policies

for Non-Discrimination (Title VI), Code of Ethics and Harassment, and American with Disability Act.

Consultants will be considered for the following project tasks.

For Consulting Services Relating to Transportation Planning Services and Public Outreach

ADVERTISEMENT: February 15, and February 22, and February 29, 2024

All submittals received after 10 AM Local time Friday, March 8, 2024, will be discarded

PURPOSE:

Kittitas County is requesting Statement of Qualifications (SOQ) from qualified professionals for consulting

services relating to: Planning Services and Public Outreach Services. The consultant(s) will

provide services to Quad County (QUADCO) to create three policies; Non-Discrimination (Title VI),

Code of Ethics and Harassment, and American with Disability Act policies that are specific to QUADCO

Regional Transportation Planning Organization and accepted by Washington State Department

of Transportation. The Task Order contract will be for one year. QUADCO Ranking Committee may

select more than one consultant to provide each of the services listed above.

• Public Outreach and Involvement Services

• Policy development and writing

SCOPE OF PROJECT:

1. Transportation Planning

The consultant must be able to provide planners, engineers, and other related support and professional

staff for consulting QUADCO. These services may include but are not limited to, creation of policy in

compliance with 23 Code of Federal Regulations (CFR) 200 and 49 Code of Federal Regulation 21. Policies

are to follow requirements including those identified in the Consolidated Grant Guidebook M 3130.

The consultant must demonstrate competence and qualifications related to the services performed

including:

A. The consultant must have extensive experience with the Federal Highway Administration and

the Washington State Department of Transportation publications, standards, design, and documentation

procedures. B. Successful experience delivering projects in a streamlined fashion to reduce

scope schedule and budget.

C. The consultant must demonstrate the ability to manage projects and coordinate with other team

members, and Kittitas County staff, to ensure the projects are delivered on time and within budget,

with potential risks and opportunities identified.

D. Ability to respond to unexpected as well as regularly scheduled requests for services with

minimal delay.

E. Ability to work collaboratively in a regulatory environment with other agencies, interest groups,

and permit applicants.

2. Public Outreach Services

The consultant must provide experienced public outreach and involvement staff knowledgeable in local

government, state government and federal government policies. The consultant must demonstrate

competence and qualifications related to the service being performed including:

A. Public presentations.

B. Data gathering techniques and methods.

C. Public Hearing support materials and presentations.

3. Policy development and writing

The consultant must provide staff with experience in developing these three separate policies and possess

the writing skills needed to create drafts for review by QUADCO and Washington State Department

of Transportation (WSDOT). This development and writing will include an outline, multiple drafts and a

final product. Policies include Title VI, Harassment and Code of Ethics and ADA.

Title VI policy/plan to include a language access plan with a four-factor analysis addressing limited

English populations in the QUADCO area.

PROCEDURES FOR SUBMITTAL:

If you wish to be considered for work under this SOQ, you must be a registered consultant on the

Municipal Research and Service Center of Washington – Shared Small Works and Consultant Roster

(www.mrscrosters.org).

Submittals must be received by 10:00 am on Friday March 8, 2024, indicating your interest and which

services, or any combination thereof which you would like to be considered for.

Submittals shall include a one-page cover letter with the firm name as listed on the MRSC web site,

contact information, and list of which services you’d like to provide. Submittals shall also include three

copies of your Statement of Qualifications describing the firm’s or team’s ability to professionally provide

the aforementioned services.

Submittals shall not exceed ten pages – doubled sided (total twenty pages), utilize 12-point font, and

be inclusive of all graphics. Submittals failing to adhere to these standards may be subject to rejection

without further consideration.

For your records, the County will provide a confirmation email to the contacts provided in the submittal

confirming receipt of your interest in the proposal. Submittals received after 10:00 AM on Friday, March

8, 2024, will be disregarded.

QUADCO Ranking Committee will review submittals, score the submittals and caucus on selection

results. If the review committee agrees to select without interviewing, successful firms will be immediately

noticed. If the selection committee desires to interview prospective firms, firms will be invited with

appropriate lead time for scheduling. Kittitas County encourages disadvantaged, minority and women

owned consultant firms to respond.

Kittitas County, serving as Lead Agency for QUADCO reserves the right to reject any and all submittals.

SELECTION PROCESS AND PROPOSED SCHEDULE:

Selection will be based upon the following criterion to total 100 points:

1. The firm’s or team’s qualifications, experience, and ability to perform the work as listed in

the SOQ (20 points).

2. Demonstrated experience with similar projects (15 points).

3. Demonstrated experience maintaining schedule and delivering projects within scope (15 points).

4. Familiarity with QUADCO and experience working with County staff (20 points).

5. Demonstrated ability to communicate and work effectively with the public, staff, policy, and

review bodies (15 points).

6. The firm’s ability to scale the work and allocate appropriate resources resulting in the most

efficient use of QUADCO funds (15 points).

Responses due March 8, 2024

Internal review and selections for interviews March 15, 2024

Interviews March 22, 2024

Recommendation for negotiations March 29, 2024

Contract awards April 11, 2024

The above noted schedule is tentative and may be changed based on the number of proposals

submitted. Proposals will be evaluated immediately with final selection targeted for early April 2024.

AGREEMENT OF SERVICES:

The selected consultant(s) will be expected to enter into a standard Professional Services Agreement.

Insurance requirements are included in that agreement. The contract period shall be for policy development

services and is expected for one (1) year.

Kittitas County reserves the right to accept or reject any and all proposals or any items or part thereof or

to waive any information or irregularities in the proposals. Kittitas County shall have the sole discretion

to determine the most responsible proposal.

Kittitas County in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C.

2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that

in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be

afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated

against on the grounds of race, color, or national origin in consideration for an award.
