On or about March the abovenamed
Responsible Entity (RE)
will request the Washington State
Department of Commerce (Commerce)
to release federal funds
under Title I of the Housing and
Community Development Act of
1974 (PL 93-383)
for the following project:
CDBG Contract #: 21-62210-029
Project Title/Name: Modification
of the City of Harrington Wastewater
Plant
Purpose and Nature of the
Project: The completed project
involves upgrading the existing
wastewater plant to meet the
current effluent limits for the
facility and provide expected
reduction in operational costs.
Modifications include installation
of a new rotating fine screen,
installation of a moving bed biofilm
reactor (MBBR) within the
current sedimentation basins,
installation of a new double lined
aeration basin at the location
of the two existing single lined
lagoons and modification of the
existing proportional weir system.

West Sherlock St., Harrington,
Lincoln County, WA
Estimated Cost of the Project:
$ 1,414,500
The activities proposed are categorically
excluded under HUD
regulations at 24 CFR Part 58
from National Environmental
Policy Act requirements.

RE. The ERR documents
the environmental determinations
for this project and contains
all the required project information.
The ERR is on file at Harrington

weekdays between 10:00

P U B L I C C O M M E N T S
Any individual, group, or agency
may submit written comments
on the ERR to the Mayor of
Harrington. All comments received
by March 22, 2024, will
be considered by the City of
Harrington prior to authorizing
submission of a request
for release of funds.
RELEASE OF GRANT FUNDS
The City of Harrington certifies
to Commerce that Joseph Armand
in his capacity as Mayor of
Harrington consents to accept
the jurisdiction of the Federal
Courts if an action is brought to
enforce responsibilities in relation
to the environmental
review process and that these
responsibilities have been satisfied.
Commerce’s approval
of the certification satisfies its
responsibilities under NEPA and
related laws and authorities and
allows the City of Harrington
to use State Community Development
Block Grant (CDBG) funds.
OB J E C T ION TO REL
E A S E O F F U N D S
Commerce will accept objections
to its release of funds and the
RE’s certification for a period of
fifteen days following the anticipated
submission date or
its actual receipt of the request
(whichever is later) only if they
are on one of the following bases:
a) the certification was not
executed by the Certifying Official
of the City of Harrington;
b) the RE has omitted a step or
failed to make a decision or finding
required by HUD regulations
at 24 CFR Part 58; (c) the RE
has committed funds or incurred
costs not authorized by 24 CFR
Part 58 before approval of a
release of funds by Commerce;
or (d) another Federal agency
acting pursuant to 40 CFR Part
1504 has submitted a written
finding that the project is unsatisfactory
from the standpoint of
environmental quality. Objections
must be prepared and submitted
in accordance with the
required procedures (24 CFR
Part 58) and shall be addressed
to Local Government Division,
