City Council talks on 10th street right-of-way

Also discusses water, sewer and garbage

DAVENPORT — The City Council met for their regular session on Wednesday, July 24 at 7 p.m., with Mayor Jonathan Chapman presiding over the proceedings.

According to the draft minutes submitted by David Leath, City Clerk of Davenport, all Council Members were present, alongside several community members and city officials.

The meeting commenced with the approval of minutes from the Wednesday, July 10, meeting, following a motion by Council Member Heath Becker and a second by Lance Strite. The motion was carried unanimously.

A significant portion of the meeting was dedicated to a public hearing concerning Insula LLC’s request for the vacation of a portion of 10th Street right-of-way.

Despite the absence of Insula LLC representatives, public comments were solicited.

Concerns were raised by residents about the potential impact on access and the valuation process for the vacated land.

City Clerk Dave Leath addressed questions regarding the right of abutting property owners to purchase the vacated land and the appraisal process.

In the public comment segment, Stan Reider expressed concerns about the city’s residential districts, citing violations of Davenport City Ordinance #10.44.010 related to property maintenance.

Reider urged the council to address these issues to maintain property values and public health.

The meeting also featured updates from the Water/Sewer/Garbage Committee, which discussed ongoing issues related to the sewer lagoons and well maintenance.

The committee scheduled additional meetings to address these concerns.

Mayor Chapman emphasized upcoming events, including online bill pay training and a community service event sponsored by Innova Corporation at the city pool. He also encouraged community members to participate in these activities.

Under new business, the council discussed the first reading of Ordinance 1201, which pertains to the vacation of a portion of Tenth Street for a commercial residential project.

The ordinance was tabled for further consideration.

Additionally, Mayor Chapman reported on a public meeting held to gather input on the Streetscape Project, with plans to apply for a grant to support the project’s design.

The meeting concluded with the approval to pay bills totaling $21,672.48, followed by a motion to adjourn, which was passed at 8:15 p.m.
