Invitation to Bid
The Town of Odessa is releasing a Small Works Project. As a contractor, you are invited to submit a quote on this project.
Bid Instructions: Bids must be sealed and received by 12:00 P.M., Friday, April 4, 2025. Deliver to the Odessa Town Hall, Clerk’s Office, 21 E 1st Ave, Odessa WA 99159, by hand or mail to PO Box 218, Odessa, WA 99159. The bids will be opened publicly and read aloud at 12:30 P.M. on April 4th. The successful bidder will be required to furnish a performance and payment bond, each in the full amount of the contract price.
Pre-Bid Meeting: If you would like to look at the project, we will have a Pre-Bid Meeting at the Odessa Memorial Pool on March 28th at 11 A.M. The Public Works Director will show the site, review the project and answer any questions.
Project Funds: Project is funded 100% by the Odessa Memorial Pool District
Project Title: 2025 Odessa Memorial Pool Bathhouse Renovation
Scope of Work: This project consists of removal of old materials and appliances, cement grinding and cutting, new material installation, painting, and electrical outlet replacement.
Project Details:
*Requires approximately 1100 sq ft of concrete resurfacing with nonslip, waterproof material of contractor’s recommendation and purchase.
*Cutting drain lines in cement flooring to funnel excess water to floor drain
*Tile removal from 4 shower stalls and installation of panels (94 1/2 X 44 inch per), 20 panels
*Inspection and replacement of electrical outlets not meeting code. Contractor purchases new outlets, as needed.
*Installation of
• 3 toilets
• 1 urinal
• 4 shower heads and faucets
• 2 benches
• 2 sinks with faucets
• 2 stainless steel counters
* Toilets, urinal, showerheads, benches, sinks, faucets, counters and panels have been purchased and are ready for the installation.
Working Hours, Restrictions, and Completion: Assuming contracts have been fully executed, it is expected that work can begin by April 21, 2025, and shall be completed by June 1, 2025. Normal working hours are Monday through Friday, 7:00 A.M. – 6:00 P.M. Work may extend beyond this time-period with prior permission from the town. The contractors shall notify the town forty-eight (48) hours in advance if work will be performed on Saturdays, Sundays, Holidays or outside of normal working hours.

Insurance and Bond Requirements: As a condition of award, the successful contractor will be required to provide a copy of contractor’s insurance certificates prior to the execution of the agreement by the Town, and naming City “as additional insured”.
Prevailing Wage: All work completed on this project will be subject to State prevailing wage rates. Please contact Washington State Labor and Industries for requirements. The following documents will be required by the city:
• Intent to pay prevailing wage
• Affidavit of wages paid
• Quote submittal form
• Copies of licenses to conduct business in the State of Washington.
Project Quote: Quote form shall be attached to quote, which includes Town of Odessa sales tax, materials, labor and traffic control as applicable (Tax only on materials – Washington State WAC 458-20-171 and RCW 82-04-050(10)).
The Town of Odessa expressly reserves the right to reject any or all quotes and to waive minor irregularities or informalities, and to further make the award of the project to the lowest responsive, responsible contractor as it best serves the interest of the town based on the sum of the quote.
