DETERMINATION OF NONSIGNIFICANCE (DNS) STATE ENVIRONMENTAL

POLICY ACT (SEPA) (RCW 43.21C)

I&I Reduction Project

Lead agency: Town of Reardan

Description of proposal: Town of Reardan I&I Reduction Project.

The proposed improvements include rehabilitating approximately

8,000 linear feet of 6” and 8” diameter sewer line using Cured-inplace

pipe (CIPP), and about 4,000 feet of 6” and 8” diameter sewer

mains using open trench sewer pipe replacement. Additional work

includes replacing or lining about 40 sewer manholes, reconnecting

sewer services and associated surface restoration. Telemetry and

electrical controls will be upgraded at Town’s main Lift Station..

Location of Proposal: Project rehabilitation segments are located

throughout the Town of Reardan’s Sewer Service Area in developed

streets, Town rights-of-way and sewer system easements. The

Town lift station is located at the corner of Poplar and Oak Streets.

Sections 10 & 15, Township 25N, Range 39E, W.M.

Proponent: Town of Reardan

Determination: The Town of Reardan has determined that this

proposal does not have a probable significant adverse impact on

the environment. An environmental impact statement (EIS) is not

required under RCW 43.21C.030 (2)(c). We have reviewed the

completed Environmental Checklist and other information on file

with the lead agency. This information is available to the public

on request from the Reardan Town Hall (PO Box 228, 120 S. Oak

Street, Reardan, WA 99029-0228) during regular business hours.

This determination is based on the following findings and conclusions:

the project is entirely situated within the existing public

right-of-way and sewer utility easements. It has been designed by

professional engineers and will incorporate on-site construction

management, along with a plan for inadvertent discoveries.

Comment Period: This DNS is issued under WAC 197-11-340(2);

The lead agency will not act on this proposal for 14 days from the

date below. Comments must be submitted by 4:00 pm on March

8, 2024.
