Two charged in tire dumping case

Man jailed, woman cited and released

SPRAGUE — A man was arrested and booked into Lincoln County Jail, while an Illinois woman was cited and released after hundreds of tires were allegedly found dumped near the city Friday, March 8.

Warren Roy Staves, 53, of Spokane was arrested and booked on a charge of first-degree theft.

Amanda M. Stamper of Alton, Illinois, was cited and released for illegal dumping, police records state.

According to police records, a caller reported several instances of tire dumping from Ghers Road south to Bob Lee Road, which is about three miles west of the city and just north of Sprague Lake March 8. The caller reported 23 tires dumped a mile south of State Highway 23, records state.

Then, a second caller reported a bunch of tires on the intersection of Doerschlag and Stromberger Roads. That caller was succeeded by a third caller who said he saw two people dumping tires at the intersection of the highway and Ghers Road, records state.

About five hours after the initial call, records state that a caller said a dark blue minivan stopped by his work truck and left heading east on Doerschlag Road. The caller found his road equipment valued at about $6,000 missing from the truck, records state.

Eventually, police tracked down Staves and a suspect vehicle containing the missing equipment and used tires, the Sheriff’s Office said.

Staves was then arrested on the theft charge, records state.

He remained in jail at press time.
