County commissioners approve budget

Extensions and agreements on the agenda

DAVENPORT — The Board of Lincoln County Commissioners held their regular session on Monday, July 15, with Chairman Scott M. Hutsell, Vice Chairman Jo M. Gilchrist, and Clerk Tara Holden present.

Commissioner Coffman was excused to attend the Annual NACo Conference.

The board examined and approved claims totaling $575,136.51, distributed across various county funds, including Current Expense, Solid Waste Management, and County Road.

Significant actions included the approval of several resolutions.

Resolution 24-15 authorized a budget extension for the Opioid Settlement Budget to install jail sensors for monitoring inmates in detox or substance use treatment.

Resolution 24-17 authorized the transfer of funds from the Traffic Policing fund to the Public Works Fund.

The board authorized the Chairman to sign the Kroger Opioid Settlement Participation form, signaling Lincoln County’s interest in participating in the settlement.

Additionally, an Interagency Reimbursement Agreement with the Washington State Administrative Office of the Courts was approved for extraordinary costs related to resentencing as required by State v. Blake.

The commissioners approved multiple open space timber classification applications following public hearings. Applications from Hanson Harbor, Inc., Randy and Valerie Vissia, and Jason and Stephanie Schafer were approved without public opposition.

Public Works Director Dave Orvis and County Engineer James Wege provided a departmental update, including ongoing maintenance activities and personnel changes. T

he board approved the hiring of Casey Hall and Steve Ward, and a salary increase for Troy Larson.

Road Resolution 2699R was approved, temporarily reducing speed limits on Redwine and Telford Roads during the Miles Creston Road project.

Public Health Director Ed Dzedzy received approval for the purchase of a 2023 Ford Explorer XLT for the Public Health Department and provided updates on FPH funding and new social media employee hiring.

Brett Antczak, CEO of Odessa Memorial Hospital, updated the board on hospital operations and introduced new Chief Nursing Officer Barbara Vogelsang.

With all business concluded, the meeting adjourned.

The board will reconvene in regular session on August 5, 2024.
